By-law Number 6552-23
Being a By-law to provide for the annual remuneration
to be paid to the Mayor and Members of Council.
Whereas subsection 8(1) and section 9 of the MunicipalAct, 2001, s.o. 2001, c. 25, as
amended (the "Act") operate so as to allow the council of a local municipality to pass a
by-law providing for the remuneration of members of council, since the municipality has
the capacity, rights, powers, and privileges of a natural person for the purpose of
exercising its authority under the Act, and such authority shall be interpreted broadly to
enable the municipality to govern its affairs as it considers appropriate;
And whereas the Council of The Corporation of the Town of Aurora deems it necessary
and expedient to replace By-law Number 6040-17 with a new by-law that sets out the
annual remuneration and benefits for Council members;
Now therefore the Council of The Corporation of the Town of Aurora hereby enacts as
follows:
1. The annual remuneration paid to the Mayor shall be S105,944.54 per year.
2. The annual remuneration paid to each Councillor shall be S50,018.23 per year,
adjusted to the 60th percentile of the market comparator group.
3. The annual remuneration paid to the Mayor and each Councillor shall be
automatically adjusted to reflect the same economic percentage salary
adjustments that may be granted to the full-time non-union salaried staff group,
with the same effective dates.
4. The Mayor shall be provided with additional remuneration in the form of a
transportation allowance for the use of their own personal vehicle or other
means of transportation while travelling on Town business, in the amount of
SI0,201 .oo.
5. Each Councillor shall be provided with additional remuneration in the form of a
transportation allowance for the use of their own personal vehicle or other
means of transportation while travelling on Town business, in the amount of
S3,500.00 per year.
6. The transportation allowances provided for in section 4 and section 5 of this By-
law shall be automatically adjusted annually, effective January 1, 2024, using the
Canada Revenue Agency Reasonabfe Per-Kilometer Allowance rate published
yearly, and as computed by the Town's Treasurer.
7. The Mayor shall be provided with a benefit plan including medical, dental, and life
insurance coverage, and shall be permitted to participate in the OMERS pension
plan, all of which shall be on the same terms and conditions as provided for full-
time non-union salaried staff.
8. Each Councillor shall be permitted to participate in the OMERS pension plan on
the same terms and conditions as provided for full-time non-union salaried staff.

g. Subject to paragraph 10 below, that an end of service transition payment
program be implemented for the Mayor and each Councillor, commencing with
the 2022-2026 term of office, as follows:
(a) fortheMayor,eligibleatthecompletionofone(1)fullterm,one(1)month
of pay for each completed year of continual service on the council to a
maximum of six (6) months' pay (may be prorated for partial years);
(b) foreachCouncillor,eligibleatthecompletionofone(1)fullterm,one(1)
month of pay for each completed year of continual service on the council
to a maximum of twelve (1 2) months' pay (may be prorated for partial
years);
(c) the amount is paid automatically, and paid if the Mayor or a Councilor
resigns or does not return to office for any reason other than as outlined in
(e) below;
(d) in the event of the Mayor's or a Councillor's death while in office, the
payment is made to the estate;
(e) no transition payment is paid if the Mayor or a Councillor is removed from
office due to a judicial process and conviction under the Criminal Code,
even if having resigned first.
10. A Mayor or a Councillor who is elected to another level of government is not
entitled to any severance transition payment as outlined in paragraph 9.
l 1. The Mayor and each Councillor may purchase, at their own expense, Long Term
Disability (LTD) and/or Accidental Death and Dismemberment (AD&D) benefit
coverage through the Town's group benefits program.
12. Discretionary constituency, conference, and training expenditure budgets for the
Mayor and each Councillor be established as operational budget items for annual
review. Policies and processes for such expenditure budgets may be separately
reviewed by Council as it deems necessary.
13. This By-law shall be reviewed prior to the end of each term of council, with any
changes in compensation as a result of the review be implemented in the next
term of Council.
14. By-lawNumber6040-17beandisherebyrepealed.
15. This By-law shall be known and may be cited as the "Council Compensation By-
law".
16. This By-law shall come into full force and effect on the date of final passage
hereof,
