MINUTES - Heritage Advisory Committee - 20140811 TOWN OF AURORA HERITAGE ADVISORY COMMITTEE MEETING MINUTES Date: Monday, August 11, 2014 Time and Location: 4 p.m., Leksand Room, Aurora Town Hall Committee Members: Councillor John Abel (Chair), David Heard, John McIntyre, Bob McRoberts, and Jacqueline Stuart Members Absent: Councillor Sandra Humfryes (Vice Chair) Other Attendees: Marco Ramunno, Director of Planning and Development Services, and Patty Thoma, Council & Committee Coordinator/Deputy Clerk The Chair called the meeting to order at 4:01 p.m. DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA Moved by John McIntyre Seconded by Jacqueline Stuart THAT the agenda as circulated by Legal and Legislative Services be approved. CARRIED ADOPTION OF MINUTES Heritage Advisory Committee Meeting Minutes of July 14, 2014 Moved by Bob McRoberts Seconded by John McIntyre THAT the minutes of the Heritage Advisory Committee meeting of July 14, 2014 be adopted. HAC14-023 – Request for additional information, 15186 Yonge Street (Aurora United Church) Moved by David Heard Seconded by John McIntyre THAT report HAC14-023 be received for information. Amendment Moved by Bob McRoberts Seconded by David Heard THAT the main motion be amended by adding the following clauses: WHEREAS the Aurora United Church property has been the location of a church since 1818, Aurora’s first church; and Heritage Advisory Committee Meeting Minutes Monday, August 11, 2014 Page 4 of 6 WHEREAS the Aurora United Church property is known to be the site of a former cemetery, and as such is considered by many Aurorans as sacred land and as stated in report HAC14-023, “historical documentation gives no confirmation that all graves have been removed”; and WHEREAS it is possible that William Tyler, conveyor of the land and prominent citizen, may still be buried on the site; and WHEREAS Section 2.6.1 of Provincial Policy Statement 2014 states “significant cultural heritage landscapes shall be conserved”. NOW THEREFORE BE IT HEREBY RESOLVED THAT the Aurora United Church property remain on the Aurora Register of Properties of Cultural Heritage Value or Interest. Council Meeting Extract of July 29, 2014 Re: HAC14-07 – Heritage Advisory Committee Report, July 14, 2014 Moved by Bob McRoberts Seconded by John McIntyre THAT the Council Meeting Extract of July 29, 2014 regarding HAC14-07 – Heritage Advisory Committee Report, July 14, 2014 be received for information. CARRIED 5. Pending List Moved by Jacqueline Stuart Seconded by John McIntyre THAT the Pending List be received for information. CARRIED NEW BUSINESS Mr. Heard expressed concern regarding potential artefacts and possible environmental issues at the Collis Leather property on Tyler Street. Councillor Abel advised that the developer is prepared to assist in the recovery of any salvageable materials, and he indicated that a site visit could be arranged in September for Committee members. The Director advised that Mattamy Homes would be inviting Committee members for a site visit regarding an upcoming application, for comment and feedback prior to the proposed September Heritage Advisory Committee meeting where the application will be considered. Mr. Heard requested an update on the Pet Cemetery and the Director responded regarding the conveyance of land and required surveys for verification of plots and boundaries. The Committee also discussed future public access, securing of easements, fencing, a memorial plaque, and proposed some funding possibilities. Mr. McRoberts indicated that both he and Mr. Heard were at the Doors Open booth at the Aurora Farmers’ Market this past weekend, and that Mr. Heard would be manning the booth this coming weekend, and able to display some artefacts that may generate public interest. The Director advised that Fairchild Television has expressed an interest in filming several sites at Doors Open and would request a DVD of the material. The Committee noted that Fairchild Television could include Mr. Heard’s tour.
