Official Plan Amendment No. 22 for the Town of Aurora, consisting of the attached explanatory text and schedules, is hereby adopted. 2. The Clerk is hereby authorized and directed to make application to the Regional Municipality of York for approval of Official Plan Amendment No. 22 for the Town of Aurora. 3. Co i ioner of Plan ing & Development Servic Regional Planning & Development Services Department Regional Municipality of York AMENDMENT NO. 22 TO THE OFFICIAL PLAN FOR THE TOWN OF AURORA STATEMENT OF COMPONENTS PAGE PART 1 -THE PREAMBLE 1. 0 Introduction 2.0 Purpose of the Amendment 3.0 Location 4.0 Basis of the Amendment PART 2-THE AMENDMENT 1.0 Introduction 2.0 Details of the Amendment 3.0 Implementation and Interpretation PART 1-THE PREAMBLE 1.0 INTRODUCTION This part of the Amendment entitled Part 1-The Preamble, introduces the Amendment and describes the context and planning process leading to the document's preparation. It is for explanatory purposes only and does not form part of the Amendment. 2.0 PURPOSE The purpose of this amendment is to redesignate the lands currently within the Bayview Wellington Centre Secondary Plan, Official Plan Amendments No.6 and 10, to permit the development of a mixed density residential neighbourhood and commercial development. Specifically, the effect of this amendment is. to change the land use designation on the subject lands shown on Schedule "A-1", attached hereto and forming part of this amendment from "Residential High Density", "Residential Medium Density", "Parks & Open Space" and "Neighbourhood Commercial" to "Residential Low-Medium Density", "Residential Medium Density" and "Parks & Open Space". 3.0 LOCATION The subject lands affected by this amendment are located on the west side of Bayview Avenue between Hollidge Boulevard and Hollandview Trail as generally shown on Schedule "A-1" attached hereto. The lands are better described as Part of Lot 83 Concession 1 EYS, bounded on the east by Bayview Avenue, on the west by the Ontario Hydro Transmission Corridor, to the north by Hollandview Trail and to the south by Hollidge Boulevard. 4.0 BASIS OF THE AMENDMENT Council has enacted this amendment in response to the following: 4.1 The proposed development generally complies with the relevant policies and provisions of the Bayview-Wellington Centre Secondary Plan (Official Plan Amendment No. 6) and the Town of Aurora Official Plan. 4.2 The site is located within close proximity to collector, arterial and Regional road networks and has convenient access to neighbouring commercial, recreation and other community facilities in the vicinity. The site is adequately serviced by existing schools, parks, utilities and other services. 4.3 The redevelopment of the site is compatible with the development of the Bayview- Wellington Centre and the urban design guidelines that have been established pursuant to the Bayview-Wellington Centre Secondary Plan (Official Plan Amendment No. 6). PART 2-THE AMENDMENT 1.0 INTRODUCTION All of this part of the document entitled Part 2 -The Amendment, consisting of the following text and attached map, designated Schedule "A" (Land Use Plan), constitutes Amendment No.22 to the Official Plan for the Town of Aurora. 2.0 DETAILS OF THE AMENDMENT The Official Plan of the Town of Aurora is hereby amended as follows: Item (1): The area indicated on Schedule "A" Land Use Plan attached hereto and forming part of this amendment, being better described as Part of Lot 83 Concession 1 EYS, is hereby redesignated from "Residential High Density", "Residential Medium Density", "Parks & Open Space" and "Neighbourhood Commercial" to "Residential Low-Medium Density", "Residential Medium. Density" and "Parks & Open Space". Item (2) Section 3.2.2 of the Bayview-Wellington Centre Secondary Plan (Official Plan Amendmen No. 6) is hereby amended by adding the following as Section 3.2.2 h (Site Specific Policy Area): h The following policies apply to the lands designated as"Residential Low-Medium Density", "Residential Medium Density" and "Parks & Open .Space", better described as Part of Lot 83 Concession 1 EYS as shown on Schedule "A", attached hereto and forming part of this plan. i) Implementation and development contemplated for the subject lands shall require the execution of a site plan agreement with the Town. The site plan for the development shall ensure high standards in design as it may pertain to landscaping, fencing, vehicular and pedestrian ingress and egress, site treatment of area adjacent to the Hydro Corridor as may be required by the Municipality or Ontario Hydro, building massing and siting and in accordance with the Urban Design Guidelines which apply to the Bayview Wellington Centre Secondary Plan (Official Plan Amendment No. 6). ii) A broad mix of residential dwelling types are to be provided within residential neighbourhood. As a general rule, the following overall mix of housing types is envisaged for the area subject to the Site Specific Policy Area: • O%to 10% • 20%to 30% • 15%to 20% single detached dwelling units; semi-detached dwellings or duplexes; triplexes/quadraplexes; • 55% to 65% street townhouses; • 0% to I 0% block townhouses; • 0% to I 0% apartments. iii) It shall be the policy of this plan to zone the lands designated "Residential Low-Medium Density", "Residential Medium Density" and "Parks & Open Space" on Schedule "A" in an appropriate zoning category with specific provisions to ensure the implementation in accordance with the policies of this plan. 3.0 IMPLEMENTATION AND INTERPRETATION 3 .I The implementation and interpretation of this amendment shall be in accordance shall be in accordance with the respective policies of the Aurora Official Plan, as amended by the Bayview-Wellington Centre Secondary Plan (Official Plan Amendment No. 6), and as may be more specifically set out or implied within the policies contained herein Zoning By-law, Subdivision and Site Plan Agreements and a private Shared Facilities Agreement. ~--···-· . ------ EXPLANATORY NOTE Re: Official Plan Amendment Number 22 Official Plan Amendment No. 22 allows for the redesignation of the subject lands from "Residential High Density", "Residential Medium Density", "Parks & Open Space" and "Neighbourhood Commercial" to "Residential Low-Medium Density", "Residential Medium Density" and "Parks & Open Space". The purpose of this amendment is to change the designation to permit a lower density form of housing including townhouses, semi-detached dwellings and quadruplex units in conjunction with a neighbourhood park.
