Call to Order The meeting was called to order at 6:09 p.m. 2. Procedural Notes This meeting was held electronically as per Section 19. i) of the Town's Procedure By-law No. 6228-19, as amended, due to the COVID-19 situation. 3. Approval of the Agenda Moved By Daniel Lajeunesse Seconded By Michele Boyer That the agenda circulated by Legislative Services be approved. Carried 2 4. Declarations of Pecuniary Interest and General Nature Thereof None. 5. Appeals for Consideration 5.1 21 Gilbank Drive – Training Order – Animal Services By-law No. 6197-19 The Chair called the meeting to order and detailed the order of Hearing. The Appellant clarified that her dog, Harry, was a rescue dog and is now called Mokhani (Moki). Janine Weldon, Animal Services Officer, presented exhibits with respect to the dog bite experienced from dog, Moki. The Appellant presented exhibits with respect to Moki's training, behavior, and attitude, and answered questions from the Tribunal. She maintained that Moki has completed extensive training and that the bite was a reaction to being startled by the victim. The Tribunal, Town Case Presenter, and Appellant discussed potential training solutions including a professional assessment to determine if further training would be appropriate for Moki. The Town’s Case Presenter and the Appellant provided closing remarks. The Town’s Case Presenter requested that the Order be confirmed as presented. The Appellant requested that the Training Order be removed. The Tribunal recessed the Hearing to deliberate at 7:36 p.m. and reconvened the Hearing at 7:51 p.m. Moved By Steven D'Angeli Seconded By Michele Boyer 1. That the Appellant complete a behavioral assessment conducted by a veterinarian or professional trainer agreed upon by the Town; and 2. That the behavioral assessment be completed within three months of the Hearing date to determine a suitable training program, if required; and 3. That any recommended training program be conducted within six months following the assessment; and 3 4. That should the document veterinarian or professional trainer determine that no behavioral training is required, the training order be rescinded at that time. Carried 6.
