PURPOSE OF THE REPORT
A zoning by-law amendment application has been submitted to permit a personal
I
ervice shop (hair salon) use and business and professional offices excluding medical
office uses within an existing heritage structure. The applicant has also requested site
specific development standards and a reduction in the parking standard.
Notification
On May 5, 2009 Notice of a Public Meeting respecting the subject application was given
by mail to all assessed property owners within 120 metres (400 ft) of the subject
property; by public notification in the Aurora Era Banner; and, an information sign posted
on the subject property.
As of May 19, 2009, no comments have been received by the Planning and
Development Services Department.
BACKGROUND
Location/Land Use:
The subject lands are located on the north side of Wellington Street and municipally
described as 118 Wellington Street East (see Figure 1). The subject lands have the
following characteristics:
• total site area of approximately 541.9 sq. metres (0.13 acres);
■ property has a double frontage on Wellington Street East of 10.30 m (34 ft) and
10.4 m (34 ft.) on Centre Street;
• existing access from the rear yard of the property via Centre Street; and

further spaces are ever needed, that on street parking is available on Centre Street.
Access and Manoeuvring
Visitors to the site enter and exit the property via an existing access off of Centre Street.
Parking is provided on site and is designed with 45 degree angle parking spaces. The
applicant proposes that when vehicles exit the site, it is expected that they will make a
three point turn in the area designated in the middle of the site and then exit from Centre
Street
The Public Works Department have raised a concern with the parking lot layout and
vehicle manoeuvring. The Public Works Department has noted that with the current
design, vehicles may back out of this property rather than attempt a three point turn as
per the design of the parking lot area. The Public Works Department has raised this
concern, however are aware of the difficulties in designing this site due to the size and
configuration. The applicant has acknowledged this issue and have attempted to
redesign the parking layout; however no other parking layout appeared to address the
Public Works Department concerns. .
Buffer and landscaping
The Leisure Services Department has'no objection to the proposed use; however, the
proposed layout of the site will not permit the normal landscape standards to be
implemented at the future site plan stage. The applicant has acknowledged this, and
will work with staff to ensure an acceptable landscape plan is achieved at the site plan
stage. The applicant is proposing a 1.5 high wood fence along the westerly property line
adjacent to the residential uses.
Heritage
History of Hartman School
The Hartman School was built circa 1838 and is the third oldest school still standing in
Ontario. It was originally located on the west side of Bayview Avenue, just north of
Wellington Street. The school lasted in this building until 1883 when a new brick school
was built on the east side of Bayview Avenue. The old wooden school was relocated at
that time to its present location at 118 Wellington Street where it was eventually
converted into a home.
Heritaae Comments
The subject application was reviewed by the Heritage Planner and there are no
concerns with respect to heritage considerations in regards to the proposed application
for zoning by-law amendment. The provision of new uses to support an active use of
what was historically an institutional rather than a residential building, is supported from
a heritage perspective. It is noted that the owner has undertaken considerable efforts to

preserve and rehabilitate the building as part of a Heritage Permit application submitted
in 2007. Notwithstanding this, there remain a number of outstanding deficiencies with
the heritage permit. They include the installation of a transom window above the door,
the construction of returned eves, the installation of a traditional solid panelled front door
and a traditional schoolhouse sign panel above the front door. The Owner has been
advised of these outstanding issues and that these matters will need to be addressed
through the site plan approval stage.
Department Comments
All Town Departments have reviewed the subject zoning by-law amendment application
and have no objection to the proposed use in principle. The applicant has not submitted
a site plan application, however, as part of the site plan review process, Town
Departments will work with the applicant regarding site development matters, including
the site access design, parking layout, landscaping and site and heritage building
restoration should the zoning amendment application be approved.
FINANCIAL IMPLICATIONS
There are no financial implications associated with this report
SERVICING ALLOCATION
Not applicable.
PROVINCIAL POLICY STATEMENT
The subject application is consistent with the policies of the Provincial Policy Statement.
ALTERNATIVE(S) TO THE RECOMMENDATION
At the Public Planning Meeting, taking into consideration comments from staff and
residents, Council has the following options:
1. Approving the application in principle, subject to the resolution of outstanding
issues;
2. Resolving that the application be brought back to Committee or a further Public
Meeting upon resolution of the major outstanding issues.
3. Refusal of the application with an explanation for the refusal.
CONCLUSION
An application has been submitted for a zoning by-law amendment to permit a personal
service shop and business and professional offices excluding medical office uses on the

subject lands. In addition, the applicant is seeking relief from the zoning by-law parking
standard and to recognize the existing heritage structure.
Should Council determine there is -merit in the proposal, it is recommended.that subject
to any public comments received, the zoning by-law amendment application be
approved in principle. It is further recommended that a formal site plan application be
submitted prior to the preparation of the implementing zoning by-law amendment.

NOW THEREFORE.THE COUNCIL OF THE CORPORATION OF THE TOWN OF _
AURORA HEREBY ENACTS AS FOLLOWS:
1. THAT the actions of the Council at its Special Council - Public Planning meeting
held on May 27, 2009 in respect to each motion, resolution and other action
passed and taken by the Council at the said meeting is, except where prior
approval of the Ontario Municipal Board is required, hereby adopted ratified and
confirmed.
2. THAT the Mayor and the proper officers of the Town are hereby authorized and
directed to do all things necessary to give effect to the said action or to obtain
approvals where required and to execute all documents as may be necessary in
that behalf and the Clerk is hereby authorized and directed to affix the corporate
seal to all such documents.
