BEING A BY-LAW to adopt Official Plan Amendment No. 42
The Council of the Corporation of the Town of Aurora, under Section 17 (6) of the
Planning Act, RSO 1990 Chapter P. 13 as amended, hereby enacts as follows:
1. Official Plan Amendment No. 42 for the Town of Aurora, consisting of the
attached explanatory text and schedules, is hereby adopted.
2. The Clerk is hereby authorized and directed to make such application on behalf
of the Corporation and to execute under the Corporate Seal such documents as
may be required for the above purposes.
3. This By-law shall come into force and take effect on the day of the final passage
thereof.

Note: In accordance with the Regional Official Plan Amendment# 9, as approved
by by-law A-0265-1999-017, this amendment is exempt from Regional

PART 1-THE PREAMBLE
1.0 INTRODUCTION
This part of the Amendment entitled Part 1: The Preamble, introduces the Amendment
and describes the context and planning process leading to the document's preparation.
It is for explanatory purposes only and does not form part of the Amendment.
2.0 PURPOSE
The purpose of this amendment is to create a site specific policy for the subject lands
shown on Schedule "A 1" attached hereto and forming part of this amendment. The site
specific policy is to allow office as a primary use of the subject lands, in addition to those
uses allowed with the industrial designation. Further, an amendment to the M2 zone,
as it applies to the subject lands, is requested to amend By-law No.2213-78 to
additionally allow an office as ,the major use with ancillary uses of a cafeteria, day-care
facility, and fitness facility for use by the employees.
3.0 LOCATION
The lands affected by this amendment, comprised of approximately 3 hectares are
located in Part of Lot 185 Registered Plan 246 fronting on the north and east sides of
Industrial Parkway South, in The Town of Aurora, Regional Municipality of York.
4.0 BASIS OF THE AMENDMENT
Council has enacted this amendment in response to the following:
4.1 An application has been made by Allied International Credit Corporation to
develop the whole of the subject lands for an office use.
4.2 The subject lands are currently vacant and are designated "Industrial" as shown
on Schedule "A" to the Official Plan.
4.3 Under the current Official Plan designation, "Industrial" uses include:
"manufacturing, assembly, fabrication, processing, warehousing, storage
of goods and materials, transportation, transit and railway related uses,
automotive workshops and public garages, utilities and wholesaling,
printing establishments, and limited accessory office, retail and residential
uses. Accessory uses shall not detract from the character of the industrial
area.~~
4.4 The proposed office use will ensure these lands remain as employment lands for
the Town.
4.5 Industrial Parkway South serves a major collector road function, which is to carry
large volumes of traffic through the municipality. Attention will be given to all
forms of transportation access and to the provision of safe and convenient
pedestrian and vehicular access to the subject lands.
4.6 The subject lands are serviced by all utilities and the bus transit system. The
development of office use will contribute to the use of public transit in this area.

4.7 Appropriate aesthetics can be incorporated into the design of the building.
Parking, setbacks, landscaping and buffering, lighting and signage can be
considered in the design of the site to satisfy and meet the needs of area
residents and objectives of the municipality.
4.8 The proposed office building is compatible with other existing uses along
Industrial Parkway South including the offices of Aurora Hydro Connections Ltd.,
and York Regional Police Services.

PART 2-THE AMENDMENT
1.0 INTRODUCTION
All of this part of the document entitled Part 2 -The Amendment, consisting of the
following text and attached maps, designated Schedule "A1" (Site Specific Policy Area),
constitutes Amendment No. 42 to the Official Plan for the Town of Aurora.
2.0 DETAILS OF THE AMENDMENT
The Official Plan of the Town of Aurora is hereby amended as follows:

the lands shown, as subject lands on Schedule "H" and referenced as
Section 3.3.2.e, shall be designated "Site Specific Policy Area" as shown
on Schedule "A 1" to Official Plan Amendment No. 42 attached hereto and
forming part of this amendment;
Section 3.3.2 of the Town of Aurora Official Plan entitled Site Specific
Policy Areas is hereby amended by adding a Section e) as follows:
"e) Notwithstanding Section 3.3.1.a in which office is limited to an
accessory use to those permitted industrial uses, for the subject
lands an office may be the primary use. Further subordinate
accessory uses permitted may include complementary uses such
as a cafeteria, fitness facility, and day-care for use by the
employees. All other sections and provisions of section 3.3.1 -
industrial area policies, shall continue to apply to the subject
lands."
3.0 IMPLEMENTATION AND INTERPRETATION
3.1 The implementation and interpretation of this Amendment shall be in accordance
with the respective policies of the Aurora Official Plan, Zoning By-law, and any
Site Plan Agreement.

EXPLANATORY NOTE

Official Plan Amendment No. 42 has the following purpose and effect:
To amend Schedule H -Site Specific Policy Area of the Town of Aurora Official Plan,
to create a site specific policy for the subject lands which are comprised of
approximately 3 hectares, being Part of Lot 185 on Registered Plan 246, fronting on the
north and east sides of Industrial Parkway South in the Town of Aurora, to allow office
as the primary use in addition to those uses currently allowed within the Industrial
designation. Further, the current M2 zoning of subject lands shall be amended to allow
office as a primary use, with ancillary uses including a cafeteria, fitness facility, and day-
care for use by the employees, as well as retaining those permitted uses of the M2
zone.
