BEING A BY-LAW to adopt Official Plan Amendment No. 59
The Council of the Corporation of the Town of Aurora, under Section 17 (22)
of the Planning Act, RSO 1990 Chapter P. 13 as amended, hereby enacts as
follows:
1. Official Plan Amendment No. 59 for the Town of Aurora, consisting of
the attached explanatory text and schedules, is hereby adopted.
2. The Clerk is hereby authorized and directed to make application to the
Regional Municipality of York for approval of Official Plan Amendment
No. 59 for the Town of Aurora.
3. This By-law shall come into force and take effect on the day of the
final passage thereof.
READ A FIRST AND SECOND TIME THIS 12th DAY OF JULY, 2005.

PART 1 -THE PREAMBLE Page 1
1.0 INTRODUCTION
This part of the Amendment entitled Part 1 -The Preamble, introduces the Amendment
and describes the context and planning process leading to the document's preparation.
It is for explanatory purposes only and does not form part of the Amendment.
2.0 PURPOSE
The purpose of this amendment is to change the land use designation on the subject
lands shown on Schedule "A" attached hereto and forming part of this amendment, from
"Suburban Residential" and "Low Density Suburban Residential" to "Major Institution"
and to establish site specific policies to permit the use of the lands for a French
Separate Secondary School.
3.0 LOCATION
The lands affected by this amendment are located in at the north east corner of Bathurst
Street and Bloomington Road, better described as Part of Lot 71, Concession 1. The
lands to which this amendment applies are 5.56 ha in size.
4.0 BASIS OF THE AMENDMENT
Council has enacted this amendment in response to the following:
4.1 An application has been made by Conseil Scolaire De District Catholique Centre-
Sud (French Catholic School Board) to develop the subject lands for a French
Catholic Secondary School.
4.2 The subject lands are currently vacant and are designated "Suburban Residential"
and "Low Density Suburban Residential" as shown on Schedule "AA" to the Yonge
Street South Secondary Plan (OPA 34).
4.3 Under the current Official Plan designation, permitted uses common to all
residential designations including "Suburban Residential" and "Low Density
Suburban Residential" include:

"Minor Institution facilities servicing the immediate neighbourhood in
accordance with the provisions of Section 4.2 and 4.3 of OPA 34, including an
elementary school and daycare. Such uses will only be permitted in areas.
provided with municipal water and sewer services."
4.4 The proposed French Catholic Secondary School is required due to the growth in
registration at Cardinal Carter Secondary School, where the current French
Catholic Secondary School is located. The proposed school will meet the needs
of the immediate community.
4.5 The proposed school is compatible with the existing and proposed low density
residential uses to the north and east of the subject lands. The proposed
development will blend visually with the adjacent proposed uses and with the
natural environment.
4.6 The Yonge Street South Secondary Plan (OPA 34) policies support new minor
institution uses, including elementary schools. The proposed French Catholic
Secondary School will be similar in size, building scale, number of students,
parking, and the level of noise and traffic as an elementary school.
4.7 The proposed French Catholic Secondary School development along with the
proposed residential development to the north and east of the subject lands has
been supported by a comprehensive range of Supporting Studies as required by
the Town in accordance with the provisions of 11.2 of the Yonge Street South
Secondary Plan (OPA 34).
4.8 The applicant has demonstrated compliance with the Oak Ridges Moraine
Conservation Plan (ORMCP) as implemented through OPA #48.
4.9 The applicant has demonstrated the proposed development will have access to
appropriate municipal water supply service, municipal sanitary sewage service,
and management of storm drainage and any or all other services ..
4.10 Ingress/egress locations shall be provided via a local road from Bloomington Road
and an access from Bathurst Street subject to approval from the Region of York.

4.11 A high standard of urban and architectural design shall be incorporated on the
subject lands providing a gateway to Aurora and to the Secondary Plan area .

