Call to Order The Mayor called the meeting to order at 7:01 p.m. 2. Land Acknowledgement Mayor Mrakas acknowledged that the meeting took place on Anishinaabe lands, the traditional and treaty territory of the Chippewas of Georgina Island, recognizing the many other Nations whose presence here continues to this day, the special relationship the Chippewas have with the lands and waters of this territory, and that Aurora has shared responsibility for the stewardship of these lands and waters. It was noted that Aurora is part of the treaty lands of the Mississaugas and Chippewas, recognized through Treaty #13 and the Williams Treaties of 1923. Approval of the Agenda Moved by Councillor Weese Seconded by Councillor Gilliland That the revised agenda as circulated by Legislative Services be approved. Declarations of Pecuniary Interest and General Nature Thereof There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act, R.S.O. 1990, c. M.50. 5. Planning Applications The Mayor outlined the procedures that would be followed in the conduct of the public meeting. The Town Clerk confirmed that the appropriate notice was given in accordance with the relevant provisions of the Planning Act. 5.1 PDS23-088 - Application for Zoning By-law Amendment, Edenbrook (Aurora) Inc. (Former applicant - Luvian Homes Limited), 1001 St. John’s Sideroad, Part of Lot 25, Concession 2, File Number: ZBA-2012-12, Related File Number: SUB-2012-04 Planning Staff Kenny Ng, Planner, presented an overview of the staff report regarding the proposed Draft Plan of Subdivision and Zoning By-law Amendment, noting the applicant proposes to redevelop the subject lands to permit the future development of a residential subdivision containing 28 single detached lots, two partial lots, an environmental protection block, the extension of an approved municipal road, and a block to be retained with no proposed development. It was further noted the applicant proposes to rezone the subject lands from “Rural (RU) Zone” to “Detached Fourth Density Residential Exception (R4) Zone”, “Rural Exception (RU) Zone”, and “Environmental Protection (EP) Zone”. Council Public Planning Meeting Minutes Tuesday, June 13, 2023 3 Applicant Murray Evans, Evans Planning Inc., on behalf of the landowner, provided background and presented an overview of the proposal including site context and previously approved zoning on the adjacent lands that are proposed to be developed along with the subject lands, environmental and stormwater matters to be addressed, lot size, approved access point, and construction activity management. Public Comments No members of the public came forward. Moved by Councillor Gilliland Seconded by Councillor Thompson 1. That Report No. PDS23-088 be received; and 2. That comments presented at the non-statutory Public Planning meeting be addressed by Planning and Development Services in a report to a future General Committee meeting. Yeas (7): Mayor Mrakas, Councillor Weese, Councillor Gilliland, Councillor Gaertner, Councillor Thompson, Councillor Gallo, and Councillor Kim Carried (7 to 0) 5.2 PDS23-087 - Application for Zoning By-law Amendment, 1626238 Ontario Inc., 326 Old Bloomington Road, Lot 3, Plan 166, File Number: ZBA-2023-01, Related File Number: SUB-2023-01 Planning Staff Lawrence Kuk, Manager, Development Planning, presented an overview of the staff report regarding the proposed Draft Plan of Subdivision and Zoning By-law Amendment, noting the applicant proposes to develop ten single-detached lots with frontages ranging from 9.75 metres to 12.98 metres on an 18.5 metre public road, and more than 70% of the subject lands will be environmentally protected. It was further noted the applicant proposes to establish an environmental protection zone, provide 40% landscape open space on each proposed residential lot, and clarify the Daylighting Triangle calculation method. Council Public Planning Meeting Minutes Tuesday, June 13, 2023 4 Applicant Shilpi Saraf-Uiterlinden, Planner, The Biglieri Group Ltd., on behalf of the owner, presented an overview of the proposal including site and policy context, project overview, streetscape plan, and block plan options. Michael Testaguzza, Partner, and Adam Dhalla, Junior Planner, The Biglieri Group Ltd., were also present. Public Comments Aurora resident John Green expressed support for the proposal and inquired about the meaning of the term "cash-in-lieu of parkland". Planning Staff Staff provided clarification on the requirement for parkland dedication and the alternative of cash-in-lieu of parkland. Moved by Councillor Thompson Seconded by Councillor Gilliland 1. That Report No. PDS23-087 be received; and 2. That comments presented at the statutory Public Planning meeting be addressed by Planning and Development Services in a report to a future General Committee meeting.
