Mayor Dawe called the meeting to order at 7:02 p.m.
1. DECLARATION OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF
There were no declarations of pecuniary interest under the Municipal Conflict of Interest
Act.
2. APPROVAL OF THE AGENDA

Mayor Dawe noted that a Special Council meeting was held earlier in the day to select an
eligible person to sit as a Councillor for the remainder of the term. He introduced and welcomed
Councillor Don Constable as the Town’s newly-appointed Member of Council.
5. PUBLIC SERVICE ANNOUNCEMENTS
Councillor Pirri offered his congratulations to Councillor Constable.
Councillor Buck offered her congratulations to Councillor Constable.
Councillor Abel extended a reminder that Magna Hoedown tickets were on sale and noted
that Councillor Constable was one of the founders of the event.
Councillor Thompson welcomed Councillor Constable to Council.
Councillor Humfryes welcomed Councillor Constable and extended her congratulations and
appreciation to all of the candidates who participated in the process to fill the Council
vacancy.
Councillor Humfryes extended a reminder that the Aurora Farmers’ Market & Artisan Fair
would be open on Saturday from 8 a.m. to 1 p.m. with local produce and entertainment.
Councillor Gaertner welcomed Councillor Constable and expressed appreciation to
everyone who participated in the process to fill the Council vacancy.
Councillor Constable expressed his appreciation and stated that he was looking forward to
working with Council.
Mayor Dawe noted that he had received a number of e-mails regarding activity at the
Highland Gate Golf Club and he advised that surveyors were on the grounds, under the
authority of the Ministry of the Environment and Climate Change, to investigate a water
drainage issue.
Mayor Dawe extended congratulations to the Aurora Lawn Bowling Club which recently
celebrated its 100th anniversary.
Mayor Dawe advised that July 31, 2014 is the deadline to use the website voterlookup.ca
to confirm whether eligible voters are on the voters list for the 2014 municipal election.
Mayor Dawe announced that the Town is looking for temporary workers to assist with the
municipal election on October 27, 2014, and further information is available on the Town’s
website at aurora.ca/electionsemployment or at Town Hall.
Mayor Dawe extended a reminder that Movies in the Park would begin this weekend with
Raiders of the Lost Ark on August 2 and Footloose on August 3, 2014.

Items 2, 3, 5, 6, 10, 11, and 12 were identified for discussion.

1. PL14-052 – Council Motion Re: Change in Wording to Provide Clarity in Zoning
By-law
THAT report PL14-052 be received for information.
4. PRAC14-06 – Parks and Recreation Advisory Committee Report of June 19,
2014
THAT report PRAC14-06 be received; and
THAT Council adopt the following recommendation from the Parks and Recreation
Advisory Committee meeting of June 19, 2014:
NEW BUSINESS
THAT staff be directed to provide a report regarding the potential repurposing or
disposition of the Aurora Armoury to the new Parks and Recreation Advisory
Committee in 2015.
7. IES14-040 – Assumption of Municipal Services – Preserve Homes Subdivision
– Phase 2 Subdivision; and Part of Phase 1, M-Plan 65M-3852
THAT report IES14-040 be received; and
THAT Council assume ownership, operation and maintenance of the works within the
roads, rights-of-way, and other lands dedicated to the Town contained within Plans
65M-3945 and 65M-3946 being Preserve Homes Subdivision Phase 2 and Plan 65M-
3852 being Preserve Homes Subdivision Phase 1 as detailed in report IES14-040;
and
THAT staff bring forward a by-law for Council’s enactment to assume for public use
the highways within Plan 65M-3945, 65M-3946 and 65M-3852 and to establish as
public highway any applicable reserves.
8. IES14-041 – Facility Projects Status Report
THAT report IES14-041 be received for information.
9. PL14-048 – Servicing Allocation Update 2014
THAT report PL14-048 be received for information.
13. HAC14-07 – Heritage Advisory Committee Report, July 14, 2014
THAT report HAC14-07 be received; and
THAT Council adopt the following recommendation from the Heritage Advisory
Committee meeting of July 14, 2014:
1. HAC14-018 – Request to Remove a Property from the Aurora Register of
Properties of Cultural Heritage Value or Interest, 95

THAT the property located at 95 Wellington Street East be removed from the
Aurora Register of Properties of Cultural Heritage Value or Interest as it was
determined not to be of significant cultural heritage value as per the Evaluation
Working Group Report; and
THAT the owners of the subject property hold a site visit with members of the
Heritage Advisory Committee to determine the potential availability of items as
part of the Aurora Architectural Salvage Program.

