THE CORPORATION OF THE TOWN OF AURORA
By-law Number 3914-98.D
BEING A BY-LAW to adopt Official Plan Amendment No. 21
The Council of the Corporation of the Town of Aurora, under Section I 7 (22) of the Planning Act,
RSO 1990 Chapter P. 13 as amended, hereby enacts as follows:
1. Official Plan Amendment No. 21 for the Town of Aurora, consisting of the attached
explanatory text and schedules, is hereby adopted.
2. The Clerk is hereby authorized and directed to make application to the Regional Municipality
of York for approval of Official Plan Amendment No. 21 for the Town of Aurora.
3. This By-law shall come into force and take effect on the day of the final passage thereof.
READ A FIRST TIME THIS 25th DAY OF FEBRUARY, 1998.

PART 1 -THE PREAMBLE
1.0 INTRODUCTION
This part of the Amendment entitled Part 1 -The Preamble, introduces the Amendment and
describes the context and planning process leading to the document's preparation. It is for
explanatory purposes only and does not form part of the Amendment.
2.0 PURPOSE
The purpose of this amendment is to change the land use designation on the subject property shown
on Schedules "A", "B" and "H" attached hereto and forming part of this amendment, from
"Industrial" to "Commercial Special" and to establish site specific policies to permit the use of the
property for the purposes of an animal hospital and for a single residential apartment unit.
3.0 LOCATION
The subject property is located in Lot 81, Concession 1, E.Y.S. better described as Lot 6, Registered
Plan 107. The property is a through lot with frontage on Wellington Street to the south, Centre
Street to the north and flankage on Duggan Lane to the east.
4.0 BASIS OF THE AMENDMENT
Council has adopted this amendment in response to the following:
4.1 The subject property is located in an area of mixed use, including light manufacturing and
service uses, commercial and residential. An animal hospital and single apartment use
will be compatible.
4.2 The proposed animal hospital will regularly require the overnight accommodation of
animals being treated but will not operate as a boarding facility for animals.
4.3 There is an existing one and one-half storey single family dwelling on the property and it
can be converted to accommodate the proposed uses.

4.4 The subject property is substantial in size and the open area to the rear of the existing
dwelling will accommodate ample parking for the proposed uses.
4.5 The subject property is well located and highly accessible for a business use.
4.6 The existing dwelling on the subject property has been designated by the Aurora LACAC
to have significant heritage value. The Official Plan supports the adaptive reuse of Aurora
heritage buildings and lands.

PART 2-THE AMENDMENT
1.0 INTRODUCTION
All of this part of the document entitled Part 2-The Amendment, consisting of the following
text and attached map, designated Schedule "A" (Land Use Plan), Schedule "B" (Commercial
Centres), and Schedule "H" (Site Specific Policy Areas), constitutes Amendment No. 21 to the
Official Plan for the Town of Aurora.
2.0 DETAILS OF THE AMENDMENT
The Official Plan of the Town of Aurora is hereby amended as follows:
Item (1): The subject property, being Part of Lot 81, Concession 1, E.Y.S., is hereby redesignated
as follows:
i) Schedule "A", Land Use Plan, is amended by changing the land use designation from
"Industrial" to "Commercial" as shown on Schedule "A" attached hereto;
ii) Schedule "B ", Commercial Centres, is amended by identifying the land use
designation of the subject property as "Commercial Special"; as shown on Schedule
"B", Commercial Centres, attached hereto.
iii) Schedule "H", Site Specific Policy Areas, is amended to include and make reference to the
subject property as 3 .2. 7 .h as shown on Schedule "H", attached hereto.
Item (2):Section 3.2.7 is hereby amended by adding the following as Section 3.2.7.h:
The following policies apply to the subject property, redesignated from "Industrial" to
"Commercial", as shown on Schedule "A", attached hereto.
i) The subject property shall be permitted to be used for the purposes of an animal
hospital and a single residential apartment unit.
ii) Adequate parking for the permitted uses shall be provided on site.
iii) The boarding of animals shall not be permitted, although animals may be kept on the
premises while receiving veterinary care or during recovery.

3.0 IMPLEMENTATION AND INTERPRETATION
3.1 The implementation and interpretation of this Amendment shall be in accordance with the
respective policies of the Aurora Official Plan, Zoning By-law, Subdivision and Site Plan
Agreements and a private Shared Facilities Agreement.

EXPLANATORY NOTE
Re: Official Plan Amendment Number 21
Amendment 21 affects a parcel ofland on the west side of Duggan Lane, with frontage on Centre
Street to the north and Wellington Street to the south. The parcel is described as part of Lot 81,
Concession 1 E.Y.S. and is more particularly described as Lot 6, Registered Plan 107.
The owners of the subject land wish to utilize it for the purposes of an animal hospital and for a
single residential apartment unit. The present designation of the land is Industrial, which will not
accommodate the proposed uses.
Amendment 21 redesignates the subject land to Commercial Special. Policies forming part of
the amendment permit the land to be used for the purposes of an animal hospital and single
residential apartment. The policies include: restrictions to the boarding of animals and a
requirement that adequate on site parking be provided.
