AMENDMENT NO. 9
TO THE
OFFICIAL PLAN FOR THE
TOWN OF AURORA
This Amendment No. 9 to the Official Plan for the Town
of Aurora which was adopted by the Council of the
corporation of the Town of Aurora is hereby modified as
follows:
1. "Schedule A -Location of Special Study Area" is
enlarged by including within the Special study
Area, the lands located at the south-east corner
of Bayview Avenue and Wellington street and
identified as Modification No. 1 on Schedule A.
As thus modified, Amendment No. 9 to the Town of Aurora
Official Plan is hereby approved under Sections 17 and
21 of the Planning Act.

BEING A BY-LAW to adopt Official Plan
Amendment No. 9 (Magna -Special Study
Area)
The Council of the Corporation of the Town of Aurora, under Section 17 (6) of the Planning Act,
RSO 1990 Chapter P. 13 as amended, hereby enacts as follows:
1. Official Plan Amendment No. 9 for the Town of Aurora, consisting of the attached
explanatory text and schedule, is hereby adopted.
2. The Clerk is hereby authorized and directed to make application to the Minister of
Municipal Affairs for approval of Official Plan Amendment No. 9 for the Town of
Aurora.
3. This By-law shall come into force and take effect on the day of the final passage thereof.
READ A FIRST AND SECOND TIME THIS 25th DAY OF MAY, 1994.
READ A THIRD AND FINAL TIME AND FINALLY PASSED THIS 2nd DAY OF
JUNE, 1994.

Schedule "A") constitutes Amendment No. 9 to the Official Plan for the
Town of Aurora.

Magna -Special Study Area
PART I-THE PREAMBLE
Purpose of the Amendment
The purpose of this amendment is to amend the policies of the Official Plan to establish "Special
Study Area" provisions within the subject land shown on Schedule "A" attached hereto and
fonning part of this amendment.
Location
The lands affected by this amendment are located within Part of Lots 17, 18, 19 and 20 in
Concession 2.
Basis of the Amendment
Council has enacted the amendment in response to the following:
1. An application has been received by Magna International Inc. and Alpenhouse Limited
to establish a Special Study Area on 188 hectares (464 Acres) of land adjacent to lands
subject to Official Plan Amendments 7 and 8.
2. The approval of Official Plan Amendments 7 and 8 will result in limited development
outside of the Town's urban settlement boundaries. It is therefore appropriate that
policies and terms of reference to guide. future study of these lands be established.
3. Section 4.1 a of the Official Plan states that:
"Council shall base major additional land redesignation which will accommodate
growth beyond the first 10 years, on the five-year Official Plan review process."
4. Section 4.1 b of the Official Plan provides the context within which Planning Studies,
related to growth beyond the first 10 year urban settleme'!t boundaries is to occur.
5. The required Planning Studies should not be developed on a site specific basis, but should
assess further growth on a community scale as part of the Town's five year Official Plan
review. As such, the special study on the subject lands shall be part of a larger growth
management strategy which may encompass lands outside this amendment area.
6. It is the intent of Council that this amendment shall not operate to pennit the undertaking
of any special studies on the subject lands until such time as all Ministerial Referrals
affecting the lands shown on Schedule "A" attached hereto have been removed or
otherwise dealt with to the satisfaction of the Town of Aurora.

PART II-THE AMENDMENT
Introductory Statement
All of this part of the document entitled Part II -The Amendment, consisting of the following
text and attached map, designated Schedule "A" (Location of Special Study Area), constitutes
Amendment Number 9 to the Official Plan for the Town of Aurora.
Details of the Amendment
The Official Plan of the Town of Aurora is hereby amended by adding the following as Section
4. 1. e:
i) Council intends to undertake a Growth Management Study and Secondary Plans to
determine and plan, respectively, for the long term land use and infrastructure needs of
the Town. The Terms of Reference for these studies shall be structured around Section
4.1. a and band Part III of this Plan. The Growth Management Study shall address long
term planning for the Town and prioritize comprehensive Secondary Planning Areas for
orderly urban growth of the Town.
ii) The lands shown on Schedule "A" attached hereto and forming part of this amendment
in parts of Lots 17, 18, 19, and 20 shall be established as Special Study Areas. The lands
shall be incorporated into Secondary Planning Areas as determined through the Growth
Management Study for the purposes of a comprehensive study relating to the general
timing, uses, densities and boundaries. The lands adjacent to Bayview Avenue shall be
a priority in terms of preparing Secondary Plans.
iii) The terms of reference and timeframe for the Growth Management Study and the
Secondary Plans shall be established by the Town of Aurora in consultation with the
Region of York and all public agencies having jurisdiction.
iv) The terms of reference for the Planning Studies shall be.,sjDJctured around Section 4.1 b
of the Official Plan and shall also include, as a component, an analysis of the future
public open space, parks and trail system needs. The terms of reference shall have
particular regard to the "Environment" policies of Section 3.11 to the Official Plan.
v) Council may apply Interim Control By-laws to the lands shown on Schedule "A", if
Council deems it appropriate to temporarily protect the subject lands from premature or
unsuitable development.
Implementation and Interpretation
The implementation and interpretation of this amendment shall be in accordance with the
respective policies of the Aurora Official Plan, and as may more specifically be set out or implied
within the policies contained herein.
