The Chair called the meeting to order 7:05 p.m.
Mayor Mrakas relinquished the Chair to Councillor Kim at 8:20 p.m. during the
consideration of Motion 10.1, Re: Addition of Sunset Clauses to Site-Specific
Zoning By-law Amendments, and reassumed the Chair at 8:42 p.m.

Councillor Gallo noted an error in his vote to the Motion to Refer for Item 8.2.3 –
Applications for Official Plan Amendment, Zoning By-law Amendment and Site
Plan Control, 2766872 Ontario Inc., 15296, 15306 and 15314 Yonge Street, and
clarified that he intended to vote “yes”.
2. Land Acknowledgement
Mayor Mrakas acknowledged that the meeting took place on the traditional
territory of the Anishinaabe, the Haudenosaunee, and the Wendat peoples whose
presence here continues to this day. He further noted that Aurora is part of the
treaty lands of the Mississaugas of the Credit and the Williams Treaties First
Nations, and we thank them for sharing the land.

Whereas municipal sewage servicing allocation is becoming more limited
in the Town of Aurora based on the approved growth projections and
lands designated in the Official Plan for residential use; and
Whereas the Town of Aurora has granted approval to a number of
residential development applications, including the appropriate amount of
servicing allocation to allow the developments to proceed to construction;
and
Whereas some of these approved developments are not being
constructed in a timely manner;
1. Now Therefore Be It Hereby Resolved That staff be directed to add the
appropriate sunset clauses to all future site-specific zoning by-law
amendments passed by Council to stipulate the following:
i. If a building permit has not been issued under the Building Code for
any building or structure so authorized within a specified time
frame from enactment of the Zoning By-law Amendment that is
appropriate for the development, then the by-law will automatically
repeal and if so repealed, the zoning of the property will revert to
the original zoning; and
ii. In addition, staff be directed to include existing Official Plan
Servicing Allocation “Use it or Redistribute It” policies in all future
residential draft plan of subdivision and site plan application
approvals that will stipulate the applicant shall proceed to register
the appropriate development agreement within a given time frame
or receive an extension from Council and obtain a building permit
within a specified time frame for said project. If the applicant does
not satisfy the time frame requirements of the agreement or
receive an extension from Council, the development approvals and
servicing allocation may be revoked.

and turtles without vital habitat, and blocking shoreline views and access;

Whereas phragmites has been identified as a known threat in Aurora such
as the Arboretum, Mackenzie Marsh, Salamander Pond, and the Dave
Tomlinson Nature Reserve;

10. Notices of Motion
10.1 Councillor Humfryes; Re: Private Member's Bill C-233 "Keira's Law"
Whereas violence against women is a Canadian public health crisis that
demands urgent action; and
Whereas one in four women experience domestic violence in their lifetime.
One woman or girl is killed every other day, on average, somewhere in our
country; and
Whereas the most dangerous time for a victim of abuse is when she
separates from her partner. According to research from the U.S. Centre for
Disease Control and Prevention, when there is a history of coercive
control, violence and a recent separation, a woman’s risk of domestic
homicide goes up 900 times; and
Whereas the current Canadian court system is not equipped to protect
women. According to the National Judicial Institute, there is no mandatory
education for Judges on domestic violence. Judges need education on
what constitutes domestic violence or coercive control. A formal
education program would ensure another line of defense for victims, as
well as preventing violence and abuse before it happens; and
Whereas the COVID-19 pandemic has only exacerbated the domestic
violence crisis. Women’s shelters and crisis centres have reported a
marked increase in requests for services this year. The concerns for
children are significant. According to recent research from The Children’s
Hospital of Eastern Ontario, doctors have seen more than double the
number of babies with serious injuries as this time last year. These include
head injuries, broken bones or in some cases death. Institutions across
the country are reporting a similar trend; and
Whereas, according to Article 19 of the UN Convention on the Rights of the
Child, children must be protected from “all forms of physical or mental
violence, injury or abuse, neglect or negligent treatment, maltreatment or
exploitation, including sexual abuse, while in the care of parent(s), legal
guardian(s) or any other person who has care of the child.” Our current
family justice system often fails our children in this regard; and
Whereas, in worst case scenarios, children are killed by a violent parent.
As reported by the Canadian Domestic Homicide Prevention Initiative,

