MINUTES - Heritage Advisory Committee - 20140609 TOWN OF AURORA HERITAGE ADVISORY COMMITTEE MEETING MINUTES Date: Monday, June 9, 2014 Time and Location: 7 p.m., Holland Room, Aurora Town Hall Committee Members: Councillor John Abel (Chair), David Heard, Erina Kelly, John McIntyre, Bob McRoberts, and Jacqueline Stuart Members Absent: Councillor Sandra Humfryes (Vice Chair) Other Attendees: Marco Ramunno, Director of Planning and Development Services, Vanessa Hicks, Program Manager, Heritage Planning, and Gloria Hardychuk, Council/Committee Secretary The Chair called the meeting to order at 7 p.m. DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA Moved by David Heard Seconded by Jacqueline Stuart THAT the agenda as circulated by the Legal and Legislative Services Department be approved. CARRIED ADOPTION OF MINUTES Heritage Advisory Committee Meeting Minutes of May 12, 2014 Heritage Advisory Committee Meeting Minutes Monday, June 9, 2014 Page 2 of 9 Moved by John McIntyre Seconded by Bob McRoberts THAT the minutes of the Heritage Advisory Committee meeting of May 12, 2014 be adopted. CARRIED DELEGATIONS (a) Randy Pickle, Associate, Senior Project Manager, Morrison Hershfield Re: Centre Street Reconstruction Mr. Pickle gave a brief overview of the scope of the project, design objectives and criteria objectives. He noted that the project is being undertaken by the Town of Aurora, as part of their capital works program, for municipal infrastructure improvements within the Town. Moved by Jacqueline Stuart Seconded by Erina Kelly THAT the comments of the delegate be received and referred to Item 5. CARRIED (b) Andrew Sjogren, Mattamy (Aurora) Limited Re: Lundy Heritage Home Mr. Sjogren provided a brief background on the historical significance of the Lundy Heritage Home and discussed objectives and the future of the Enos Lundy House at 938 St. John’s Sideroad. He requested reconsideration given the deterioration and structural concerns of the house. Moved by David Heard Seconded by Erina Kelly THAT the comments of the delegate be received for information. CARRIED (c) Farsheed Ameryoun, representing Dr. Philip Kritzinger Re: 95 Wellington Street East Proposed Demolition and Redevelopment Heritage Advisory Committee Meeting Minutes Monday, June 9, 2014 Page 3 of 9 Mr. Ameryoun provided a presentation on the request to de-list the property to allow demolition of the present dwelling and erection of a two-storey brick and mortar building that would maintain the look and feel of the Promenade Plan. CARRIED (d) Stephen Meldrum, resident Re: Item 1 – HAC14-015 – Request to Remove a Property from the Aurora Register of Properties of Cultural Heritage Value or Interest 83 George Street Mr. Meldrum presented a brief history on 83 George Street and the neighbourhood. He advised that the request was made to allow the property to be divided into two separate lots that would conform with the neighbouring lot sizes. Moved by John McIntyre Seconded by Jacqueline Stuart THAT the comments of the delegate be received and referred to Item 1. CARRIED (e) Blair Boston, Redlane Homes Re: Item 3 – HAC14-017 – Heritage Permit Application NE-HCD-HPA-14-01 81 Catherine Avenue Mr. Boston was present to support the application and provide information if required. HAC14-015 – Request to Remove a Property from the Aurora Register of Properties of Cultural Heritage Value or Interest 83 George Street Moved by David Heard Seconded by Erina Kelly THAT report HAC14-015 be received; and THAT the Heritage Advisory Committee recommend to Council: THAT the Application to Request that the property located at 83 George Street be removed from the Aurora Register of Properties of Cultural Heritage Value or Interest be denied as it was determined to be worthy of preservation; and THAT the owner(s) of the subject property be encouraged to conserve the building at 83 George Street; and THAT the owner be encouraged to work with staff in regards to the submission of a structural engineering report and the submission of a Letter of Undertaking to relocate the building on the subject property to a suitable location on one of the severed lots should the owner submit an Application to the Committee of Adjustment to sever the property into two lots in the future; and THAT the owner be encouraged to ensure that any new structure on a newly severed lot should be in harmony with the established context of the neighbourhood in scale, design, rhythm, and massing and that this be reflected in a Letter of Undertaking. CARRIED 2. HAC14-016 – Request for Feedback, Property Listed on the Aurora Register of Properties of Cultural Heritage Value or Interest Potential Redevelopment of Site 1588 St. John’s Sideroad East Moved by John McIntyre Seconded by Erina Kelly THAT report HAC14-016 be received; and Heritage Advisory Committee Meeting Minutes Monday, June 9, 2014 Page 5 of 9 THAT the Heritage Advisory Committee recommend to Council: THAT the property located at 1588 St. John’s Sideroad East and associated buildings have been reviewed as per Ontario Regulation 9/06 and do not warrant designation under Part IV of the Ontario Heritage Act as they are not a significant cultural heritage value or interest; and THAT a documentation report of the Lundy Farmhouse be provided at no cost to the Town which shall include photographs, measured floor plans and elevations of all