ADOPTION BY-LAW FOR OFFICIAL PLAN AMENDMENT NO. 63

OF THE MUNICIPAL CORPORATION OF THE TOWN OF AURORA
The Council of the Corporation of the Town of Aurora, under Section 17 (6) of the Planning Act,
1983, hereby enacts as follows:
L Official Plan Amendment No. 63 for the Town of Aurora, consisting of the attached
explanatory text and schedules, is hereby adopted.
2. The Clerk is hereby authorized and directed to make application to the Minister of
Municipal Affairs for approval of Official Plan Amendment No. 63 for the Town of
Aurora.
3. This By-law shall come into force and take effect on the day of the fmal passage thereof.

This Amendment to the Official Plan for the Town of Aurora, which has been adopted by the
Council of the Corporation of the Town of Aurora, is hereby approved in accordance with
Section 17 of the Planning Act, 1983 as Amendment No. 63 to the Official Plan for the Town
of Aurora.

This Amendment No. 63 to the Official Plan for Town of
Aurora which was adopted by the Council of the
Corporation of the Town of Aurora is hereby modified as
follows:
1. Page 4, PART II -THE AMENDMENT, Details of the
Affiendment, Item (2), Section iii) is hereby
deleted in its entirety and replaced with the
following:
II iii) The site plan agreement shall require an
agreement between the applicant and the
Region of York Engineering Department be
registered on title to guarantee that
water for irrigation for its proposed
golf course operations will not be
pumped from the deep aquifer but will be
taken only from a storm water retention
system or from an existing surface water
source."
2. Page 4, PART II -THE AMENDMENT, Details of the
Amendment, Item (2), Section vi) is hereby
modified by the addition of the words "of fifteen
horizontal metres" after "Protective vegetative
buffer stripsn.

3. Page 4, PART II -THE AMENDMENT, Details of the
Amendment, Item (2), is hereby modified with the
addition of Section viii) as follows:
"viii) That prior to site plan approval for
this site, the Ministry of Natural
Resources must have reviewed and
approved preliminary storm water
management plans to ensure adequate
consideration has been given to this
concern and a~equate land has been set
aside for these purposes.
As thus modified, this amendment is hereby approved
pursuant to Sections 17 and 21 of. the Planning Act.

STATEMENT OF COMPONENTS
THE PREAMBLE does not constitute part of this Amendment.
THE AMENDMENT, consisting of the following text and schedule
constitutes Amendment No. 63 to the Official Plan for the Town of
Aurora.

PART I-THE PREAMBLE
Purpose of the Amendment
The purpose of this amendment is to change the land use designation on the subject lands on
Schedule "A" attached hereto and forming part of this amendment from "Rural" and
"Environmental Protection Area" to "Major Open Space (Specific)" and to establish site specific
policies to permit the use of the lands for a golf course.
Location
The lands affected by this amendment are located on Part Lot 86, Concession 1 E.Y.S.
Basis of the Amendment
Council has enacted this amendment in response to the following:
1. The proposed amendment is in keeping with Official Plan Amendment No. 54 which sets
out land uses and policies for development in the Town's north end, specifically providing
for the use of the subject lands for a golf course in connection with the adjacent lands in
Newmarket The new Official Plan, enacted by Council on June 27, 1991, contains
revised policies for "Flood Prone Areas" which would restrict or prohibit active
recreational activities such as golf courses; only permitting them with the consent of the
Ministries of Natural Resources and the Environment, the appropriate Conservation
Authority and the Regional Medical Officer of Health. This amendment consequently
includes specific policies to mitigate environmental impacts from the golf course
development in keeping with the intent and objectives of the Council adopted Official
Plan.
2. The majority of the site lies within the floodplain of the Holland River currently
designated "Environmental Protection Area", which permits golf courses. The proposed
amendment is required both to permit golf course use of the table land (Rural) portion of
the lands and to allow a proposed accessory structure and associated parking in the
floodplain at the southwest portion of the site.
3. Measures shall be incorporated in the Site Plan Agreement to mitigate the potential
hazards and impacts of the golf course development on the natural environment, including
any impact of the proposed accessory structure to be constructed in the floodplain.
4. The development is to be on full municipal services. An agreement is to be entered into
with the York Region Engineering Department to ensure that the applicant will not use
water from the deep well acquifer for irrigation purposes.

PART ll-THE AMENDMENT
Introductory Statement
All of this part of the document entitled Part II -The Amendment, consisting of the following
text and attached map, designated Schedule "A" (Land Use Plan), constitutes Amendment No.
63 to the Official Plan for the Town of Aurora.
Details of the Amendment
The Official Plan of the Town of Aurora is hereby amended as follows:

The area indicated on Schedule "A" attached hereto and forming part of this
amendment, being Part of Lot 86, Concession 1 E.Y.S., is hereby redesignated
from "Rural" and "Environmental Protection Area" to "Major Open Space
(Specific)".
Section 4 (Land Use) Subsection of (Major Open Space) is hereby amended by
adding the following to the end of that section.
The lands designated "Major Open Space (Specific)" in Part of Lot 86, Concession
1 E. Y.S. may be used for a golf course as well as accessory buildings or stroctures
and associated parking.
The following provisions shall apply to the subject lands:
i) The lands shall be subject to a site plan agreement which among other
matters shall ensure measures are taken to mitigate potential impacts of the
golf course development including any accessory buildings and associated
parking facilities on the tributaries of the Holland River and the
environment in general. In addition to the existing bam on the lands,
which is to be used for storage of golf carts, two additional accessory
buildings and associated parking facilities shall be permitted, comprised of
a clubhouse on the tableland portion of the site, and a maintenance
building within the floodplain of the Holland River at the southwest
portion of the site. The site plan shall require the review and approval of
the Town, the Ministries of Natural Resources and Environment, the Lake
Simcoe Region Conservation Authority, and the York Region Officer of
Medical Health and Engineering Department.

ii) The accessory maintenance building to be pennitted within the floodplain
shall not exceed 710 square metres of gross floor area. The site plan
agreement shall include provisions to ensure floodproofing of any building
and restrictions on overnight use of parking facilities, subject to the
approval of the Town and the Lake Simcoe Region Conservation
Authority.

iv) The development is to be on full municipal services. Access to the site is
to be by way of a joint driveway onto St. John's Sideroad with the
adjoining lands to the east. This access driveway is to be aligned with the
planned intersection on the south side of St. John's Sideroad serving the
adjacent industrial lands. A secondary access specifically for the use of
the accessory maintenance building is to be pennitted further west along
St. John's Sideroad.
v) Special attention shall be given to the s1tmg, design, cladding and
landscape treatment of both the proposed clubhouse facility and
maintenance building through the site plan approval process to ensure
compatibility with the high standards of design and landscaping imposed
on the neighbouring industrial lands to the south, the proposed residential
uses to the east and the natural environment.
MODIFICATION vi)

watercourses on the lands, as required by the Ministry of Natural
Resources and the Lake Simcoe Region Conservation Authority. Such
buffers shall be left in a natural, undisturbed state.
