Mayor Dawe called the meeting to order at 7:01 p.m.
I DECLARATIONS OF PECUNIARY INTEREST
There were no declarations of pecuniary interest under the Municipal Conflict of
Interest Act.
II APPROVAL OF AGENDA
Moved by Councillor Thompson Seconded by Councillor Pirri
THAT the agenda as circulated by the Customer and Legislative Services
Department be approved.

III PLANNING APPLICATIONS
Mayor Dawe outlined the procedures that would be followed in the conduct of the
public meeting. The Deputy Clerk confirmed that the appropriate notice had
been given and that signs had been posted on the subject properties in
accordance with the relevant provisions of the Planning Act.

Planning Staff
The Planner, Mr. Drew MacMartin, provided a brief overview of the application
and staff report, stating that the owner is proposing an Official Plan Amendment,
Draft Plan of Subdivision and Zoning Bylaw Amendment which would allow for
the development of 29 single detached dwelling units. He indicated an increase
to 35 per cent in the building coverage of the lot and that the separation between
Cluster Residential and the abutting Estate Residential would be reduced to a
minimum of 20 metres. Mr. MacMartin advised that a change in land use
designation is required on the entire subject lands from “Cluster Residential”,
“Environmental Protection Area”, and “Estate Residential” to “Cluster
Residential”, “Environmental Protection Area”, “Environmental Function Area”,
and “Private Open Space”, and that in addition to the proposed Official Plan
Amendment and Draft Plan of Subdivision, the owner is also proposing to re-
zone the lands from Rural Oak Ridges Moraine (RU-ORM) to Detached Dwelling
Second Density Residential (R2) Exception Zone; Environmental Protection (EP)
Exception Zone and Major Open Space (O) Exception Zone. He noted that staff
will undertake a technical review of the applications to address the matters
outlined in the staff report, as well as any comments received from the public and
Council at the Public Planning meeting. He stated that a staff report with
recommendations will be presented to Council for consideration and direction at
a future General Committee meeting.
Applicant/Agent
Mr. Gary Templeton, Planning Consultant, introduced the main proponents of the
consulting team and that they were available to respond to issues identified at a
previous public information meeting and this evening. Mr. Templeton reviewed
the proposed plan of subdivision in respect to lot sizes and various components
of the development and indicated areas to be maintained as protected open
space. He advised on traffic studies by their traffic engineer regarding sightlines
and that they meet the standard.
Public Comments
Area residents including: Graham Constantine, Ron Prieur, Hugh Moreland,
David Heard, Bob Hakim, James Smoke, Tom Vagenas, Alexandre Roger,
Richard Berman, and Clare Prieus raised the following concerns:
Access to and from the proposed development with respect to safety
hazards and the grades along Ridge Road, sightlines, stopping distances,
and accidents that have occurred in this area; and
Excessive tree cutting, removal, and burning that has occurred on the
property over the past three years; and
Addition of fill to the property; and
Easements and trail connections along the property lines; and
Areas to be maintained as protected open space and buffers; and
Drainage from the development to abutting properties and how this will be
addressed as the development progresses.

Applicant/Agent
Mr. Gary Templeton responded to clarify that the back two-thirds of lots 10, 11,
12, and 13 would provide for treed open space with restricted usage, and noted
that this could act as a buffer along the property line as well as an interface
between the abutting properties. He noted that there have been no infractions or
charges with respect to tree removal, fill additions, and drainage from the
development site.
Mr. Jeff Mark, consulting team traffic engineer, noted that traffic stopping and
sightline standards were utilized for the traffic study and that traffic volume would
essentially double but would remain a low volume traffic area.
Mr. Steve Schaefer, of the consulting team, addressed drainage concerns and
noted that existing natural drainage routes will be maintained and that
stormwater management systems will be employed to ensure existing area water
quality, quantity, and control. He indicated that that the initial proposed sanitary
easement location has been modified to lessen impact on abutting properties.
Planning Staff
Mr. Ramunno, Director of Planning and Development Services advised that By-
law Services staff investigated complaints regarding tree removal with no
violations with respect to the Tree By-law and that although the developer
removed some of the added fill there were no contraventions with respect to the
By-law.
