Official Plan Amendment No. 26 for the Town of Aurora, consisting of the attached explanatory text and schedules, is hereby adopted. 2. The Clerk is hereby authorised and directed to make application to the Regional Municipality of York for approval of Official Plan Amendment No. 26 for the Town of Aurora. 3. It is for explanatory purposes only and does not form part of the Amendment. 2.0 PURPOSE The North Bayview Residential Neighbourhood is subject to the designations and policies of the Official Plan for the Aurora Planning Area. Official Plan Amendment No. 61, which has been approved by the Minister, has specific application to the North Bayview Residential Neighbourhood and establishes a Detailed Land Use Plan and accompanying Secondary Plan policies. The designations include various residential density categories, Service Commercial, Convenience Commercial, Park and Open Space. The purpose of this amendment is to redesignate certain lands east of the Hydro Corridor and north of the northerly leg of the collector road (Stone Road). Specifically, the "Urban Residential High Density" lands are intended to be redesignated to "Urban Residential Medium Density", to accommodate semi-detached dwellings and townhouse dwellings. In addition, the northerly portion of the lands designated "Convenience Commercial Centre" is intended to be redesignated to "Urban Residential Medium Density". 3.0 LOCATION The subject lands are located in Part of Lot 80, Concession I E.Y.S, near the southwest comer of Wellington Street and Bayview Avenue. The lands are in the area north of the northerly leg of Stone Road and east of the Hydro Corridor. 4.0 BASIS OF THE AMENDMENT Council has adopted this amendment in response to the following: -4.1 An application has been made to develop the subject lands for urban residential uses consisting of medium density street townhomes, semi-detached dwellings, service commercial, convenience commercial and open space uses. 4.2 The present designation and elements of a draft approved plan of subdivision include "Urban Residential High Density" (stacked townhouses) and part of a fairly large "Convenience Commercial Centre" site. The stacked townhouses have proven to be unattractive to the housing market and it is appropriate to down-designate the site to accommodate other less dense housing forms which will be more marketable. 4.3 The proposed expansion of the "Urban Residential Medium Density" designation will accommodate a mix of dwelling unit types consisting of semi-detached and townhouse dwellings. These will be compatible with the existing and planned uses in the area. The amendment will maintain the integrity and intent of Official Plan Amendment No. 61 and the accompanying Secondary Plan of the North Bayview Residential Neighbourhood. Part 1 X The Preamble Page3 4.4 The development density/intensity reduction associated with this amendment will have a proportionately reduced impact on area services, including piped services, roads, schools, parks, etc. thereby providing for the development's integration into the community. Part 2 -The Amendment Page 4 PART 2-THE AMENDMENT 1.0 INTRODUCTION All of this part of the document entitled Part 2 -The Amendment, consisting of the following text and attached map, designated Schedule "AA'' (Land Use Plan), constitutes Amendment No. 26 to the Official Plan for the Town of Aurora. 2.0 DETAILS OF THE AMENDMENT The Official Plan of the Town of Aurora is hereby amended as follows: Item (1): The subject property, being Part of Lot 80, Concession 1, E.Y.S., is hereby redesignated as follows: i) Schedule "AA''. Detailed Land Use Plan, being part of Official Plan Amendment No. 61, is amended by changing the land use designation from "Urban Residential High Density" and "Convenience Commercial Centre" to "Urban Residential Medium Density" as shown on Schedule "A" attached hereto and forming part of this amendment. ii) Section 3.1.2 "Housing Categories", sub-section (b) "Urban Residential Medium Density" of Official Plan Amendment No. 61 is hereby amended by adding the following paragraph to the end of that section as follows: "Notwithstanding any other provision within Section 3.1.2b the housing mix shall also include semi-detached dwellings within the land area shown as Subject Lands on Schedule "A"-(Detailed Land Use Plan) attached to Official Plan Amendment No 26." Part 2 -The Amendment Page 5 3.0 IMPLEMENTATION AND INTERPRETATION 3.1 The implementation and interpretation of this Amendment shall be in accordance with the respective policies of the Aurora Official Plan, Zoning By-law, Subdivision and Site Plan Agreements and a private Shared Facilities Agreement. The amendment proposes to amend tbe Official Plan from "Urban Residential High Density" and "Convenience Commercial Centre" to "Urban Residential Medium Density". The purpose of tbe amendment is to decrease tbe permitted density of the site from 233 units, comprising of street rowhouse, stacked rowhouse and apartment units to approximately 138 street rowhouse and semi-detached units.
