BEING A BY-LAW to adopt Official Plan
Amendment No. 13
The Council of the Corporation of the Town of Aurora, under Section 17 (6) of the Planning Act,
RSO 1990 Chapter P. 13 as amended, hereby enacts as follows:
1. Official Plan Amendment No. 13 for the Town of Aurora, consisting of the attached
explanatory text and schedules, is hereby adopted.
2. The Clerk is hereby authorized and directed to make application to the Minister of Municipal
Affairs for approval of Official Plan Amendment No. 13 for the Town of Aurora.
3. This By-law shall come into force and take effect on the day of the final passage thereof.

THE PREAMBLE does not constitute part of this Amendment.
THE AMENDMENT, consisting of the following text and maps (designated
Schedule "A") constitutes Amendment No. 13 to the Official Plan for the
Town of Aurora.
THE APPENDIX does not constitute part of this Amendment.

PART I -THE PREAMBLE
Pumose of the Amendment
The purpose of this amendment is to:
1) Change the land use designation of a 1.59 ha. (3.93 acres) parcel ofland situated on the north
side of Bloomington road, approximately 30 metres (100ft.) west of Elderberry Trail, as
shown on Schedule "A" attached hereto and forming part of this amendment, from "Rural"
to "Estate Residential".
2) To establish site specific policies as it relates to development of the subject lands.
Location
The lands subject of this Amendment are described as Part of Lot 71, Concession 1 WYS, Town of
Aurora as shown on Schedules "A" attached hereto.
Basis of the Amendment
It is the opinion of Council that these lands have sufficient physical and locational attributes to be
considered for Estate Residential purposes as summarized below:
1) Development of the subject lands may be viewed as an "infill" project, as supported by
recent Provincial initiatives and Official Plan objectives (OPA #1, Housing Intensification),
to be developed in conjunction with the abutting property to the east described as Lot 30 Plan
65M-2767, to create a total of 3 estate residential lots. The designation of the subject lands
will result in 2 additional lots fronting onto Elderberry Trail which will not require the
extension of any municipal services.
2) The proposed amendment is in keeping with the Estate Residential policies and provisions
of the Aurora Official Plan which encourages the use of estate residential development for
buffering purposes between adjacent municipalities and states that only lands with an
outstanding natural setting may be considered for estate residential development.
3) The proposed development of the subject lands will provide for an improved lot pattern at
the Bloomington Road entrance into the subdivision. House siting on the resultant lots can
be well positioned with substantial setbacks from Elderberry Trail.
4) There is opportunity for significant landscape treatment of the proposed lots and to provide
a landscape buffer along Bloomington Road. An engineering report confirms that the
proposed lots can be properly serviced with individual private wells and septic systems.

PART II-THE AMENDMENT
Introductory Statement
All of this part of the document entitled Part II: THE AMENDMENT, consisting of the following
text and attached map, identified as Schedule "A" (Land Use plan of the Town of Aurora) constitutes
Amendment No. 13 to the Official Plan of the Town of Aurora.
Details of the Amendment
The Official Plan of the Town of Aurora, as amended, is hereby further amended as follows:

The area indicated on Schedule "A" attached hereto and forming part of this
amendment, being Part ofLot 71, Concession 1 WYS, is hereby redesignated
from "Rural" to "Estate Residential".
Section 3.1.4 (Site Specific Policy Areas) is hereby amended by adding
3.1.4.i to the end of that Section as follows:
1. The lands designated as "Estate Residential" as shown on Schedule "A" attached
hereto, being Part of Lot 71, Concession 1 WYS, together with Lot 30 Registered
Plan 65M-2767, shall be used for the development of a maximum of three estate
residential lots. The minimum lot area for each lot shall be 0.70 hectares.
Implementation and Interpretation
Amendment Number 13 to the Official Plan will be implemented and interpreted in accordance with
the respective policies of the Town of Aurora Official Plan, as amended. Development of the subject
lands will require an amendment to the Town's Zoning Bylaw to establish an Estate Residential
zoning classification with suitable provisions to govern future uses .

EXPLANATORY NOTE
RE: Official Plan Amendment Number 13
The lands affected by the Official Plan Amendment are located in Part of Lot 71, Concession ·1
WYS, Town of Aurora.
The subject lands are currently designated Ruriil in the Town of Aurora Official Plan. The purpose
of this Official Plan Amendment is to redesignate the subject lands to Estate Residential. The
Official Plan Amendment would permit the development of the lands, in conjunction with the lands
directly abutting to the east which front on Elderberry Trail, for· a total of three estate residential lots.
The new lots would front onto Elderberry Trail and would extend in depth into the subject lands.
Appropriate development standards are provided for through this Amendment which includes a
minimum lot size of0.70 hectares (1.73 acres).