recent separation and domestic violence are the two biggest risk factors
for domestic violence related child homicides; and
Whereas custody disputes are an additional risk factor. Each year in
Canada, about 30 children are killed by a parent. Mothers are responsible
about 40 per cent of the time, often due to postpartum depression or
mental illness. In the 60 per cent of cases where fathers are the
murderers, anger, jealousy, or post-separation retaliatory revenge are the
usual motivations; and
Whereas Keira’s Law is named after four-year-old Keira Kagan, who was
killed while in the custody of her father, in 2020; and
Whereas many cases of domestic violence are inappropriately labelled as
“high conflict” in the family court system. According to research by Rachel
Birnbaum, a Social Work Professor at the University of Western Ontario
who specializes in child custody, approximately one third of cases called
“high conflict” by the court had substantiated evidence of valid concerns
about domestic violence. These cases must be recognized and treated
differently by judges; and
Whereas, voting in favour of “Keira’s Law”, contained in Private Member’s
Bill C-233, will not only protect victims of violence and children, it will save
lives by amending the Judges Act to establish seminars for judges on
intimate partner violence and coercive control;
1. Now Therefore Be It Hereby Resolved That Aurora Town Council calls
upon the House of Commons to support Member of Parliament Anju
Dhillon's Private Member’s Bill C-233, that will raise the level of
education on domestic violence and coercive control for federally
appointed Judges; and
2. Be It Further Resolved That a copy of this resolution be sent to: The
Right Honourable Justin Trudeau, Prime Minister of Canada; The
Honourable Karina Gould, MP, Minister of Families, Children and Social
Development; The Honourable Candice Bergen, Interim Leader of the
Conservative Party of Canada; Yves-Francois Blanchet, MP, Leader of
the Bloc Quebecois; Jagmeet Singh, MP, Leader of the New
Democratic Party; MP Tony Van Bynen; and MP Leigh Taylor Roy.

10.2 Councillor Kim; Re: Request for Traffic Control Signals – Kaleia
Avenue/Elyse Court and Wellington Street East
Whereas the residents and homeowners on both the south and north
sides of Wellington Street East, on Kaleia Avenue and Elyse Court of the
Town of Aurora, have written and signed a petition to request the
installation of a traffic light at the intersection; and
Whereas, over the past two years, there have been numerous requests by
the subdivision residents expressing concerns in writing to York Region
since 2020 requesting the installation of a traffic light; and
Whereas the installation of traffic control signals at Kaleia Avenue/Elyse
Court and Wellington Street East would provide increased ease and
comfort for the community to access Wellington Street East, especially
during morning and evening rush hour periods; and
Whereas York Region has advised that traffic control signals are not
warranted at this time based on Regional policy; and
Whereas York Regional Council has previously authorized the installation
of unwarranted traffic control signals, subject to the local municipality
agreeing to be responsible for all installation costs, plus annual
maintenance costs, until such time that the intersection satisfies the
Region’s policy criteria; and
Whereas York Region staff have advised the estimated Capital cost for
installing traffic control signals is $250,000 and the estimated annual
Operating cost for this traffic control signal is $7,800 with ten years of
operating costs ($78,000) payable in year one;
1. Now Therefore Be It Hereby Resolved That Aurora Town Council
requests York Region to install traffic control signals at Kaleia
Avenue/Elyse Court and Wellington Street East and have them
operational no later than 2023; and
2. Be It Further Resolved That subject to York Region Council approving
the installation of the traffic control signals, a new project entitled
Traffic Control Signals – Kaleia Ave/Elyse Ct and Wellington St E be
added to the 2023 Capital Budget in the amount of $250,000, plus 10
percent contingency and administration fees funded by Roads and
Related Development Charges; and

