Call to Order The Mayor called the meeting to order at 5:47 p.m. Council consented to resolve into a Closed Session at 5:47 p.m. Council reconvened into open session at 6:49 p.m. Councillor Gilliland was present for the Closed Session meeting, but not present when reporting out occurred. 2. Approval of the Agenda 2 Moved by Councillor Weese Seconded by Councillor Gallo That the confidential Council Closed Session agenda be approved with the following addition: 2. Personal matters about an identifiable individual, including municipal or local board employees (Section 239(2)(c) of the Municipal Act, 2001); Re: Verbal Update from the CAO Carried 3. Declarations of Pecuniary Interest and General Nature Thereof There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act, R.S.O. 1990, c. M.50. 4. Consideration of Items Requiring Discussion Moved by Councillor Kim Seconded by Councillor Gallo That Council resolve into a Closed Session to consider the following matters: 1. A position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board (Section 239(2)(k) of the Municipal Act, 2001); Re: Council Closed Session Report No.CMS23-007 - Aurora Town Square – Contract Negotiations 2. Personal matters about an identifiable individual, including municipal or local board employees (Section 239(2)(c) of the Municipal Act, 2001); Re: Verbal Update from the CAO Carried 4.1 Council Closed Session Report No.CMS23-007 - Aurora Town Square – Contract Negotiations A position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board (Section 239(2)(k) of the Municipal Act, 2001) Moved by Councillor Kim Seconded by Councillor Weese 3 1. That Closed Session report No. CMS23-007 be received; and, 2. That the project budget for Aurora Town Square be increased by $1,200,000 to $53,139,700 and that the increase be funded from funds collected as part of the capital campaign; and 3. That Council delegate authority to the CAO to approve contract amendments, typically requiring Council approval, only for the consulting services related to the Aurora Town Square project. 4. That the closed session report be released publicly as soon as possible. That the verbal update from the CAO be received for information. Confirming By-law 5.1 By-law No. 6474-23 Being a By-law to confirm actions by Council resulting from a Council Closed Session on February 21, 2023 Moved by Councillor Kim Seconded by Councillor Weese That the confirming bylaw be enacted.