2. PL14-053 – Aurora Promenade Streetscape Design & Implementation Plan

THAT report PL14-053 be received; and
THAT the proposed Multi-year Capital Plan for the Aurora Promenade
Streetscape Design & Implementation Plan be incorporated into the Town’s 10
Year Capital Plan for Council consideration; and
THAT Council endorse in principle the attached Aurora Promenade Streetscape
Design & Implementation Plan; and
THAT staff report back on the financial implications of the proposed
improvements as part of the 2015 Budget Process.

THAT the second and third clauses of the motion be amended by inserting the
words “save and except for those parts of the Plan pertaining to sidewalks” at
the end of each clause.

THAT report PL14-055 be received; and
THAT the application for Draft Plan of Subdivision D12-06-12 (Edenbrook
(Aurora) Inc.) be approved, subject to the conditions outlined in Schedule ‘A’ of
this report; and
THAT the Mayor and Town Clerk be authorized to execute a Subdivision
Agreement, including any and all documents and all of the Agreements
referenced in the Conditions of Approval, including any ancillary agreements
required to give effect to same; and
THAT a total of 42 units of water and sewage capacity be allocated to the Draft
Plan of Subdivision.

11. PR14-035 – Urban Forest Study (UFORE)

THAT report PR14-035 be received; and
THAT Council direct staff to report back to the incoming Council in 2015 with a
further report detailing the implementation of each of the recommendations
contained in the Urban Forestry Study (UFORE) Report including the associated
financial implications; and
THAT the final draft of the UFORE Study be posted on the Town of Aurora
website for public review and comment and that any comments received be
summarized and included in the report to Council.

Re: Information Regarding Outstanding Insurance Matters and the Town’s
Insurance Premium
Moved by Mayor Dawe Seconded by Councillor Thompson
WHEREAS the Town’s insurance premium represents a significant impact on
the Town’s tax levy; and
WHEREAS the Town was impacted by a significant increase in its insurance
premiums for 2014; and
WHEREAS it is incumbent on the Town to further investigate the matters giving
rise to the increase in insurance premiums; and
WHEREAS it is also incumbent on the Town to investigate options for reducing
its premium in future years and managing its risk exposure, including financially
capping certain types of coverage; and
WHEREAS it is important for the public to be aware of the pressures impacting
the Town’s insurance premiums.

NOW THEREFORE BE IT HEREBY RESOLVED THAT BFL Canada, being the
Town’s insurer, be requested to publicly present updated information to Council
as soon as possible regarding significant insurance matters/claims affecting the
Town directly, including any amounts and legal costs paid to date for existing
claims, and ways to reduce the Town’s insurance premium in future years.

Re: Aurora United Church

WHEREAS the destruction of the Aurora United Church by fire could not have
been anticipated and plans for replacement must therefore be under
consideration by the Congregation; and
WHEREAS a Council decision is pending on the disposition of public properties
in Library Square; and
WHEREAS both are key sites within the historic core of the Town and both have
important institutional functions within the community.
NOW THEREFORE BE IT HEREBY RESOLVED THAT the Mayor be directed
to seek a meeting between Councillors and Church representatives to discover
how the Town and the Aurora United Church might work together for renewal of
the Church and municipal functions, for the benefit to both.

Councillor Buck inquired about a property on Mary Street and suggested that it may be an
appropriate location for the Region to consider as a potential affordable housing project
site. Mayor Dawe indicated that he would forward this matter to the Director of Planning
and Development Services for further direction.

THAT the following by-law be given first, second, and third readings and enacted:
5590-14 BEING A BY-LAW for the collection of solid waste and recyclable
materials in the Town of Aurora.

5635-14 BEING A BY-LAW to assume highways for public use and to
establish lands as highways (Preserve Homes Corporation – Phase 1

5651-14 BEING A BY-LAW to amend By-law Number 5465-12, as amended, to
appoint Building Inspectors for The Corporation of the Town of Aurora.
