Matters for Consideration 7.1 Memorandum from Recreation Supervisor - Community Programs; Re: Recreation Needs Assessment for Persons with Disabilities Franco DeMarco provided a brief overview of the project scope and timelines and introduced the consultants. Carried 7.2 Round Table Discussion; Re: Town of Aurora Multi-Year Accessibility Plan 2022-2026 (Link to Multi-Year Accessibility Plan) Staff provided an update on various matters including: (1) proposed updates to the Plan including the staff position and contact information to facilitate resident feedback, the inclusion of current Committee member names, and the update of two sections respecting Procedures for Preventative and Emergency Maintenance and Procedures for Dealing with Temporary Disruptions; (2) accessibility compliance reporting to the Ministry for Seniors and Accessibility, and website accessibility; and (3) the Town’s recently updated Official Plan and sections relevant to accessibility policies and universal design related to community involvement, roads, built cultural heritage, parkland policies, and community services and facilities design. The Committee and staff discussed the process for reporting and managing disruptions, and options to encourage and remind private organizations to implement and maintain accessibility on their properties. That the memorandum regarding Community Reflection Space be received; and 2. That the Accessibility Advisory Committee comments regarding Community Reflection Space be received and referred to staff for consideration and further action as appropriate. Background On January 16, 2023, the Town’s Indigenous Relations Committee (IRC), discussed establishing a public space for the community to gather and share condolences related to Truth and Reconciliation. The absence and importance of such a space within Aurora was identified and a small working group comprised of IRC members met to determine possible locations, features and project scope. On February 13, 2023, the IRC was presented with the findings of the working group. The scope of the space was modified to include reflection for all tragic situations regardless of their location and cause. Some recent examples include the conflicts in Ukraine, Israel and Palestine respectively. As a result of inter-department consultation, staff identified the eastern parkette within the Queen’s Diamond Jubilee Park as an ideal location for a Community Reflection Space. A funding request is included in the 2024 and 2025 budgets to advance this project, including consultation and capital costs. On November 21, 2023, a report was submitted to Council, which contained the following recommendations: Page 5 of 30 Community Reflection Space January 10, 2024 Page 2 of 3 1. That Report No. CMS23-050 be received; and 2. That Council approve proceeding with the design of a Community Reflection Space; and 3. That Council approve the eastern portion of the Queen’s Diamond Jubilee Park as the preferred site for the Community Reflection Space. The first two recommendations passed, and the third failed. Council requested that staff engage in public consultation prior to an area being selected. The Accessibility Advisory Committee is being asked to provide comments on location options, possible features, and amenities for the Community Reflection Space. Analysis There is a need for a dedicated public space within Aurora for the purpose of bringing the community together when faced with tragic histories and current events. Events that provoke public grieving occur spontaneously at the local, national and global level. Whether it’s a fatal accident, findings related to past atrocities, or the escalation of an armed conflict, members of the public are often confronted with tragic news. A designated Community Reflection Space acknowledges the complexity of emotions evoked during tragic circumstances and the importance of community gathering to our collective wellbeing. The creation of a reflection space would provide a consistent location for the community to come together in times of sorrow, with a unified purpose of paying respects to those affected by tragic events. Gymnasium Update be received and referred to staff for consideration and further action as appropriate. Background In February 2022, the S.A.R.C. Gymnasium Renovation project was introduced to the Accessibility Advisory Committee, showcasing visual renderings of the proposed alterations. These initial concepts were undergoing refinement at that stage and have since been finalized. In response to the Accessibility Advisory Committee's request for an update, prompted by the commencement of construction, information on the progress of this project was provided. Analysis The renovation and update initiatives encompass enhancement of various areas within the facility to address both functional improvements and accessibility considerations. These include: 1. Gymnasium Addition: The introduction of a new gymnasium space is aimed at expanding the facility's capacity for athletic and recreational activities, catering to the evolving needs of the community. Interior Renovations for Divisibility: Alterations to the existing pre-school space are intended to enhance functionality by making the room divisible, allowing for more flexible usage and accommodating diverse activities simultaneously. 3. Reconfiguration for Customer Service and Washroom Facilities: Transforming the existing multi-purpose space into a new customer service desk at the main entrance and converting the former pro-shop area into a universal washroom to enhance accessibility and convenience for visitors. 4. Administrative Space Expansion: Increasing the footprint and altering the layout of the administrative space reflects a conscious effort to optimize office functionality, potentially improving operational efficiency. 5. Accessibility Measures: The renovations and additions are strategically aligned with accessibility standards, incorporating universal washrooms, barrier-free washrooms, automatic door openers (A.D.O.s), accessible ramps, and counters, ensuring equitable access for individuals with diverse mobility needs. In summary, the renovations and updates encompass a holistic approach, not solely focusing on physical enhancements but also integrating accessibility features and considering future program offerings to ensure a more inclusive and accommodating environment for all users. The comprehensive nature of these initiatives reflects a commitment to fostering an accessible, welcoming, and inclusive community space.