3. Be It Further Resolved That, should a 2023 Capital Project be added,
staff be directed to add the annual operating costs to the 2023
Operating budget for consideration by Council.
10.3 Councillor Thompson; Re: Mandatory Firefighter Certification
Whereas municipal governments provide essential services to the
residents and businesses in their communities; and
Whereas the introduction of new provincial policies and programs can
have an impact on municipalities; and
Whereas municipal governments are generally supportive of efforts to
modernize and enhance the volunteer and full-time fire services that serve
Ontario communities; and
Whereas the Association of Municipalities of Ontario (AMO) believes in
principle that fire certification is a step in the right direction, it has not
endorsed the draft regulations regarding firefighter certification presented
by the Province; and
Whereas municipalities and AMO are concerned the thirty-day
consultation period was insufficient to fully understand the effects such
regulations will have on municipal governments and their fire services; and
Whereas fire chiefs have advised that the Ontario firefighter certification
process will create additional training and new costs pressures on fire
services; and
Whereas the Ontario government has not provided any indication they will
offer some form of financial support to deliver this service; and
Whereas AMO, on behalf of municipal governments, in a letter to Solicitor
General Jones dated February 25, 2022, made numerous comments and
requests to address the shortcomings in the draft regulations;
1. Now Therefore Be It Hereby Resolved That the Town of Aurora does
hereby support AMO’s recommendations; and
2. Be It Further Resolved That the Town of Aurora does hereby call on the
Solicitor General of Ontario to work with AMO, municipal governments
and fire chiefs across Ontario to address the concerns raised so that
municipalities can continue to offer high quality services to their
communities; and

3. Be It Further Resolved That a copy of this Motion be sent to the
Association of Municipalities of Ontario (AMO), the Ontario Small
Urban Municipalities (OSUM), and all Ontario municipalities for their

Councillor Gilliland requested an update on a resident's concern regarding repairs
made to damage caused by a sidewalk snow plow, and staff provided a
response.
Councillor Gilliland requested an update on the garbage receptacle removed from
a trail at the northwest corner of Kennedy Street West and Murray Drive, and staff
provided a response.
Councillor Humfryes advised that some residents are having difficulty getting
their deposits back from the developer upon assumption of the roads by the
municipality, and staff agreed to follow up on the matter.
Councillor Gaertner requested an update on the retaining wall at Rachewood
Court and Underhill Crescent, and staff provided a response.
Councillor Gaertner advised on the number of dead trees and potential safety risk
in the Sheppard's Bush Conservation Area, and staff agreed to investigate the
matter.
Councillor Gaertner noted that the turtle crossing sign lights have not yet been
activated at Henderson Drive and St. John's Sideroad, and staff agreed to follow
up on the matter.

Councillor Gaertner suggested that motorists drive slower at this time and watch
for turtles crossing area roads to protect the endangered species.
Councillor Humfryes extended a reminder that the Aurora Farmers' Market and
Artisan Fair is held each Saturday from 8 a.m. to 1 p.m. at Town Park and live
music is featured most weekends.
Councillor Humfryes extended congratulations to Aurora-born singer Nicolina
Bozzo who was one of the last five contestants to compete for a spot in the
current season finale of "American Idol".
Councillor Gilliland extended a reminder about the Aurora Cultural Centre's live
events for performances and art, including TiKA at St. Andrew's College on May
20, 2022, and an art exhibition/sale at Town Hall from May 11 to July 8, 2022,

Legal Considerations
O.Reg 343/22 was filed under the Fire Prevention and Protection Act, 1997 on April 14,
2022, and will come into force on July 1, 2022. It introduces mandatory minimum
certification standards, subject to limited exceptions, for firefighters that align with the
level of fire protection services being performed. There is a legacy provision for existing
firefighters, wherein they could apply to the Fire Marshall for a letter of compliance with

the certification standard. All firefighters must meet the minimum certification by either
2026 or 2028, depending upon the fire protection service.
Financial Implications
It is anticipated that the new mandatory firefighter certification requirements will result
in incremental costs to Central York Fire Services. Any arising incremental costs will be
included in the shared fire services budget that is funded by both of the Towns of
Newmarket and Aurora.