1.0 INTRODUCTION
All of this part of the document entitled Part 2 -The Amendment, consisting of the
following text and attached map, designated Schedule "A" (Land Use Plan),
constitutes Amendment No. 59 to the Official Plan for the Town of Aurora.
2.0 DETAILS OF THE AMENDMENT
The Official Plan of the Town of Aurora is hereby amended as follows:

Schedule "AA", Land Use Plan, being part of the Yonge Street South
Secondary Plan (Official Plan Amendment No. 34) is hereby amended
by changing the land use designation on lands described as Part of Lot
71, Concession 1, as shown on Schedule "A" -Land Use Plan to
Official Plan Amendment No. 59 attached hereto and forming part of
this amendment, from "Suburban Residential" and "Low Density
Suburban Residential" to a site specific "Major Institution" designation.
Section 4.4 of Official Plan Amendment 34 is hereby amended by
adding Section 4.4.5 to the end of that Section as follows:
i) Site Specific Policies (Official Plan Amendment 59)
Notwithstanding any policies to the contrary of Section 4.4 of the
Yonge Street South Secondary Plan (Official Plan Amendment No.
34) the following special policies apply to the property designated
"Major Institution" described as Part of Lot 71, Concession 1, and
shown on Schedule "A" as OPA 59 attached hereto:
a) The lands shall only be used for a secondary school (grades
7 through 12) including, recreation uses, chapel and
childcare centre having a maximum gross floor area of 9290
mz.
b) The policies contained herein shall be implemented by way of
a site specific zoning by-law.

c) The major institution use shall be subject to an individual site
plan agreement(s), as may be required by Council.
d) · Council shall require a high standard of urban and
architectural design which will be incorporated on the subject
lands. This site is an entrance to the Town and to the
Secondary Plan Area and therefore it is important that its
architecture and landscape combine to produce a suitable
image for entering the community. This objective will be
implemented through the site plan approval process, which
will ensure that the design of the secondary school is
compatible with the surrounding land uses and a high
standard of landscaping which will include a strong built or
landscaped edge at the corner of Bathurst Street and
Bloomington Road. A controlling architect shall be retained
by the Town to review the site plan application and the cost
of such shall be borne by the applicant.
e) Given the significance of this site, the location of the building
should present a significant frontage to the street and be
planned as an important civic element within the community.
The architectural style of the building should show regard for
the architectural style of the existing and proposed
community through its sitting, massing, proportions, and
specific consistence of style, colour and materials.
f) Screening and landscaping of parking areas, loading areas,
service area, and rooftop mechanical equipment shall be
required.
g) The design shall ensure that lighting for buildings and parking
will be designed and sited to minimize adverse impacts onto
adjacent properties.
h) All signage is to be grade related and integrated into the
landscape, and /or architecture.

i) Prior to site plan approval, the applicant is required to
prepare and implement a Stormwater Management Report to
the satisfaction of the Town of Aurora and the Conservation
Authority.
j) Prior to site plan approval, Council shall be satisfied with the
design and location of access roads, water and sanitary
sewer servicing. This shall include the execution of any
agreements necessary to provide water and sanitary sewer
servicing to the site. Such agreements shall include but not
be limited to matters of maintenance, operation and
administration .
. k) In the event that it is determined to be in the best interests of
the Town that servicing arrangements other than through the
Town of Richmond Hill, are appropriate, the developer shall
assist the Town in implementing such servicing arrangements
as shall finally be determined for the area.
I) Prior to construction, the applicant is required to establish an
approved Groundwater Monitoring Program and Contingency
Plan to the satisfaction of the Planning Department.
m) Unless precluded, altered, or exempted by any policies
contained herein, all of the relevant policies of Yonge Street
South Secondary Plan (OPA 34) shall apply.
3.0 IMPLEMENTATION AND INTERPRETATION
3.1 The implementation and interpretation of this Amendment shall be in
accordance with the respective policies of the Aurora Official Plan, Zoning By-
law and Site Plan Agreements.
