Staff gave a brief overview of the proposed site plan, and reviewed the
comments previously submitted by the Committee. The Committee discussed
aspects of accessible parking, and pedestrian safety near the proposed truck
access road.

Staff provided an overview of the proposed accessibility features for the
audio/visual equipment upgrade in Town Hall. The Committee spoke in support
of the proposed features.

Accessibility Advisory Committee meeting minutes of June 1, 2016, be

7. New Business
The Committee inquired about the installation of gender neutral washrooms and
change rooms at Town Facilities. Staff indicted that this matter is being
investigated.
Staff noted that an inquiry was received about slope restrictions in trails and noted
that there are currently no regulations regarding trail slopes. Staff advised that, to
meet AODA requirements, any proposed trails be submitted to the Accessibility
Advisory Committee for comment going forward.
The Committee noted that Ripley’s Aquarium of Canada has an interactive
children’s play area that caters to children of all abilities.

Recommendation
1. That the memorandum regarding Enhanced Access to the Town of Aurora’s
Trail System be received for information.
Background
Under New Business, the Accessibility Advisory Committee on June 1, 2016 directed
staff to investigate and report back to the Committee regarding the feasibility and
options for providing enhanced access to the Town’s trails systems.
Currently, Ontario Trails has a searchable database listing three (3) Aurora trails on
their website. These trails, Nokiidaa, Sheppard’s Bush and Lakeview/Wimpey Trail
systems indicate location, length of trail and listed activities. Staff currently have an
inventory of all trails in Town and will look into adding further to this database.
Internally, the Town of Aurora has taking the steps to proceed with a signage strategy
for its Parks and Trail systems. In consultation with the Parks department, major trail
heads will begin to incorporate specific information related to AODA requirements.
These requirements include the length of trail; type of surface, average and minimum
trail width, average and maximum running slope/cross slopes, and the location of any
amenities.
Any promotional material such as trail brochures/maps will utilize Town’s website to
convey the exact same information as required by the AODA furthering enhanced
access to all municipal trails.

Finally, any new or redeveloped trail will require a public consultation piece along with

Association and Aurora’s municipal website will further the participation by all.

Whereas the Town of Aurora hosts many events, including celebrations and
festivals that bring in residents and visitors by the thousands; and
Whereas there are other local community events that do the same; and
Whereas we are an inclusive community, with a statutory Accessibility Advisory
Committee, and a proud community that adopted the Provincial Accessibility for
Ontarians with Disabilities Act (AODA), that sets guidelines to eliminate barriers
for those with physical challenges; and
Whereas there is a group of volunteers that are creating awareness for the need
to fund a portable fully accessible washroom trailer, complete with lifts and
change tables, to address every accessible challenge; and
Whereas the idea of this portable fully accessible washroom trailer was received
and endorsed by the York Region Festival Alliance as an excellent addition for
washroom provisions to the dozens of festivals held each year; and
Whereas the Mayor of the Town of Whitchurch-Stouffville, Mayor Justin Altmann,
recently encouraged his invited wedding guests (which was the whole Town), and
pledged all his wedding gifts received in cash to the sum of $50,000, to fund the
$100,000 cost of the trailer; and
Whereas the Town of Whitchurch-Stouffville will store the trailer when it is not in
use, transport the trailer at a nominal cost to festivals and events in the Region,
and provide liability insurance; and
Whereas if each municipality in York Region made a nominal donation of $5,000,
the purchase of the portable fully accessible washroom trailer could be realized;