Whereas violence against women is a Canadian public health crisis that demands
urgent action; and
Whereas one in four women experience domestic violence in their lifetime. One woman
or girl is killed every other day, on average, somewhere in our country; and
Whereas the most dangerous time for a victim of abuse is when she separates from her
partner. According to research from the U.S. Centre for Disease Control and Prevention,
when there is a history of coercive control, violence and a recent separation, a woman’s
risk of domestic homicide goes up 900 times; and
Whereas the current Canadian court system is not equipped to protect women.
According to the National Judicial Institute, there is no mandatory education for Judges
on domestic violence. Judges need education on what constitutes domestic violence or
coercive control. A formal education program would ensure another line of defense for
victims, as well as preventing violence and abuse before it happens; and
Whereas the COVID-19 pandemic has only exacerbated the domestic violence crisis.
Women’s shelters and crisis centres have reported a marked increase in requests for
services this year. The concerns for children are significant. According to recent
research from The Children’s Hospital of Eastern Ontario, doctors have seen more than
double the number of babies with serious injuries as this time last year. These include
head injuries, broken bones or in some cases death. Institutions across the country are
reporting a similar trend; and
Whereas, according to Article 19 of the UN Convention on the Rights of the Child,
children must be protected from “all forms of physical or mental violence, injury or
abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual

abuse, while in the care of parent(s), legal guardian(s) or any other person who has care
of the child.” Our current family justice system often fails our children in this regard; and
Whereas, in worst case scenarios, children are killed by a violent parent. As reported by
the Canadian Domestic Homicide Prevention Initiative, recent separation and domestic
violence are the two biggest risk factors for domestic violence related child homicides;
and
Whereas custody disputes are an additional risk factor. Each year in Canada, about 30
children are killed by a parent. Mothers are responsible about 40 per cent of the time,
often due to postpartum depression or mental illness. In the 60 per cent of cases where
fathers are the murderers, anger, jealousy or post-separation retaliatory revenge are the
usual motivations; and
Whereas Keira’s Law is named after four-year-old Keira Kagan, who was killed while in
the custody of her father, in 2020; and
Whereas many cases of domestic violence are inappropriately labelled as “high conflict”
in the family court system. According to research by Rachel Birnbaum, a Social Work
Professor at the University of Western Ontario who specializes in child custody,
approximately one third of cases called “high conflict” by the court had substantiated
evidence of valid concerns about domestic violence. These cases must be recognized
and treated differently by judges; and
Whereas voting in favour of “Keira’s Law”, contained in Private Member’s Bill C-233, will
not only protect victims of violence and children, it will save lives by amending the
Judges Act to establish seminars for judges on intimate partner violence and coercive
control;
1. Now Therefore Be It Hereby Resolved That Aurora Town Council calls upon the
House of Commons to support Member of Parliament Anju Dhillon's Private
Member’s Bill C-233, that will raise the level of education on domestic violence
and coercive control for federally appointed Judges; and
2. Be It Further Resolved That a copy of this resolution be sent to: The Right
Honourable Justin Trudeau, Prime Minister of Canada; The Honourable Karina
Gould, MP, Minister of Families, Children and Social Development; The

Whereas the residents and homeowners on both the south and north sides of
Wellington Street East, on Kaleia Avenue and Elyse Court of the Town of Aurora, have
written and signed a petition to request the installation of a traffic light at the
intersection; and
Whereas, over the past two years, there have been numerous requests by the
subdivision residents expressing concerns in writing to York Region since 2020
requesting the installation of a traffic light; and
Whereas the installation of traffic control signals at Kaleia Avenue/Elyse Court and
Wellington Street East would provide increased ease and comfort for the community to
access Wellington Street East, especially during morning and evening rush hour periods;
and
Whereas York Region has advised that traffic control signals are not warranted at this
time based on Regional policy; and
Whereas York Regional Council has previously authorized the installation of
unwarranted traffic control signals, subject to the local municipality agreeing to be
responsible for all installation costs, plus annual maintenance costs, until such time
that the intersection satisfies the Region’s policy criteria; and
Whereas York Region staff have advised the estimated Capital cost for installing traffic
control signals is $250,000 and the estimated annual Operating cost for this traffic
control signal is $7,800 with ten years of operating costs ($78,000) payable in year one;
1. Now Therefore Be It Hereby Resolved That Aurora Town Council requests York
Region to install traffic control signals at Kaleia Avenue/Elyse Court and
Wellington Street East and have them operational no later than 2023; and

