MINUTES - Heritage Advisory Committee - 20140317 TOWN OF AURORA HERITAGE ADVISORY COMMITTEE MEETING MINUTES Date: Monday, March 17, 2014 Time and Location: 7 p.m., Holland Room, Aurora Town Hall Committee Members: Councillor John Abel (Chair), Councillor Sandra Humfryes (Vice Chair), David Heard, Erina Kelly, John McIntyre, Bob McRoberts, and Jacqueline Stuart Members Absent: None Other Attendees: Marco Ramunno, Director of Planning and Development Services, Vanessa Hicks, Program Manager, Heritage Planning, and Raylene Martell, Council/Committee Secretary The Chair called the meeting to order at 7 p.m. DECLARATION OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA Moved by Jacqueline Stuart Seconded by John McIntyre THAT the agenda as circulated by Legal and Legislative Services be approved. CARRIED ADOPTION OF MINUTES Heritage Advisory Committee Meeting Minutes of February 12, 2014 Heritage Advisory Committee Meeting Minutes Monday, March 17, 2014 Page 2 of 6 Moved by Erina Kelly Seconded by Bob McRoberts THAT the minutes of the Heritage Advisory Committee meeting of February 12, 2014 be adopted. CARRIED DELEGATIONS None MATTERS FOR CONSIDERATION 1. HAC14-007 – Purpose of the Town of Aurora Heritage Fund Moved by Erina Kelly Seconded by Jacqueline Stuart THAT report HAC14-007 be received; and THAT the Heritage Advisory Committee recommend to Council: THAT Council endorse the proposed purpose of the Town of Aurora Heritage Fund, which is to help the Heritage Advisory Committee achieve their duties and functions as outlined in the Boards and Committees booklet as approved by Council and to help facilitate any special programs, projects, or initiatives of the Heritage Advisory Committee which have been given Council approval; and THAT the identification of specific monies in the Town of Aurora Heritage Fund to be allocated and used for these various purposes require approval by Council after consultation with the Heritage Advisory Committee. CARRIED 2. HAC14 -008 – Architectural Salvage Program, Revised Guidelines Moved by Bob McRoberts Seconded by Councillor Humfryes THAT report HAC14-008 be received; and THAT the Heritage Advisory Committee recommend to Council: Heritage Advisory Committee Meeting Minutes Monday, March 17, 2014 Page 3 of 6 THAT the revised Architectural Salvage Program as described in this report be endorsed and that the necessary steps be taken for a program re-launch; and THAT staff be directed to provide Council with an Amendment to By-law No. 5365-11 to include authority to the Heritage Planner in regards to the Architectural Salvage Program as outlined in this report and the drafted Program Guidelines. CARRIED INFORMATIONAL ITEMS 3. HAC14 -009 – Aurora Architectural Salvage Program, Review of Program Activity Moved by Bob McRoberts Seconded by Councillor Humfryes THAT report HAC14-009 be received for information. CARRIED 4. HAC14 -010 – Southeast Old Aurora Heritage Conservation District Study Update Moved by Jacqueline Stuart Seconded by Councillor Humfryes THAT report HAC14-010 be received for information. CARRIED Councillor Abel passed the Chair to Councillor Humfryes at 7:55 p.m. and left the meeting. 5. Memorandum from the Program Manager, Heritage Planning Re: 14378 Yonge Street, Pet Cemetery Conservation Review of Secord Pet Cemetery, Town of Uxbridge Heritage Advisory Committee Meeting Minutes Monday, March 17, 2014 Page 4 of 6 Moved by Jacqueline Stuart Seconded by Erina Kelly THAT the Heritage Advisory Committee receive the memorandum regarding 14378 Yonge Street, Pet Cemetery Conservation, Review of Secord Pet Cemetery, Town of Uxbridge for information. CARRIED 6. Extract from Council Meeting of February 25, 2014 Re: HAC14-02 – Heritage Advisory Committee Report, February 12, 2014 Moved by Bob McRoberts Seconded by Jacqueline Stuart THAT the Heritage Advisory Committee receive the Extract from Council Meeting of February 25, 2014 regarding HAC14-02 – Heritage Advisory Committee Report, February 12, 2014 for information. CARRIED 7. Pending List – Heritage Advisory Committee Moved by David Heard Seconded by Erina Kelly THAT the Heritage Advisory Committee receive the Pending List for information. CARRIED NEW BUSINESS Mr. McRoberts inquired whether the Committee would have an opportunity to provide comments regarding the Southeast Old Aurora Heritage Conservation District (SEOAHCD) boundary. He advised that businesses on the north side of Wellington Street are not included within the Northeast Old Aurora Heritage Conservation District boundary and questioned why the businesses located on the south side of Wellington Street are included in the SEOAHCD Study proposed boundary. Councillor Humfryes advised that the majority of concerns regarding the SEOAHCD Study had been brought forth from businesses in that area and she would like to see what impact a boundary realignment would have. The Director of Planning and Development Services advised that the Committee would have further input into the project as information from the sub- committee would be included for review on the next Heritage Advisory Committee meeting agenda. Heritage Advisory Committee Meeting Minutes Monday, March 17, 2014 Page 5 of 6 Mr. Heard inquired about the potential for a National Conservation Designation for the Pet Cemetery located at 14378 Yonge Street in Aurora. He also requested a list of Heritage properties located within the quadrant surrounding 14378 Yonge Street (Pet Cemetery). Mr. Heard submitted his letter of resignation from the Southeast Old Aurora Heritage Conservation District Study Area Sub-Committee. The Program Manager, Heritage Planning presented a card from Dorothy Gummersall, winner of the 2014 Ontario Heritage Trust Community Recognition Program in the Cultural Heritage category thanking the Committee for the nomination and conveying her appreciation for being recognized for her contributions. The Program Manager, Heritage Planning advised that the Heritage Art Exhibition taking place July 7, 2014 is progressing and advised that she had received notification from a Hartman Public School teacher informing that her Grade 6 class would like to participate. Ms. Kelly inquired about the status of Doors Open Aurora and the Program Manager, Heritage Planning advised that she had been working on securing sites, noting that the first ten sites have been confirmed and that there would be a list presented at the next Committee meeting. Councillor Humfryes advised that 66 and 68 Wellington Street East are both designated as Heritage Properties under the name “The John W. Knowles House” and that Christopher W atts, a descendant of the Knowles family, was present at the meeting. Moved by David Heard Seconded by Bob McRoberts THAT the Procedural By-law be waived to allow Christopher Watts to speak regarding “The John W. Knowles House”. CARRIED Mr. W atts advised that 66 Wellington Street East was designated in 2007 and 68 Wellington Street East was designated in 2011 under the same name noting that the by- laws do not speak to ownership or occupancy. He requested that more information be included under the statements of Cultural Heritage. The Program Manager, Heritage Planning advised that she would report back at the next Committee meeting. Mr. Heard requested that information on Doors Open Aurora be forwarded to the Chief Executive Officer of Kerry’s Place Autism Services for inclusion of 32-34 Berczy Street in Doors Open Aurora 2014. The Program Manager, Heritage Planning advised that it has been updated and is on the website. Mr. Heard inquired about unaccounted artefacts from the Heritage Collection and requested that a cross-reference review be commenced. Councillor Humfryes advised that she would review the consultant reports and clarify the notion of missing artefacts from the Collection.
