MINUTES - Trails and Active Transportation Committee - 20140221 TOWN OF AURORA TRAILS AND ACTIVE TRANSPORTATION COMMITTEE MEETING MINUTES Date: Friday, February 21, 2014 Time and Location: 10 a.m., Council Chambers, Aurora Town Hall Committee Members: Councillor Chris Ballard (Vice Chair), Kathryn Clark, John Clement, and Klaus Wehrenberg Member(s) Absent: Councillor John Gallo (Chair), and Deborah Latimer Other Attendees: Nadine Holland, Public Health Nurse, York Region Representative, Gary Greidanus, Landscape Architect, Michael Kemp, Manager of Corporate Communications, Lawrence Kuk, Planner, Jamal Massadeh, Traffic/Transportation Analyst, Jim Tree, Manager of Parks, and Gloria Hardychuk, Council/Committee Secretary The Chair called the meeting to order at 10:07 a.m. DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA Moved by John Clement Seconded by Klaus Wehrenberg THAT the agenda as circulated by the Legal and Legislative Services Department be approved. CARRIED ADOPTION OF MINUTES Trails and Active Transportation Committee Meeting Minutes of January 17, 2014 Trails and Active Transportation Committee Meeting Minutes Friday, February 21, 2014 Page 2 of 4 Moved by Kathryn Clark Seconded by Klaus Wehrenberg THAT the minutes of the Trails and Active Transportation Committee meeting of January 17, 2014 be adopted. CARRIED DELEGATIONS (a) Michael Kemp, Manager of Corporate Communications Re: Marketing and Branding of Aurora Trails Michael Kemp, Manager of Corporate Communications provided comments on marketing and branding of the Aurora trails. Members discussed the benefits of developing a naming strategy to promote elements and features of the trails system and reconfirmed their endorsement of the current trails signage strategy request. It was explained that seeking public input and feedback would help generate awareness and encourage public participation and involvement. Moved by John Clement Seconded by Klaus Wehrenberg THAT the comments of the delegate be received; and THAT the Trails and Active Transportation Committee endorses the current Trails Signage Strategy; and THAT the Trails and Active Transportation Committee recommend to Council: THAT the Manager of Corporate Communications report back to the Trails and Active Transportation Committee on ways to involve active public participation on consideration for the naming of trail elements and features as part of a promotion of the trails system. CARRIED MATTERS FOR CONSIDERATION 1. Renaming of Holland River Valley Trail – Discussion Moved by John Clement Seconded by Kathryn Clark THAT the Trails and Active Transportation Committee receive the Renaming of Holland River Valley Trail – Discussion; and Trails and Active Transportation Committee Meeting Minutes Friday, February 21, 2014 Page 3 of 4 THAT the Trails and Active Transportation Committee recommend to Council: THAT the Manager of Parks report back to the Trails and Active Transportation Committee on the implications of renaming the “Holland River Valley Trail” to the “Aurora Arboretum Trail” from Wellington Street to St. John’s Sideroad. CARRIED 2. Motion for Which Notice Has Been Given – Klaus Wehrenberg Re: Trails Master Plan Oak Ridges Trail Alignment Moved by Klaus Wehrenberg Seconded by Kathryn Clark THAT the Trails and Active Transportation Committee recommend to Council: THAT staff report back regarding Motion for Which Notice Has Been Given – Klaus Wehrenberg, Re: Trails Master Plan Oak Ridges Trail Alignment outlining the details and implications of requiring the land owner to convey a permanent Trail Easement on a portion of the future Eco Park Lands to the Trails and Active Transportation Committee March 21, 2014 meeting. CARRIED INFORMATIONAL ITEMS 3. Memorandum from the Director of Corporate and Financial Services/Treasurer Re: Requested Update on the Implementation and Progress of the Trails Reserve Fund Moved by Klaus Wehrenberg Seconded by John Clement THAT the Trails and Active Transportation Committee receive the memorandum regarding Requested Update on the Implementation and Progress of the Trails Reserve Fund for information. CARRIED 4. Extracts from Council Meetings of January 21 and February 11, 2014 Re: TATC14 -01 – Parks and Recreation Advisory Committee Report, December 20, 2013 Trails and Active Transportation Committee Meeting Minutes Friday, February 21, 2014 Page 4 of 4 Moved by John Clement Seconded by Kathryn Clark THAT the Trails and Active Transportation Committee receive the Extracts from Council Meetings of January 21 and February 11, 2014; Re: TATC14- 01 – Trails and Active Transportation Committee Report, December 20, 2013 for information.
