Re: Library Square Design
Recommendation
1. That the memorandum regarding Library Square Design be received; and
2. That the Accessibility Advisory Committee provide comment regarding the
Library Square Site Plan.
Background
In May 2018, staff presented the concept design to the Accessibility Advisory
Committee (AAC) to obtain comments on the design. AAC comments included:
• Request to increase number of accessible parking spaces
• Request for accessible parking to be in closer proximity to the entrances
to the Library, Cultural Centre, New Community Facility and Victoria Hall
• Request for the location of the book drop-off to be reconsidered
• Request that the new design should maintain the current level of
accessibility experienced by patrons
The concept design was presented to Council in June 2018. At that time, Council
approved the Library Square design, the expansion to Church Street School (3-floors),
proceed to tender for the parking lot and that three (3) additional accessible parking
spaces be installed on the eastern side of the property. The consultants considered the
comments from the AAC as well as the direction from Council and revised the design.
The next stage of design (schematic) is complete and was shared with Council during
the consultant’s presentation at the General Committee meeting on February 12, 2019.

Library Square Design

This presentation focused on the design revisions that have taken place since June
2018. As part of the review process, the schematic design is back before the AAC to
obtain further inputs.
Council will be considering the next steps of the Library Square project at a Special
Council Meeting on Thursday March 21, 2019.

Re: Sidewalk on Kitimat Crescent
Recommendation
1. That the memorandum regarding Sidewalk on Kitimat Crescent be received
for information.
Background
The Town has implemented the “Active and Safe Routes to School Program”, and the
School Travel Planning Policy (#69) which would set out a mechanism that would allow
for student pedestrian priority. This policy was intended to provide tools for students and
school boards to request safety related traffic controls that could not be accommodated
in other Town traffic management policies. A key feature of this program and policy was
to focus on the walkability of school routes for students to encourage more walking,
have universal accessibility, and build a stronger sense of safety within the community
related to school travel.
Kitimat Crescent has been identified for sidewalk construction and, as instructed by
Council, staff have included $100,000 in the budget for the construction of a sidewalk on
one side of the street. The design has been delivered in-house in 2018 by the
Engineering staff and, if approved by Council, construction will take place in the summer
of 2019. The project is scheduled for Council in March and staff would therefore like to
provide the Accessibility Advisory Committee an opportunity at this time to see the plan
and provide any comments which they feel are necessary.

Re: Municipal Diversity and Inclusion Charter
Recommendation
1. That the memorandum regarding Municipal Diversity and Inclusion Charter be
received for information.
Background
The Inclusion Charter for York Region is a community initiative that brings together
businesses, community organizations, municipalities, police services, hospitals, school
boards, conservation authorities and agencies with a common commitment to create an
inclusive environment with equality for all who work, live and play here.
The Charter was endorsed and signed on October 2, 2018, reflecting the Town’s
approach in support of existing and provincial legislation that promotes human rights
and accessibility. Together the organizations share the vision of York Region as a
welcoming and inclusive community where diversity is celebrated and where everyone
can develop to their full potential, participate freely in society and live with respect,
dignity and freedom from discrimination.

Re: Wildlife Parks Trail
Recommendation
1. That the memorandum regarding Wildlife Parks Trail be received for
information.
Background
The Aurora Wildlife Park is located in the natural open space corridor north of
Wellington Street East between Bayview Avenue and Leslie Street, within the area
know as the East Aurora Wetland Complex. The area has been designated as a
Provincially Significant Wetland by the Ministry of Natural Resources and Forests. The
wildlife park is based on a proposal developed by renowned local resident, Landscape
Architect and Environmentalist, David Tomlinson.
As part of the detailed design of the Wildlife Park it was necessary to conduct much
consultation with our major stake holder partners such as Ducks Unlimited Canada, the
owners of a large land holding within the Wildlife Park, Lake Simcoe Region
Conservation Authority, which is the overall approvals agency, as well as the Ministry of
Natural Resources and Forests. The project is scheduled for construction in summer of
2019 and staff would therefore like to provide the Accessibility Advisory Committee an
opportunity at this time to see the plan and provide any comments which they feel are
necessary.