Whereas municipal governments provide essential services to the residents and
businesses in their communities; and
Whereas the introduction of new provincial policies and programs can have an impact
on municipalities; and
Whereas municipal governments are generally supportive of efforts to modernize and
enhance the volunteer and full-time fire services that serve Ontario communities; and
Whereas the Association of Municipalities of Ontario (AMO) believes in principle that
fire certification is a step in the right direction, it has not endorsed the draft regulations
regarding firefighter certification presented by the Province; and
Whereas municipalities and AMO are concerned the thirty-day consultation period was
insufficient to fully understand the effects such regulations will have on municipal
governments and their fire services; and
Whereas fire chiefs have advised that the Ontario firefighter certification process will
create additional training and new costs pressures on fire services; and
Whereas the Ontario government has not provided any indication they will offer some
form of financial support to deliver this service; and
Whereas AMO, on behalf of municipal governments, in a letter to Solicitor General
Jones dated February 25, 2022, made numerous comments and requests to address
the shortcomings in the draft regulations;

2. Be It Further Resolved That the Town of Aurora does hereby call on the Solicitor
General of Ontario to work with AMO, municipal governments and fire chiefs
across Ontario to address the concerns raised so that municipalities can
continue to offer high quality services to their communities; and
3. Be It Further Resolved That a copy of this Motion be sent to the Association of
Municipalities of Ontario (AMO), the Ontario Small Urban Municipalities (OSUM),
and all Ontario municipalities for their consideration.

By-law Number XXXX-22
Being a By-law to set and levy the rates of
Taxation for the taxation year 2022.
Whereas for the purposes of raising the general local municipality levy, subsection
312(2) of the Municipal Act, 2001, S.O. 2001, c. 25, as amended (the “Act”), provides that
a local municipality shall, each year, pass a by-law levying a separate tax rate, as
specified in the by-law, on the assessment in each property class in the local
municipality rateable for local municipality purposes;
And whereas the Council of The Corporation of the Town of Aurora (the “Town”)
considers it necessary and desirable to levy certain tax rates on the whole of the
rateable property according to the last revised assessment roll for the Town for the
purpose of raising the Town’s estimated tax levy requirement of $54,204,400 adopted
for the taxation year 2022, and the said tax rates are included in the tax rates set out in
Schedule “A” to this By-law;
And whereas the property classes have been prescribed by the Minister of Finance
under the Assessment Act, R.S.O. 1990, c. A.31, as amended, and Regulations thereto;
And whereas The Regional Municipality of York has approved the tax rates and tax
ratios to raise its estimated expenditures adopted for the year 2022;
And whereas pursuant to Ontario Regulation 400/98, amended to Ontario Regulation
46/21, made under the Education Act, R.S.O. 1990, c. E.2, as amended, the Minister of
Finance has established the Education Tax Rates for all property classes for the year
2022;
And whereas on December 14, 2021, the Council of the Town enacted By-law Number
6397-21 which levied an Interim Property Tax on the Residential, Multi-Residential,
Commercial, Industrial, Pipelines, Farmland and Managed Forests classes of property,
before the adoption of the estimates for the taxation year 2022;
Now therefore the Council of The Corporation of the Town of Aurora hereby enacts as
follows:
1. For the property taxation year 2022, the Town shall levy upon all tax classes
identified by MPAC (Municipal Property Assessment Corporation) on roll return
the rates of taxation per current value assessment, as adjusted by the provisions
of the Continued Protection for Property Taxpayers Act, S.O. 2000, c. 25, and
which are set out in Schedule “A” to this By-law.
2. The levy provided for in Schedule “A” to this By-law shall be reduced by the
amount of the Interim Property Tax levy set out in By-law Number 6397-21 for the
taxation year 2022 on all tax classes effected.
3. For the payments-in-lieu of taxes due and payable to the Town, the actual amount
due to the Town shall be based on the assessment roll as returned and the rates
as prescribed in Schedule “A” to this By-law for the taxation year 2022, the
revenue from which is considered as non-tax revenue for the Town in its budgets.

