Official Plan Amendment No. 11 for the Town of Aurora, consisting of the attached explanatory text and schedules, is hereby adopted. 2. The Clerk is hereby authorized and directed to make application to the Minister of Municipal Affairs for approval of Official Plan Amendment No. 11 for the Town of Aurora. 3. THE AMENDMENT, consisting of the following text and attached Schedule "A", constitutes Amendment No. 11 to the Official Plan for the Town of Aurora. -2 - PART I -THE PREAMBLE Purpose of the Amendment This amendment changes the land use designation of a 0.767 hectare (1.90 acre) parcel of land located on Edward Street and shown on Schedule "A" attached hereto and forming part of this amendment from "Institutional" to "Industrial-Specific", permitting data processing uses, and business and professional offices excluding medical. Location The land subject to this Amendment is legally described Lot 38, Registered Plan 487, and is located on the eastern side of Edward Street opposite Royal Road. Basis of the Amendment Council has enacted this amendment on the following basis: 1. The applicant proposes to change the use of the structure on the property from a place of worship, which is permitted in the present "Institutional" designation on the property, to a computer programming use, which is not permitted within the "Institutional" designation, but which would be permitted within the "Industrial" designation as a support use for industrial uses. 2. The redesignation of the property to an Industrial site specific policy area restricting the use of the property to data processing uses, and business and professional offices excluding medical, would bring the property into closer compatibility with the surrounding land use pattern than is currently the case as follows: • Edward and Berczy Streets form a general boundary between industrial lands to the east and residential lands to the west. The subject parcel is one of only a few small parcels along the eastern side of these streets which is not already designated Industrial; • the proposed computer programming use could reduce the overall traffic flow to tfie site and alter the times of traffic to traditional office hours, thereby reducing traffic impacts on the residential uses to the west; • the restriction on uses to those mentioned above ensures that uses incompatible with residential uses will not locate on the property should a further change in use be sought in the future. 3. The details of the proposal, including the layout of parking, ingress and egress areas, and buffer strips, are to be defined through the site plan approval process and, if so required, set out in the implementing zoning by-law. 7. -3- PART II -THE AMENDMENT Introductory Statement All of this part of the document entitled Part II -The Amendment, consisting of the following text and attached map, designated Schedule "A", constitutes Amendment No. 11 to the Official Plan for the Town of Aurora. Details of the Amendment The Official Plan of the Town of Aurora is hereby amended as follows: Item (1) Schedule "A" is amended by changing the land use category applying to Lot 38, R.P. 487 from Institutional to Industrial specific as shown on Schedule "A" of this amendment. Item (2) Part Three-"Planning Components", Section 3.3 -"Industrial, Employment and Economic Base", Subsection 3.3.2-"Site Specific Policy Areas" is amended by adding 3.3.2.c as follows: c. The lands designated as 'Industrial' in Lot 38, R.P. 487, having frontage on Edward Street may only be used for data processing uses, and business and professional offices excluding medical. The size of the buildings on the lands shall be limited to 250 square metres. Site Plan approval for the lands shall ensure that matters regarding the configuration and potential upgrading of the existing unstructured parking area, buffer strips, and ingress/egress areas are resolved with consideration for both the environmental constraints of the site and regular Town standards. The lands shall be zoned in an appropriate zoning category that contains specific provisions to ensure implementation in accordance with the policies of this Plan. Implementation.and Interpretation The implementation and interpretation of this amendment shall be in accordance with the respective policies of the Aurora Official Plan, Zoning By-law and Site Plan Agreements. 7. :..:! The amendment stipulates that matters pertaining to the configuration and potential upgrading of the existing unstructured parking area, buffer strips and ingress/egress areas be resolved through the site plan approval process and implemented through a site specific Zoning By-law Amendment.
