General Committee Report No. CS05-028
SUBJECT: Exemption to Noise By-law
FROM: Karen Ewart, Deputy Clerk
DATE: September 20, 2005
RECOMMENDATIONS
THAT Council approve the request from Mr. Nielsen for an exemption from the
Town's Noise By-law for the purpose of a fundraising concert for the Katrina
Relief Fund to be held on Sunday September 25, 2005 from 12:00 noon until
6:00 p.m.; and
THAT a Special Council Meeting be held on Friday, September 23, 2005 to
ratify this decision.
BACKGROUND
Mr. Nielsen has planned a fund-raising event to support the Salvation Army's relief efforts
in the aftermath of Hurricane Katrina that hit the Gulf Coast of the United States. The event
will be a concert featuring five local bands that will be performing in the Town Park on
Sunday September 25th from 12 noon to 6:00 p.m.
COMMENTS
Council has approved exemptions such as this in the past where it is a one-time event and
the resident/organizer has come to the Town for an exemption.
Staff would recommend that the organizers notify the residents in the area of the Town
Park of the event.
OPTIONS
Council can decide to approve the resident/organizer's request or not.

September 20, 2005 - 2 - Report No. CS05-028
FINANCIAL IMPLICATIONS
None.
CONCLUSIONS
The organizers are promoting a cause that needs the support of everyone at this
time. In forming a partnership with the Canadian Salvation Army, the organizers
have ensured that the funds raised will go to those in need in the areas affected by
the hurricane.
