MINUTES - Accessibility Advisory Committee - 20140305 TOWN OF AURORA ACCESSIBILITY ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, March 5, 2014 Time and Location: 7 p.m., Leksand Room, Aurora Town Hall Committee Members: John Lenchak (Chair), Tyler Barker (Vice Chair), Helen Kogan, and Councillor Wendy Gaertner Member(s) Absent: Leonard Fox Other Attendees: Chris Catania, Accessibility Advisor, Jacek Baldyga, Senior Building Inspector, Ivy Henriksen, Manager of Customer Service, and Gloria Hardychuk, Council/Committee Secretary The Chair called the meeting to order at 7:04 p.m. DECLARATION OF PECUNIARY INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA Moved by Councillor Gaertner Seconded by Helen Kogan THAT the agenda as circulated by Legal and Legislative Services be approved. CARRIED Accessibility Advisory Committee Meeting Minutes Wednesday, March 5, 2014 Page 2 of 5 ADOPTION OF MINUTES Accessibility Advisory Committee Meeting Minutes of January 8, 2014 Moved by Councillor Gaertner Seconded by Helen Kogan THAT the minutes of the Accessibility Advisory Committee meeting of January 8, 2014 be adopted. CARRIED DELEGATIONS None MATTERS FOR CONSIDERATION 1. Memorandum from the Accessibility Advisor Re: Town Hall First Floor Customer Service Desk Moved by Tyler Barker Seconded by Helen Kogan THAT the memorandum from the Accessibility Advisory regarding Town Hall First Floor Customer Service Desk be received; and THAT the presentation and information provided regarding the Town Hall First Floor Customer Service Desk was well thought-out and very thorough. CARRIED 2. Memorandum from the Accessibility Advisor Re: Accessible Playground Design Options for Queen’s Diamond Jubilee Park Moved by Tyler Barker Seconded by Helen Kogan THAT the memorandum regarding Accessible Playground Design Options for Queen’s Diamond Jubilee Park be received; and Accessibility Advisory Committee Meeting Minutes Wednesday, March 5, 2014 Page 3 of 5 THAT the Accessibility Advisory Committee supports the placement of an accessible playground at Queen’s Diamond Jubilee Park; and THAT the Accessibility Advisory Committee recommend to Council: THAT more detailed design information, including what is being proposed for the footprint of the Park, be provided back to the Committee in order to make an informed decision. CARRIED 3. Memorandum from the Accessibility Advisor Re: Mobility Plus Eligibility Appeal Panel Moved by Tyler Barker Seconded by Councillor Gaertner THAT the memorandum regarding Mobility Plus Eligibility Appeal Panel be received; and THAT the Accessibility Advisory Committee recommend to Council: THAT the Mobility Plus Appeal Panel continue to remain under the current status and not be outsourced; and THAT The Regional Municipality of York consider expanding the Mobility Plus Appeal Panel to assist with the backlog and increase in Mobility Plus Appeals by including members of municipal Accessibility Advisory Committees, who are experts regarding disability issues within their local municipalities; and THAT Regional Council reconsider outsourcing and instead consider exploring options to streamline the application process for improved efficiency; and THAT municipal Accessibility Advisory Committees be consulted with respect to any proposed changes. Memorandum from the Accessibility Advisor Re: Accessibility Advisor Input/Comments for Site Plan Application (Submission #1), (File No. D11-13-13) Moved by Tyler Barker Seconded by Helen Kogan THAT the memorandum regarding Accessibility Advisor Input/Comments for Accessibility Advisor Input/Comments for Site Plan Application (Submission #1), (File No. D11-13-13) be received; and THAT the Accessibility Advisory Committee endorses the comments provided by the Accessibility Advisor on behalf of the Committee. CARRIED 5. Memorandum from the Accessibility Advisor Re: AODA 2013-2014 Legislative Review Moved by Tyler Barker Seconded by Councillor Gaertner THAT the memorandum regarding AODA 2013-2014 Legislative Review be received for information. CARRIED 6. Extracts from Council Meeting of Tuesday, February 11, 2014 Re: AAC14-02 – Accessibility Advisory Committee Report, January 8, 2014 Moved by Helen Kogan Seconded by Tyler Barker THAT the Extracts from Council Meeting of Tuesday, February 11, 2014 regarding AAC14-02 – Accessibility Advisory Committee Report, January 8, 2014 be received for information.
