BEING A BY-LAW to adopt
Official Plan Amendment No.5
(Macont)
The Council of the Corporation of the Town of Aurora, under Section 17 (6) of the Planning Act,
RSO 1990 Chapter P. 13 as amended, hereby enacts as follows:
1. Official Plan Amendment No. 5 for the Town of Aurora, consisting of the attached
explanatory text and schedules, is hereby adopted.
2. The Clerk is hereby authorized and directed to make application to the Minister of
Municipal Affairs for approval of Official Plan Amendment No. 5 for the Town of
Aurora.
3. This By-law shall come into force and take effect on the day of the fmal passage thereof.

THE PREAMBLE does not constitute part of this Amendment.
THE AMENDMENT, consisting of the following text and schedules,
constitutes Amendment No. 5 to the Official Plan for the Town of Aurora.

PART I. THE PREAMBLE
Pumose
The purpose of this amendment is to:
1. Change the land use category applying to Lots 3 and 4, Registered Plan M-51, from
Industrial to Commercial.
2. Revise the existing site specific policies applying to Lots 1 and 2, Registered Plan M-51,
to include Lots 3 and 4, Registered Plan M-51.
Location
This amendment consists of two parts which shall be referred to as Items (1) and (2).
Item (1): The lands affected by this amendment are Lots 3 and 4, Registered Plan M-51, as
shown on Schedules "A", "B", and "H", attached.
Item (2): The policies of Section 3.2.7.a, Planning Components-Commercial Centres-Site
Specific Policy Areas, are to be amended to recognize the expansion of the existing auto campus
on Lots 1 and 2, R.P. M-51 to include Lots 3 and 4, R.P. M-51.
Basis of the Amendment
· Council has enacted this amendment on the following basis:
1. The subject lands are located within the "Yonge Street South Community Commercial
Centre" and are contiguous to an existing auto campus on Lots 1 and 2, Registered Plan
M-51. The clustering of related automotive uses at the periphery of the commercial area
and the functional co-ordination of the ac?vities within the site, are in keeping with the
Campus Commercial and Community Commercial Centre policies of the Official Plan.
2. The expanded auto campus is compatible with the existing service commercial use to the
north, industrial use to the east and the CNR rail line to the south.
3. A substantial buffer area composed of landscaped open space is to be provided across the
frontage of the expansion to complement the landscaping of the existing auto campus and
mitigate the impact of parking on the streetscape.
4. The details of the proposal, including the composition of permitted uses within the auto
campus and the associated parking requirements are to be confirmed through the site plan

approval process and set out in the zoning by-law. The site plan process shall among
other matters ensure the functional and aesthetic integration of the proposed addition with
the existing auto campus, inluding the co-ordination of access and parking, lighting,
landscaping and building design.

PART II· THE AMENDMENT
Introductory Statement
All of this part of the document entitled Part II -The Amendment, consisting of the following
text and amended Schedules A, B and H, constitutes Amendment No. 5 to the Official Plan for
the Town of Aurora.
Details of the Amendment
The Official Plan of the Town of Aurora is hereby amended as follows:
Part Three-"Planning Components", Section 3.2 -"Commercial Centres", Subsection 3.2.7 -
"Site Specific Policy Areas" is amended by deleting 3.2.7.a and replacing it with the following:
a The automobile sales campuses in Lot 84, Concession 1 E.Y.S., and Lots 1-4 of
Registered Plan M-51, are based on comprehensive design concepts to ensure high
standards of urban design. A substantial landscaped buffer area is required adjacent to
Old Y onge Street and along Y onge Street averaging 5 metres in width but nowhere less
than 2 metres. Along the northern boundary of the campus property in Lot 84,
Concession 1, E. Y.S. the buffer area shall not be less than 10 metres wide. Along
Allaura Boulevard, the buffer strip shall be a minimum of 3 metres in width and shall
average 5 metres in width across the frontage of Lots 1 and 2 R.P. M-51. The use of
these sites shall be limited to automotive campuses including sales, servicing and related
automotive uses as specifically set out in the implementing Zoning By-laws.
Implementation and Intemretation
The implementation and interpretation of this Amendment shall be in accordance with the
respective policies of the Aurora Official Plan, Zoning By-law and Site Plan Agreements.

EXPLANATORY NOTE:
RE: Official Plan Amendment No. 5
Official Plan Amendment No. 5 redesignates the subject lands, being Lots 3 and 4 Registered
Plan M-51, from "Industrial" to "Commercial (Specific)" to permit the lands to be used for an
automotive campus including sales, serving and related uses, in conjunction with the existing auto
sales campus on Lots 1 and 2 Registered Plan M-51 located at the south east corner of Allaura
Boulevard and Y onge Street. The amendment requires that a landscaped strip with a minimum
width of 3 metres be provided along the Allaura frontage of Lots 3 and 4 to complement the
landscaping of the existing development and ensure an attractive streetscape. The specific
component uses within the auto campus and the associated parking requirements are to be
confmned through the site plan approval process and specified in the implementing zoning by-
laws.
