Mayor Dawe called the meeting to order at 7:01 p.m.
I DECLARATIONS OF PECUNIARY INTEREST
There were no declarations of pecuniary interest under the Municipal Conflict of
Interest Act.
II APPROVAL OF AGENDA
Moved by Councillor Abel Seconded by Councillor Pirri
THAT the agenda as circulated by the Customer and Legislative Services
Department be approved as presented.

III PLANNING APPLICATIONS
Mayor Dawe outlined the procedures that would be followed in the conduct of the
public meeting. The Deputy Clerk confirmed that the appropriate notice had
been given and that signs had been posted on the subject properties in
accordance with the relevant provisions of the Planning Act.

Planning Staff
The Planner, Ms Jennifer Best, provided a description of the application and
reviewed the contents of the staff report. She advised that the applicant has
applied for a Zoning By-law amendment for the subject lands located at 99
Wellington Street East. Ms Best noted that the applicant proposes to rezone the
subject lands from “Special Mixed Density (R5) Zone” to a site specific “Special
Mixed Density Residential (R5-X) Exception Zone” to permit business and
professional offices as a permitted use within the existing structure with
appropriate exceptions to the development standards including a reduction in the
buffer adjacent to a residential zone. She reviewed the surrounding land uses
and stated that the proposed business and professional office use is consistent
with the policies of both the current and new Official Plans. Ms Best said that the
owner would be required to submit a formal site plan application and that internal
departments and external agencies have undertaken a preliminary review of the
application. She noted that staff has identified a few matters that will be
addressed along with any concerns generated from this meeting prior to the
preparation of a comprehensive report with recommendations and options to be
presented for Council’s consideration and direction at a future General Committee
meeting.
Applicant/Agent
Ms Helen Lepek, of Lepek Consulting Inc., on behalf of the property owner
advised that all site specific development standards are a result of the current
site configuration. She noted that the removal of the Norway Maple is a
recommendation from the arborist report. Ms Lepek stated that the owner is
preserving and improving the interior heritage aspects of the existing dwelling
and supports the heritage designation of the property.
Public Comments
There were no members of the public in attendance to comment on the
application.
Moved by Councillor Thompson Seconded by Councillor Humfryes
THAT the Public Meeting report for Zoning Amendment Application, File
D14-10-11, 99 Wellington Street Limited be received; and
THAT comments presented at the Public Planning Meeting be addressed
by the Planning and Development Services Department in a
comprehensive report outlining recommendations and options at a future
General Committee Meeting.

THAT the following listed by-law be given first, second, and third readings
