BEING A BY-LAW to adopt Official Plan
Amendment No.IO
The Council of the Corporation of the Town of Aurora, under Section 17 (6) of the Planning
Act, RSO 1990 Chapter P. 13 as amended, hereby enacts as follows:
L Official Plan Amendment No. 10 for the Town of Aurora, consisting of the attached
explanatory text and schedules, is hereby adopted.
2. · The Clerk is hereby authorized and directed to make application to the Minister of
Municipal Affairs for approval of Official Plan Amendment No. 10 for the Town of
Aurora.
3. This By-law shall come into force and take effect on the day of the fmal passage thereof.

THE AMENDMENT, consisting of the following text and maps
(designated Schedule "A") constitutes Amendment No. 10 to the Official
Plan for the Town of Aurora.
THE APPENDIX does not constitute part of this Amendment.

PART I-THE PREAMBLE
Purpose of the Amendment
This amendment changes the designation of a 0.3 ha (0.75 ac) parcel ofland within the Bayview
Wellington Centre Secondary Plan area from "Residential High Density -Mixed Use" to
"Residential Medium Density-Specific" permitting a limited range of commercial uses.
Location
The lands subject to this Amendment are located at the northerly edge of Lot 81, Concession 1,
E.Y.S. immediately east of John West Way and west of the Ontario Hydro right of way, as
shown in the Appendix, attached hereto.
Basis of the Amendment
Council has enacted the amendment in response to the following:
1 The Bayview Wellington Centre Secondary Plan, O.P.A. # 6, contains policies and land
use designations to create a vibrant Civic Square. The Square is to become the focus of
both the Core Area of the surrounding neighbourhood and of the wider urban area. To
achieve this objective, the Secondary Plan had designated the lands surrounding the
Square as "Residential High Density-Mixed Use" and provided policies to generate a
high level of activity and a strong sense of enclosure.
2 The applicant originally proposed to change the Official Plan designation of the subject
parcel of land on the south side of the proposed Civic Square from "Residential High
Density Mixed Use" to "Residential Medium Density" permitting "Expanded Home
Occupations". Reflecting the concerns of Council and regional and local planning staff
to achieve human scale development, a sense of enclosure, and a high level of activity
in and around the proposed Civic Square, the application was modified to:
• include several specific design conditions, which ensure viability of commercial
uses at grade,
• maximize height to create a sense of enclosure, and
• change the commercial component from "Expanded Home Occupations" to a
limited range of commercial uses which would include predominantly retail uses.
3 The modified, proposal is felt to comply with the spirit and intent of the Bayview
Wellington Centre Secondary Plan relating to the concept for the Core Area surrounding
the proposed Civic Square.
4 The Amendment generally complies with the Secondary Plan policies guiding the ranges
and mix of housing units.

PART II-THE AMENDMENT
(This is the operative part of Official Plan Amendment No. 10)
Introductory Statement
All of this part of the document, entitled Part II -The Amendment, consisting of the
following text and attached map, designated Schednle A-A -Detailed Land Use Plan
attached hereto, constitute Amendment No. 10 of the Official Plan of the Aurora Planning
Area.
Details of the Amendment
The Official Plan of the Town of Aurora, (Official Plan Amendment No. 6), is hereby
amended as follows:
Schedule A-Land Use Plan, (Official Plan Amendment No. 6), be amended by changing
the land use designation from "Residential High Density -Mixed Use" to "Residential
Medium Density -Specific", permitting a limited range of commercial uses on the subject
lands, as shown on Schedule A-A attached hereto and foirning part of this amendment.
Section 3 .2.2 is amended by adding the following as Section 3 .2.2. g, Site Specific Policy:
i Notwithstanding the policies set out in Sections 3.2.1 b, 3.2.1 hand 3.6.a ii of the
Bayview Wellington Centre Secondary Plan, "Residential Medium Density-Specific"
uses permitting a limited range of commercial uses at grade, shall only occur on the
described lands shown on Schednle "AA'' if the following requirements are fully
complied with, together with the relevant and applicable other policies of the Official
Plan:
• level at grade entrances to provide access to handicapped persons;
• front yard setbacks of a maximum of 3 metres, (10 ft), exclusive of balconies;
• required height of at least 3 storeys;
• facades be continuous and not fragmented into more than two rows;
• possibility for "eyes on the street" surveillance by open balconies and/or large
openable windows overlooking the Square;
• first floor ceiling heights appropriate to accommodate commercial uses;
• large main floor windows suitable for the display of goods; and
• permission for a limited range of optional commercial retail uses at grade.

Implementation and Interpretation
The implementation and interpretation of this amendment shall be in accordance with the
respective policies of the Aurora Official Plan, as amended. by the Bayview Wellington
Centre Secondary Plan, Official Plan Amendment No. 6, and as may more specifically be set
out or implied within the policies contained herein.

Explanatory Note
RE: Official Plan Amendment Number 10 (By-law 3581-94.D)
Official Plan Amendment Number 10 redesignates a 0.3 ha (0.75 acre) site
located in Part Lot 81, Concession 1, E.Y.S., within the Bayview Wellington
Centre Secondary Plan Area from "Residential High Density -Mixed Use"
to "Residential Medium Density -Site Specific Policy Area". Specifically,
the effect of this amendment is to permit the development of three storey town
houses with limited commercial uses at grade instead of seven storey
apartment buildings with commercial at grade. The amendment contains
detailed design guidelines to facilitate the provision of limited commercial
retail and office uses.
