MINUTES - Parks, Recreation and Cultural Services Advisory Committee - 20140515 TOWN OF AURORA PARKS AND RECREATION ADVISORY COMMITTEE MEETING MINUTES Date: Thursday, May 15, 2014 Time and Location: 7 p.m., Leksand Room, Aurora Town Hall Committee Members: Gordon Barnes, Juergen Daurer, Greg Smith, and Ron Weese Member(s) Absent: Councillor Chris Ballard (Chair), Councillor Wendy Gaertner (Vice Chair), and John Clement Other Attendees: John Firman, Manager, Business Support, Fausto Filipetto, Senior Planner, Policy, and Linda Bottos, Council/Committee Secretary The Manager, Business Support called the meeting to order at 7:15 p.m. Moved by Juergen Daurer Seconded by Gordon Barnes THAT Ron Weese act as Chair of the meeting. CARRIED DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA Moved by Gordon Barnes Seconded by Juergen Daurer THAT the agenda as circulated by Legal and Legislative Services be approved. CARRIED Parks and Recreation Advisory Committee Meeting Minutes Thursday, May 15, 2014 Page 2 of 4 ADOPTION OF MINUTES Parks and Recreation Advisory Committee Meeting Minutes of April 17, 2014 Moved by Greg Smith Seconded by Juergen Daurer THAT the Parks and Recreation Advisory Committee meeting minutes of April 17, 2014 be adopted. CARRIED DELEGATIONS (a) Svetoslava Topouzova, Resident, representing The European Club In Aurora Re: Non-Profit Groups in the Town of Aurora – Definition and Room Booking The delegation was withdrawn and rescheduled to the meeting of June 19, 2014. MATTERS FOR CONSIDERATION 1. Memorandum from the Manager of Long Range and Strategic Planning Re: Circulation of the Aurora Promenade Streetscape Design & Implementation Plan Moved by Greg Smith Seconded by Gordon Barnes THAT the memorandum regarding Circulation of the Aurora Promenade Streetscape Design & Implementation Plan be received for information. CARRIED INFORMATIONAL ITEMS 2. Aurora Community Arboretum – Arboretum News Spring 2014 Newsletter Moved by Juergen Daurer Seconded by Greg Smith THAT the Aurora Community Arboretum – Arboretum News Spring 2014 Newsletter be received for information. Pending List Moved by Juergen Daurer Seconded by Gordon Barnes THAT the Pending List be received; and THAT the Pending List item regarding “1. Verbal Update from the Director of Parks and Recreation Services and Previous Reports Re: Pricing Policy” be updated with a “Response Date” at the first Parks and Recreation Advisory Committee meeting in 2015. CARRIED NEW BUSINESS The Chair suggested that the three items under New Business at the previous meeting be followed up and addressed at a future meeting. Moved by Gordon Barnes Seconded by Greg Smith THAT the following three items from New Business of the April 17, 2014 Committee meeting be added to the agenda for consideration at the June 19, 2014 Committee meeting: (1) Update on budget and year-to-date costs for the Aurora Family Leisure Complex renovations; and (2) Status update regarding the Aurora Family Leisure Complex renovations; and (3) Opportunity for the Parks and Recreation Advisory Committee to receive information and provide advice to Council regarding the proposed tennis bubble versus a multi-sports facility and the proposed sale of the Aurora Sports Dome. CARRIED Mr. Daurer inquired whether there were any funds available to upgrade the interior of Victoria Hall which is being used for programs including yoga sessions. The Manager, Business Support advised that any budget for maintenance and repairs of facilities would belong to the department of Infrastructure and Environmental Services and is not a part of the function or budget of Parks and Recreation Services. Parks and Recreation Advisory Committee Meeting Minutes Thursday, May 15, 2014 Page 4 of 4 The Chair inquired about discussions regarding the potential repurposing of the Aurora Armoury and whether the Parks and Recreation Advisory Committee should be involved. Moved by Gordon Barnes Seconded by Greg Smith THAT staff be directed to provide a report regarding the potential repurposing or disposition of the Aurora Armoury at the June 19, 2014 Committee meeting. CARRIED Mr. Barnes requested an update regarding the Hillary-McIntyre Park proposal. Moved by Gordon Barnes Seconded by Juergen Daurer THAT staff be directed to provide a status update regarding the Hillary- McIntyre Park proposal and its possible relationship to Parks and Recreation at the June 19, 2014 Committee meeting. CARRIED ADJOURNMENT Moved by Juergen Daurer Seconded by Greg Smith THAT the meeting be adjourned at 8:26 p.m. CARRIED THE REPORT OF THE PARKS AND RECREATION ADVISORY COMMITTEE MEETING OF MAY 15, 2014 RECEIVED APPROVAL BY GENERAL COMMITTEE ON JUNE 3, 2014 AND FINAL COUNCIL ENDORSEMENT OF THE RECOMMENDATIONS ON JUNE 10, 2014 WITH THE EXCEPTION OF THE MOTIONS MADE UNDER NEW BUSINESS WHICH WERE APPROVED AS AMENDED WITH THE MOTION REGARDING THE AURORA ARMORY WHICH WAS NOT APPROVED.