elevations of the building as well as an analysis of the careful dismantling of the building in order to determine its age, construction type, materials, and history by a qualified professional; and THAT prior to the demolition of the Lundy Farmhouse, that a qualified heritage professional assess the building for any heritage building components to be salvaged (including floorboards and timbers) and report the findings to staff at no cost to the Town; and THAT any materials determined to be available for salvage be carefully extracted from the Lundy Farmhouse prior to demolition and retained by the owner of the subject property in a safe location so that they may be incorporated on-site in the future redevelopment of the subject property in a location and manner to the satisfaction of the Town, such as a public gathering space; and THAT the owner of the subject property be required to commemorate the history of the subject property through a commemorative plaque which relates the history of the subject property to the Enos Lundy House at 938 St. John’s Sideroad in a location and manner to the satisfaction of the Town; and THAT the subject property be removed from the Aurora Register of Properties of Cultural Heritage Value or Interest subsequent to the demolition of buildings on the subject property; and THAT the conditions contained in this recommendation be reflected in the Conditions of Draft Plan Approval for any forthcoming planning application for the subject property. HAC14-017 – Heritage Permit Application NE-HCD-HPA-14-01 81 Catherine Avenue Moved by Erina Kelly Seconded by John McIntyre THAT report HAC14-017 be received; and THAT the Heritage Advisory Committee recommend to Council: THAT Heritage Permit Application NE-HCD-HPA-14-01 be approved to permit the demolition of the building located at 81 Catherine Avenue as it was evaluated by Heritage Evaluation Working Group and scored in Group 3; and THAT the owner of the subject property hold a site visit with members of the Heritage Advisory Committee prior to demolition in order for the Committee to determine the availability of any architectural elements which may be incorporated in the Architectural Salvage Program provided that they meet the Program Guidelines; and THAT the owner of the subject property apply to donate materials to the Architectural Salvage program should appropriate materials be identified by the Heritage Advisory Committee; and THAT the mature trees located adjacent to the sidewalk at the front of the existing building on the subject property remain on the subject property as it supports the character of the District; and THAT the owner of the subject property submit a Heritage Permit to the Heritage Advisory Committee in the future for the construction of any new buildings on the property lot. Council Meeting Extract of May 27, 2014 Re: HAC14-05 – Heritage Advisory Committee Report, May 12, 2014 Moved by John McIntyre Seconded by Jacqueline Stuart THAT the Council Meeting Extract of May 27, 2014 regarding HAC14-05 – Heritage Advisory Committee Report, May 12, 2014 be received for information. CARRIED 10. Pending List Moved by David Heard Seconded by Jacqueline Stuart THAT the Pending List be received for information. CARRIED NEW BUSINESS Mr. McRoberts inquired about the demolition request for 146 Temperance Street and the Program Manager, Heritage Planning confirmed that all required approvals were received. Mr. Heard requested information relevant to the Centre Street reconstruction, and any other construction site, regarding the process and direction given in the event that artifacts are found in construction areas. The Director of Planning and Development Services advised that there is a contract obligation for any findings to be directed to staff for identification. Mr. McIntyre inquired about whether changes made to the original Lundy House application would come back to the Committee for evaluation and the Program Manager noted that Heritage Advisory Committee Meeting Minutes Monday, June 9, 2014 Page 9 of 9 there was no objection to the relocation of the Lundy House. Mr. Sjogren confirmed, that should any changes be made to the original approved application, a full submission including a full set of detailed drawings and a report would be provided to the Committee for evaluation. Ms. Stuart commented on the Art Exhibit held this past weekend and the positive feedback that was received. She noted that the different approaches were well done, and the support by the parents of the children was impressive. Ms. Stuart explained the importance of the event, noting that this kind of event introduces heritage to the youth of today. The Program Manager was congratulated on a successful event. Mr. Heard indicated that the building located in the rear of the hardware store property on Yonge Street may have heritage significance. He advised that he has contacted Mr. Gordon Lightfoot’s staff and is awaiting confirmation that it was used as Mr. Lightfoot’s first recording studio. Ms. Kelly commented on the Town’s new website and expressed concern regarding the lack of a heritage component. The Director of Planning and Development Services explained that the new website was launched last week, is currently a work in progress, and each department is responsible for its content. WITH THE EXCEPTION OF ITEM 1 WHICH WAS APPROVED AS AMENDED.
