The Council of the Corporation of the Town of Aurora, under Section 17 (6) of the
Planning Act, RSO 1990 Chapter P. 13 as amended, hereby enacts as follows:
1. Official Plan Amendment No. 46 for the Town of Aurora, consisting of the
attached explanatory text and schedules, is hereby adopted.
2. The Clerk is hereby authorized and directed to make application to the Regional
Municipality of York for approval of Official Plan Amendment No. 46 for the Town
of Aurora.
3. This By-law shall come into force and take effect on the day of the final passage
thereof.

1.0 INTRODUCTION
This part of the Amendment entitled Part 1 -The Preamble, introduces the Amendment
and describes the context and planning process leading to the document's preparation. It is
for explanatory purposes only and does not form part of the Amendment.
2.0 PURPOSE
The purpose of this amendment is to change the land use designation on the subject lands
shown on Schedule "H," attached hereto and forming part ofthis amendment from "Historic
Core -Community Commercial Centre" to a site specific "Historic Core -Community
Commercial Centre" designation, to establish site specific policies to permit the use of the
lands for a residential apartment which may contain a maximum of four storeys and 36
units and allowing for the preservation of the existing historic structure by permitting its use
for retail commercial, office and/or residential purposes.
3.0 LOCATION
The subject lands affected by this amendment are located in Lots 134, 135 and 136,
Registered Plan 246.
4.0 BASIS OF THE AMENDMENT
Council has enacted this amendment in response to the following:
4.1 An application has been submitted to the Town to construct a residential apartment
building, which may contain a maximum offour storeys and 36 units. The application
will also preserve the existing historic structure, which will be used for retail
commercial, office and/or residential purposes. The existing structure was built circa
1885 by the then owner David W. Doan, a well-known local businessman and
postmaster. It is one of the few surviving pre-confederation structures on Wellington
Street. The home reflects the massive proportions of the Georgian tradition with the
proposed condominium matching the Georgian Manor style.
4.2 The Official Plan not only requires the preservation ofthe integrity and structure ofthe
historic building, but also includes policies requiring that the new building be
architecturally compatible with the existing structure.

All of this part of the document entitled Part 2 -The Amendment, consisting of the
following text and attached map, designated Schedule "H" (Site Specific Policy Areas),
constitutes Amendment No. 46 to the Official Plan for the Town of Aurora.
2.0 DETAILS OF THE AMENDMENT
The Official Plan of the Town of Aurora is hereby amended as follows:
Item (1 ): That Lots 134, 135 and 136, Registered Plan 246, are hereby redesignated
from "Historic Core -Community Commercial Centre" to a site specific
"Historic Core-Community Commercial Centre" designation.
Item (2): That Schedule "H"-Site Specific Policy Areas, attached hereto and forming
part of this amendment, is hereby amended by adding Section "3.2.7.m."
Item (3): Section 3.2.7 (Commercial Centres: Convenience, Community, Historic
Core, Campus, Service, Regional, Site Specific Policy Areas) is hereby
amended by adding the following Section as "3.2.7.m:"
The following policies apply to the lands, being Lots 134, 135 and 136, Registered Plan
246, as shown on Schedule "H," attached hereto and forming part of this amendment.
i) The lands may be used for a residential apartment, which may contain a maximum of
four storeys and 36 units.
ii) The site plan shall ensure to the greatest extent possible the preservation of the
integrity and structure of the historic building, which may be used for retail
commercial, office and/or residential purposes. Specifically, architectural and
historical aspects of the structure will be maintained and where appropriate
enhanced. In order to ensure this, the historic structure shall be designated under the
Ontario Heritage Act, and that a clause shall be included in the site plan agreement to
implement the designation. Furthermore, the new building shall be architecturally
compatible with the existing structure, with similar treatments such as:
• Georgian style and proportioned windows, door shutters, columns, sun porches
and balconies;
• hip and gable roofs with large overhangs and cornice moulding;
• stucco exterior finish painted the same colour as the existing structure; and
iii) Canopy trees shall be planted along the appropriate areas of Centre Street, as
compensation for the mature cedar hedge, which will be lost.

iv)Given the prominence of the site in relation to neighbouring properties and beyond,
special regard shall be had.to the location and screening of garbage enclosures, as
well as any other mechanical equipment such as heating or air conditioning units.
3.0 IMPLEMENTATION AND INTERPRETATION
3.1 The implementation and interpretation of this Amendment shall be in accordance
with the respective policies of the Aurora Official Plan, Zoning By-law and Site Plan
Agreements.