4. For the railway right-of-way taxes due and payable to the Town in accordance
with Ontario Regulation 387/98, as amended and as established by the Minister
of Finance, the actual amount due to the Town shall be based on the assessment
roll as returned and the rates as prescribed in Schedule “A” to this By-law for the
taxation year 2022, the revenue from which is considered as tax revenue for the
Town in its budgets.
5. For the utility transmission line taxes due and payable to the Town in accordance
with Ontario Regulation 387/98, as amended and as established by the Minister
of Finance, the actual amount due to the Town shall be based on the assessment
roll as returned and the rates as prescribed in Schedule “A” to this By-law for the
taxation year 2022, the revenue from which is considered as tax revenue for the
Town in its budgets.
6. All rates and taxes levied under the authority of this By-law shall, pursuant to
section 342 of the Act, be due and payable in two instalments on Tuesday, July
26, 2022, and Tuesday, September 27, 2022. These due dates are subject to
amendment by the Director of Finance - Treasurer, or his/her designate, if
required, to meet the statutory notice period set out in section 343 of the Act and
may be changed for all properties in any or all property tax classes, but not for
individual tax accounts.
7. All taxes payable to the Town under the Pre-authorized Tax Payment Plans shall
be due and payable on the last business day of each calendar month, starting on
January 31, 2022, and continuing as required until and including December 31,
2022, in the manner established for each of the said Plans.
8. The Director of Finance - Treasurer or his/her designate shall add to the
Collector’s Roll all or any municipal charges allowed as outlined in the Municipal
Act, 2001, the Public Utilities Act, 1990, and the Provincial Offences Act, 1990 , or
any other charges which should be levied pursuant to any statute or by-law
against the respective properties chargeable therewith and that the same shall
be collected in the same manner and at the same time as all other rates or levies.
9. A late payment/interest or penalty charge at the rate of one and one quarter
percent (1.25%) shall be levied on the non-payment of any instalment of the
taxes or any portion thereof as at the first day of each calendar month following
the instalment date.
10. If any taxes levied pursuant to this By-law remain unpaid on the first day of the
month following the date a late payment/interest or penalty charge will be
added pursuant to section 10 of this By-law, interest at the rate of one and one
quarter percent (1.25%) of the unpaid taxes as at the date of calculation shall be
levied, and likewise again on the first day of each month thereafter for as long as
there are taxes remaining unpaid.
11. Partial payments are to be applied to accounts in accordance with section 347 of
the Act. Despite the provisions of subsection 347(3) of the Act, the Director of
Finance - Treasurer or his/her designate shall apply all payments received,
including partial payments, to accounts in a consistent manner.
12. The Director of Finance - Treasurer or his/her designate is hereby authorized to
mail or cause to be mailed the notices specifying the amount of taxes payable by

a person liable for property taxes, addressed to them at their place of residence
or place of business.
13. Schedule “A” attached hereto shall be and form a part of this By-law.
14. Where there is a conflict between a provision(s) of this By-law and any other by-
law of the Town, the provision(s) of this By-law shall prevail to the extent of the
conflict.
15. In the event any part or provision of this By-law, including any part or provisions
of a Schedule(s), is declared by a court of competent jurisdiction to be void,
illegal or invalid, the offending part or provision shall be considered as separate,
severable and struck out from the remaining parts or provisions of this By-law,
which parts or provisions shall remain valid, binding and of full force and effect.

