CARRIED 4. PRESENTATIONS (a) Pamela Pal and Catherine Richards representing Aurora Historical Society Re: Curriculum Outreach Program Ms. Richards thanked Council for their support for providing funding for curriculum linked heritage programs. She introduced Pamela Pal, the contract educator hired to design and develop the programming. She advised that five different outreach programs were developed for area schools focusing on history as it relates specifically to Aurora heritage. Moved by Councillor Ballard Seconded by Councillor Buck THAT the presentation be received for information. CARRIED 5. PUBLIC SERVICE ANNOUNCEMENTS Councillor Abel extended congratulations to Alexander McKinnon, an Aurora baseball player, who was the first Auroran to be awarded the Ferguson Jenkinson Award. Councillor Abel also extended congratulations to Katie D. Sebastiano, a local student, who has just earned a grant to conduct Cancer research. Councillor Pirri provided a reminder that the Annual CHATS’ Virtual Walk for W ellness is coming up and advised that residents could contact CHATS in Aurora for more information. Council Meeting Minutes Tuesday, January 21, 2014 Page 3 of 12 Mayor Dawe expressed appreciation for the Salvation Army Kettle Drive that raised over $31,000 which went directly back to those in need in the community. Mayor Dawe announced that nominations are currently being accepted for the Community Recognition Awards and Citizen of the Year Award and more information could be found on www.aurora.ca. Mayor Dawe announced that nominations were also being accepted for the Character Community Awards and nomination information could be found on www.aurora.ca. Mayor Dawe advised that a Cultural Master Plan Visioning Session would be held January 22, 2014 at 6:30 p.m. at the Aurora Cultural Centre on Church Street and more information and the community survey could be found at www.auroraculture.ca. Mayor Dawe announced that the Town of Aurora has added a special yard waste pick-up for the week of January 27 to 31 due to the recent ice storm. Mayor Dawe advised that the Aurora Municipal Basketball League was looking for coaches and players and anyone interested should contact Jason at 289-879-2732 for more information. Mayor Dawe advised that the Doors Open program was looking for volunteers for the August event and those interested could contact Planning and Development Services at the Town of Aurora for more information. Mayor Dawe requested a moment of silence in honour of former Mayor John West who passed away a few weeks ago. 6. DETERMINATION OF ITEMS REQUIRING SEPARATE DISCUSSION Items 1(4), 1(6), 1(9), 1(10), 1(14), 1(15), 1(16), 1(17), 1(18), 3, and 4 were identified for discussion. 7. ADOPTION OF ITEMS NOT REQUIRING SEPARATE DISCUSSION Items 1(with the exception of sub-items 4, 6, 9, 10, 14, 15, 16, 17, and 18) and 2 were identified as items not requiring separate discussion. Moved by Councillor Pirri Seconded by Councillor Thompson THAT the following recommendations with respect to the matters listed as “Items Not Requiring Separate Discussion” be adopted as submitted to Council and staff be authorized to take all necessary action required to give effect to same: 1. General Committee Meeting Report of January 14, 2014 THAT the General Committee meeting report of January 14, 2014 be received and the recommendations carried by the Committee, with the exception of sub-items 4, 6, 9, 10, 14, 15, 16, 17, and 18, be approved. DELEGATIONS (a) Mr. Dave Douglas, Vision Quest Re: Item 1(6) – IES14-006 – Implementation of a Clear Bag Waste Program Mr. Douglas presented information on the implementation of a clear bag waste program for the Town of Aurora. He advised that Markham currently attained an 85 percent diversion rate with their clear bag program and he provided some clarification with regard to the use of privacy bags. Moved by Councillor Gaertner Seconded by Councillor Pirri THAT the comments of the delegate be received and referred to Item 1(6). CARRIED (b) Mr. Terry Jones, Town of Aurora Resident Re: Item 3 – CLS14-004 – General Committee Closed Session Report dated January 14, 2014, (2) Litigation or potential litigation including matters before administrative tribunals, affecting the Town or a Local Board; Re: PL14-004 Appeal to the Ontario Municipal Board, Committee of Adjustment Minor Variance Application (Community Living York South), 19 Wethersfield Court Mr. Jones provided his view on the enforcement of the zoning by-law as it relates to an oversized bus on Wethersfield Court. NOTICES OF MOTION/MOTIONS FOR WHICH NOTICE HAS BEEN GIVEN (ii) Motions for Which Notice Has Been Given (h) Mayor Dawe Re: Video Conferencing for Advisory Committee Members Council Meeting Minutes Tuesday, January 21, 2014 Page 6 of 12 Moved by Mayor Dawe Seconded by Councillor Pirri WHEREAS there are occasions when Advisory Committee members are unable to attend scheduled committee meetings; and WHEREAS such was the case for an Advisory Committee member in light of the recent ice storm and extreme cold weather; and WHEREAS one of the goals in the Town of Aurora’s Strategic Plan is supporting an exceptional quality of life for all community members; and WHEREAS one of the objectives is improving transportation, mobility and connectivity; and WHEREAS currently the Town of Aurora streams General Committee and Council meetings; and WHEREAS consideration should be given to allowing community members volunteering their time on Advisory committees to participate via video conferencing, such as Skype, and/or FaceTime or by any other means available, regardless of their physical location. NOW THEREFORE BE IT HEREBY RESOLVED THAT staff prepare a report on the feasibility of Advisory Committee members participating in meetings via video conferencing. General Committee Meeting Report of January 14, 2014 (10) PR14-004 – Tree Protection By-law Main Motion Moved by Councillor Pirri Seconded by Councillor Ballard THAT report PR14-004 be received; and THAT Council approve the Private Tree Protection By-law with the following amendments:  Trees in the Heritage District – Section 4.(1)(c): Option 1; and  Trees on Larger Residential Private Property – Section 4.(1)(a): Option 2 as amended to reduce the size of properties from .25 ha to .2 ha; and  Trees on Golf Courses – Section 4.(3)(d): Option 2. It was requested that each clause be voted on separately.
