APPROVAL OF AGENDA Moved by Deborah Latimer Seconded by John Clement THAT the agenda as circulated by Legal and Legislative Services, with the following addition, be approved:  Additional Information – Map Re: Item 2 – Memorandum from the Manager of Parks Re: Trail Easement on Portion of Future Eco Park Lands CARRIED Trails and Active Transportation Committee Meeting Minutes Friday, April 25, 2014 Page 2 of 6 ADOPTION OF MINUTES Trails and Active Transportation Committee Meeting Minutes of February 21, 2014 Moved by Klaus Wehrenberg Seconded by John Clement THAT the minutes of the Trails and Active Transportation Committee meeting of February 21, 2014 be adopted. CARRIED DELEGATIONS (a) Marlaine Kochler, Waterfront Regeneration Trust Re: Greenbelt Cycling Route Ms. Marlaine Kochler, Executive Director, Waterfront Regeneration Trust provided a brief overview of the Greenbelt Cycling Route project. She reported that the proposed route spans more than 460 km, connecting Ontario’s Greenbelt through rural towns and working farms. Ms. Kochler provided highlights and objectives and explained the urban and lake-to-lake connectors (north/south). She noted that the route is designed for recreation and tour cycling and advised that a mobile workshop with presentations will be held May 5-11, with the official launch event scheduled for 2015. Ms. Kochler noted that an update could be provided at a future meeting. Moved by Klaus Wehrenberg Seconded by John Clement THAT the comments of the delegate be received and referred to item 1. CARRIED MATTERS FOR CONSIDERATION 1. Memorandum from the Manager of Parks Re: Correspondence received from Waterfront Regeneration Trust Re: Request for Endorsement of the Proposed Alignment for the Greenbelt Cycling Route in the Town of Aurora Moved by John Clement Seconded by Greg Cook THAT the memorandum regarding correspondence from Waterfront Regeneration Trust regarding Request for Endorsement of the Proposed Alignment for the Greenbelt Cycling Route in the Town of Aurora be received; and Trails and Active Transportation Committee Meeting Minutes Friday, April 25, 2014 Page 3 of 6 THAT The Trails and Active Transportation Committee recommend to Council: THAT the Greenbelt Cycling Route concept be endorsed, subject to the proponents satisfying the requirements of the Parks and Recreation Department related to the placement of appropriate signage along the route instructing cyclists to dismount at locations not suitable for cycling; and THAT Waterfront Regeneration Trust be invited to return to the Trails and Active Transportation Committee, for an update, following their May workshop. CARRIED 2. Memorandum from the Manager of Parks Re: Trail Easement on Portion of Future Eco Park Lands Moved by Klaus Wehrenberg Seconded by John Clement THAT the memorandum regarding Trail Easement on Portion of Future Eco Park Lands be received; and WHEREAS considering that the Oak Ridges Trail Corridor between Bayview Avenue and Leslie Street is intended to be located along the southern edge of the property that is now being considered for an Eco Park as per the planning map of the Aurora Trails Master Plan; and WHEREAS the trail has already been accommodated along the south edge of the same survey lot, in a 750 meter right-of-way which runs westerly from Leslie Street, and will be accommodated on a trail corridor which was set out in the Strawbridge Farm development, which continues the Trails Master Plan alignment, west of Bayview Avenue, directly opposite; and WHEREAS the corridor will have to be implemented in stages when opportunities arise. NOW THEREFORE BE IT HEREBY RESOLVED THAT the Trails and Active Transportation Committee recommend to Council: THAT the Trails Master Plan’s Oak Ridges Trail alignment be incorporated in the planned Eco Park development as set out all along the southern edge of the property, with a minimum width of six meters; and Trails and Active Transportation Committee Meeting Minutes Friday, April 25, 2014 Page 4 of 6 THAT such alignment be registered against the title of the Eco Park lands as a trails right-of-way in perpetuity as a condition of approval of any version of the Eco Park proposal. DEFEATED Moved by John Clement Seconded by Greg Cook THAT the memorandum regarding Trail Easement on Portion of Future Eco Park Lands be received; and WHEREAS considering that the Oak Ridges Trail Corridor between Bayview Avenue and Leslie Street is intended to be located along the southern edge of the property that is now being considered for an Eco Park as per the planning map of the Aurora Trails Master Plan; and WHEREAS the trail has already been accommodated along the south edge of the same survey lot, in a 750 meter right-of-way which runs westerly from Leslie Street, and will be accommodated on a trail corridor which was set out in the Strawbridge Farm development, which continues the Trails Master Plan alignment, west of Bayview Avenue, directly opposite; and WHEREAS the corridor will have to be implemented in stages when opportunities arise. NOW THEREFORE BE IT HEREBY RESOLVED THAT the Trails and Active Transportation Committee recommend to Council: THAT staff be directed to negotiate with the landowner at the time of site plan submission, as a condition of site plan approval, for the provision of a permanent public access trail in a mutually agreeable location along the southern boundary of the Eco Park to facilitate the Oak Ridges Trail as outlined in the trails Master Plan; and THAT prior to site plan approval staff report back to the Trails and Active Transportation Committee and Council for endorsement of all aspects of the proposed Oak Ridges Trail including its proposed location, rights of use, and any implications or restrictions. Memorandum from the Manager of Parks Re: Renaming of Trail Moved by Deborah Latimer Seconded by Greg Cook THAT the memorandum regarding Renaming of Trail be received; and THAT the Trails and Active Transportation Committee recommend to Council: THAT the Town continue to refer to the main north/south trail through the Town of Aurora as the Nokiidaa Trail on all signage and maps; and THAT various smaller sections of the Nokiidaa Trail System be highlighted in similar fashion to the Klaus Wehrenberg Trail with signage on plaques and maps; and THAT all references to Holland River Trail be removed; and THAT the section of trail from St. John’s Sideroad to Wellington be named Aurora Arboretum Trail; and THAT signage placement be determined in concert with the Wayfinding Strategy; and THAT the Town of Aurora streets, parks and trails map be updated at next printing to reflect these changes.
