The Committee inquired about various aspects of the Update and provided suggestions. NEW BUSINESS The Committee expressed concern regarding the amount of pet feces left in public play areas and sports fields, and provided information outlining the risks of leaving pet feces in public areas. The Committee discussed ways in which this problem could be addressed, including a public education program, and a potential ban of pets from public equipment play areas and sports field play surfaces. CARRIED “ Pursuant to the above-noted request emanating from the June 16, 2016 PRAC meeting staff are pleased to provide the following information; The issue of inappropriate removal of pet waste from municipal parks and open spaces is a very complex and difficult problem facing most if not all municipalities at some level. Currently the Town of Aurora has some measures in place to mitigate the impacts of uncontained pet feces in our parks and open spaces that include; • 180 permanent stationary trash receptacles in the Parks System • An additional 50 receptacles placed in high traffic areas during summer months 100 John West Way Box 1000 Aurora, Ontario L4G 6J1 Phone: 905-727-3123 ext. 3222 Email: jtree@aurora.ca www.aurora.ca Town of Aurora Parks, Recreation and Cultural Services Parks and Recreation Advisory Committee Meeting Agenda Thursday, September 15, 2016 Item 2 Page 1 of 10 Pet Waste in Public Parks September 15, 2016 -2- and Open Spaces • Stoop and Scoop signage at the majority of parks and open space points of entry and known problem areas • Biweekly and weekly removal of accumulated trash • Ongoing Staff observation and monitoring of problem pet running at large areas • By-law enforcement and monitoring of problem areas • Acting on public complaints and reports of pets running at large With the above measures staff are confident that there is a reasonable level of serviced in this particular area in view of the available level of human and financial resources however, notwithstanding this there will always be a level of non-compliance among a minority of pet owners who refuse to take responsibility for their animal waste. It is also important to note that staff remain in close contact and frequently communicate with our major sports organizations and only rarely do we receive any reports of pet feces contamination on our sports facilities. In the event that staff are advised of a problem area very often the issue is the result of a repeat offender frequenting the same location and we have been able to swiftly curb the activity through our By-law enforcement staff. In terms of additional measures that could be implemented to further reduce the inappropriate behaviour of pet owners there are a number of strategies that could be considered. These strategies are listed in the table below along with an applicable cost rating of, low, moderate or high. This is simply for information and discussion purposes and in the event that the Committee wishes to explore any of these measures in greater detail, staff could provide further information and cost impacts upon receiving Council direction to do so. STRATEGY COST COMMENTS Public Education Program Low to Moderate Public education program could be conducted at a low to moderate cost depending on methods used. using the local newspaper Notice Board , Web site and electronic municipal signs at ACC1 and SARC would be low cost. Green Bin Collection High Green bin collection and provision of biodegradable collection bags are being provided in some municipalities; this would require a significant increase in service levels and associated costs. Following extensive research into what municipalities across the world are successfully doing with their dog waste, an analysis was conducted on the most suitable options for application in a Toronto park context. Those options included: a Green Bin pilot program, a carry in / carry out pilot program and a septic waste pilot program. Of the three pilots, only the Green Bin pilot showed success. It was expanded to 17 locations. The Green Bins were placed next to litter and recycling bins, and accompanied by signage explaining the pilot. The signs also requested that individuals use the paper bags and scoops provided to ensure that all of the bin contents are compostable. Both regular and biodegradable plastics impede the composting process, as they are removed and sent to the waste stream in the automated organic processing plant, which does not distinguish between these two types of plastic. At present, only 3 of the Dog Waste Green Bin sites remain active, due to high contamination of the bins with plastic and garbage and noise and disturbance caused by night time collection in residential areas.
