Taylor and these cards were filed. · · 137 A letter from the Consumers' Gas Co. requesting permission to install approximately 75 feet of 2 inch gas main on the east. side of Temper- ance Street was read. Carried. A letter from A.B. Wheelock, Assessor, concerning the increase in assessing work and the immediate necessity of embbs~ng assessment plates in order to alleviate Mr. Wlaaelqck 1 s responsibility for the return of the assessment r()ll by the required date was read. CHILD: NISBET: "Since this matter has beeB taken care of it is recommended that this letter be filed." Carried. · A letter from the Aurora Planning Board concerning a resolution that the specifications for the paving of Sunrise Drive should conform with the specifications already existing for the Aurora Heights Drive. was read. CHILD: 11 That this letter be filed." ADAIR: Carried. 138 -2-July 7. 1958 DELEGATIOI!S Mr. J.A. Marrese, representing Aurar~ Heights Developments appeared· before Council and presented an agreemeRt.concerning the removal of the overland se"t-rer at Aurora Heights. Mr. Murray, Mayor, outlined to Council the generous offer made be Mr. Marrese and f~lt that this would definitely alleviate this situation. The agreement was then read to Council and referred Mr. L.C. Lee for consideration, Mayor Murray asked Mr. Proctor, representing Proctor and Redfern, Consulting Engineers, if they would charge the Town for -·~ Engineering services in the removal of this sewer. Mr. Proctor stated that Proctor and Redfern will not charge the Town for this , service. Mr. L.C. Lee stated that he was not qualified to say if the 'bo~d pr~sented by Aurora Heights was sufficient or not sufficient and · that the bond filed should be approved by someone we have confidence in. Mr~ Lee further stated that these things are very technical and I am not going to pass upon whether the bond is sufficient or not. Mr, Lee stated that paragraph 3 regarding the letting of tenders is covered by the subdivision agreement as is Paragraph 1 and 2. Mayor Murr~y asked Mr. Lee if he saw any harm in signing tgis agreement and ··Mr. Lee stated since the subdivision agree ment. covers this bond, why should this agreement be signed, Mr. Lee further felt that Paragraph · 1 and 2 should be more staunch to allow Council authority to .state the time for paving. Mr. Marrese stated that the subdivision agreement did not state any time for fini13hing pavement and this agreement ties him to letting the ~ontract at ~ certain date. Mr. Marrese and Mr. ~ee agreed that an addition of one line .at the end of the. agreement be made and the followingmotion was thereby passed. CHILD: DAVIS: "That the agreement of Aurora Heights as submitted and amended be signed by the Mayor and the Clerk." Carried.· Mr. S.J. Kelner appeared before Council to ascertain i# his subdivision agreement may be wound up this evening if possible •. Councillor Child informed Mr. Ktllnev that he hali: only received a copy of the subdivision agreement at 8:oo P.M. this evening and requested that Mr. Kelner peruse it at this time for his information. REPORTS OF COMI<JITTEES Deputy Reeve Nisbet presented the report of the :Police:· Committee dated July 7th, 1958 Re; promotions in which the Committee respectfully submit the following: . The Committee recommend that Constable James Krochter be promoted to acting sergeant without pay, for a six months trial basis. We also recommend that Constable Coombes be promoted to second class constable effectiv·e as of the 1st of July, 1958. Carried. Deputy Reeve Nisbet stated that he felt a word of praise was in order regardingthe good working conditions obtained in the Police Departm ent. Mayor Murray stated that we have the finest and most co-operative Police Force in Southern Ontario at the present time. Councillor Child endorsed this statement. Councillor Patrick presented a report of the Streets Committee dated July 7th, 1958 in which the Committee respectfully submit the follow- ing: .The following,quotations were received to supply and place 2" of hot mix &.sphalt on Mosley Street pavement conforming to D.H.O. specification HL-3. . !.filler Paving-$1. oo sg,. yd. for 3900 sq. yds. PATRICK: DAVIDSON: "That the report of the Streets Committee recommending that !Uller Paving be awarded the Mosley Street paving contract at $3,900,00 be adopted and the Seal of the Corporation be attached thereto." Carried. Councillor Corbett presented the report of the Fire and Water Committee dated July 7th, 1958 Re; telemetering system in which the Committee respectfully submit-the following: The Committee met and respectfully submit the following: That Taylor Electric be awarded the contract for installing a telemetering system from the elevated tank to the Aurora Heights pumphouse at a cost of $3,900,00. Deputy Reeve Nisbet inquired of Mr. Proctor if there would be a monthly telephone charge# and Mr.· Proctor advised that there ivould be a charge made :tlfr releasing the Bel]. Telephone Lines. . Deputy Reeve Nisbet -presented a verbal report regarding the con- vention of the Ontario Mayor 1 s and Reeve 1 s Association at Stratford, Ontario and stated. that at least 75 resolutions 111ere discussed during this convention and in addition Mayor 1Murray was made a member of the executive o~ the Ontario Mayor 1 s and Reeve 1 s Assoc- iation. · · J~O _. 4-July 7. 1958 .Reeve Davis complimented Mayor Murray on behalf of the Town stat~d( that the fact that the Mayor took an interest in the Town is ~Uite apparent with this appointment. Mayor Murray thanked the Reeve and Deputy Reeve and outlined a re- sume of their convention and the importance of this association. Mayor s~ated it was amazing how much work-was accomplished in· such a short time and he was honoured apd pleased to bring the honour of being on the executive to the Town of Aurora. Councillor Patrick· presented to Council a petition for the paving of Larmont Street and sidewa~s under the Local Improvement Ac\ and re- ~uested that the Engineers be allowed tp prepare an Engineers report in connections with the cost of. this project. DAVIS: UThat the Engineers be instructed to prepare a NISBET: Special report for this paving and sidewalks. 11 Carried. ,-i i ) 1- Councillor Patrick felt that this short street is one of our best streets and certainly cost afl the Town considerable money for this pavement and sidewalks. --~ J '-· l_. ~ 141 -s.-July 7. 1958 Deputy Reeve Nisbet stated he was extremely glad to see this pro- cedure undertaken, Reeve Davis stated that once the street becomes paved the maintenance cost becomes less and feel we must exceed to wishes of the partitioners. Mayor Murray stated that it was up to the Ontario Municipal Board to O.K. this project. :if Councillor Davidson stated that/the Streets Chairman states it does not need doing why should we not go along with him. Reeve Davis asked the Chairman of the Streets Committee why was Cousins Drive scarified,. Councillor Patrick ~nswered that Cousins Drive was full of pot holes that had been patcned over the years and to get rid of these pot holes it was necessary to scarify. Councillor Patrick further stated that it used to be filled with gravel but it now patched with coldpatch and by doing this we have a much better job ···~ and a good street for the future. Mayor Murray asked Councillor Patrick if the members of his Committees were aware of~this project. Counnlllor Patrick answered that he, at the time, and with Mr. Bro~m­ ing and the Town men took it upon their own to do this job. Counnillor Patrick felt that it would be needed to hold a Committee meeting every time on each little job they would have a meeting every few days, however in future Coiillllittee will sit on every road problemn. tATRICK: CORBETT: 11 That a letter be sent to Mr. Guy Watson on Tyler Hill congratulating him on approving the side of the Hill. 11 Carried. Reeve Davis asked of Mr. Proctor how the elevated tank i~ progressing and when it was expected to be completed, filled with water and also as to the height of the tank, Mr. Proctor advised that the tank is proceeding-land subject to rain and wind conditions .the tank should well · be .comp:Leted early in August.