The Corporation of the Town of Aurora By-law Number XXXX-22 Being a By-law to amend By-law Number 6234-20, to appoint a Deputy Treasurer for The Corporation of the Town of Aurora. Whereas on January 28, 2020, the Council of The Corporation of the Town (the “Town”) enacted By-law Number 6234-20 to appoint two Deputy Treasurers for the Town; And whereas the Council of the Town deems it necessary and expedient to amend By-
law Number 6234-20 to appoint a third Deputy Treasurer for the Town;
Now therefore the Council of The Corporation of the Town of Aurora hereby enacts as
follows:
1. By-law Number 6234-20 be and is hereby amended by adding the following:
“4. Korina Sinedubskaya be and is hereby appointed as Deputy Treasurer for
the Town and shall perform, from time to time as necessary, the duties of
the Treasurer provided for by the Act.”
2. This by-law shall expire on August 31, 2023.

Being a By-law to amend By-law Number 6182-19, to designate a property
to be of cultural heritage value or interest (De La Salle College and Pine
Ridge Trail (Monk’s Walk) – 50-100 Bloomington Road West).
Whereas on May 28, 2019, the Council of The Corporation of the Town of Aurora (the
“Town”) enacted By-law Number 6182-19, being a by-law to designate a property to be
of cultural heritage value or interest (De La Salle College and Pine Ridge Trail (Monk’s
Walk), municipally known as 50-100 Bloomington Road West (the “Property”);
And whereas under subsection 30.1(1) of the Ontario Heritage Act, R.S.O. 1990, c. O.18,
as amended, the council of a municipality may, by by-law, amend a by-law designating
property made under section 29 and section 29 applies, with prescribed modifications,
to an amending by-law;
And whereas on November 23, 2021, the Council of the Town approved the
recommendations contained in Report No. PDS21-123, to amend the
“Historical/Associative Value” section in Schedule “B” to By-law Number 6182-19;
And whereas the Town Clerk caused notice of the proposed amendment of designating
by-law on the owner of the Property;
And whereas there were no objections to the proposed amendment of designating by-
law;
And whereas the Council of the Town deems it necessary and expedient to amend the
“Historical/Associative Value” section in Schedule “B” to By-law Number 6182-19;
Now therefore the Council of The Corporation of the Town of Aurora hereby enacts as
follows:
1.The “Historical/Associative Value” section in Schedule “B” to By-law Number
6182-19 be and is hereby deleted and replaced with the following:
“Historical/Associate Value
50-100 Bloomington Road West has a unique history over the past 200 years.
The lands were originally settled by Joseph Minthorn in 1808. Another notable
early settler includes William Mair, who held the land until 1878. In 1914, the
property was purchased by the Christian Brotherhood. By 1916, the Brotherhood
built a school known as “De La Salle College” for young men destined to pursue
religious services. During this time, the Brotherhood established the walking trail
at the north end of the property known locally as Monk’s Walk. This trail
comprises of religious carvings in trees along the route, used by the Brotherhood
for meditation. The Christian Brotherhood continued to operate the school until
1949 when at that time, the school was moved back to Toronto.

In 1950, the property was purchased by the Government of Ontario and the
building was converted into a residential facility for males 16 years of age and
older with developmental disabilities due to the overcrowding at the Huronia
Regional Centre in Orillia. The facility was re-named “Pine Ridge” in 1974 and
continued to operate until August 1984. During these years, it has been reported
that the residents were emotionally, physically, and psychologically abused. The
building housed over 170 residents, until it closed in August 1984.
After the closure of Pine Ridge, the Government of Ontario retrofitted the building
for offices. The building was converted into an office for the Ministry of Natural
Resources and an Ontario Registry Office. An Ontario Provincial Police facility
was constructed on the north end of the property in 1989. These uses continue
to exist on the property to this day.”

The Corporation of The Town of Aurora By-law Number XXXX-22 Being a By-law to confirm actions by Council resulting from a Council meeting on May 24, 2022. The Council of the Corporation of The Town of Aurora hereby enacts as follows:
1. That the actions by Council at its Council meeting held on May 24, 2022, in respect
of each motion, resolution and other action passed and taken by the Council at the
said meeting is hereby adopted, ratified and confirmed.
2. That the Mayor and the proper officers of the Town are hereby authorized and
directed to do all things necessary to give effect to the said action or to obtain
approvals where required and to execute all documents as may be necessary in
that behalf and the Clerk is hereby authorized and directed to affix the corporate
seal to all such documents.
