Amendment No. 32
to the
Official Plan for the
Aurora Planning Area
This amendment to the Official Plan for the
Aurora Planning Area, which has been adopted
by the Council of the Corporation of the
Town of Aurora is hereby modified under the
provisions of section 21 of the Planning Act,
as follows:
Part II-The Amendment, Item (2), the new
subsection S.b.(ii) is modified by the addition
of a new item (d) as follows:
"(d) Developers of projects in this
area shall be cognizant of possible
noise impact from vehicular traffic
movement and architectural consultants
shall work with accoustical consultants
to ensure that indoor noise levels of

the residential component are acceptable."
As thus modified, this amendment is hereby approved
pursuant to section 21 of the Planning Act, as
Amendment No. 32 to the Official Plan for the
Aurora Planning Area.

ADOPTION BY-LAW FOR OFFICIAL PLAN AMENDMENT NO. 32

OF THE MUNICIPAL CORPORATION OF THE TOWN OF AURORA
The Council of the Corporation of the Town of Aurora, under Section
17(6) of the Planning Act, 1983, hereby enacts as follows:
Official Plan Amendment No. 32 for the Town of Aurora,
consisting of the attached maps and explanatory text, is hereby
adopted.
2. The Clerk is hereby authorized and directed to make application
to the Minister of Municipal Affairs and Housing for approval of
Official Plan Amendment No. 32 for the Town of Aurora.
3. This By-law shall come into force and take effect on the day of
the final passage thereof.

STATEMENT OF COMPONENTS
PART I -THE PREAMBLE does not constitute part of this Amendment.
PART II -THE AMENDMENT, consisting of the following . text and map
(de signa ted Schedule 1 A 1 ), constitutes Amendment No. 32 to the
Official Plan for the Town of Aurora.

PART 1: THE PREAMBLE
The purpose of this Amendment is:
1. To permit residential uses to locate on the upper storeys above
commercial uses in buildings located in the Central Business
District.
2. To set forth policies governing the establishment of such
residential uses.
LOCATION -------
This Amendment consists of two parts which shall be referred to as
items (1) and (2).
I tern (1): The lands affected by this Amendment are those of the
Central Business District, centred on Yonge Street between
Irwin Avenue and Ransom Street, more particularly described
on Schedule 'A' attached.
Item (2): Special policies governing the lands affected
Amendment are to be added to Section 4 (Land
and Policies) of the Official Plan for the Town
as subsection 5.b.(ii), replacing the existing
5.b.(ii).

The lands affected by this Amendment are those properties within the
Central Business District which are de signa ted "Commercial". In 198 2,
Council commissioned a study of Aurora's core area in order to develop a
strategy for improvement of the downtown. The Diamond study dealt with
Market Analysis, Land Use Planning Analysis, Transportation and Parking,
and Urban Design as it applies to Aurora's Central Business District. In
its findings, it was determined that mixed use residential and retail
development would be a highly positive type of development in the core
area. Sidewalk oriented retail stores could enhance the opportunity for
comparison shopping, while new apartments on the upper floors would add
vitality by increasing pedestrian traffic. Furthermore, an increased resident
population within easy walking distance of the core area would strengthen
the local retail market potential for downtown businesses.

The Diamond study also found that the rental vacancy rate in Aurora
is below one percent and that the market potential for rental stock in the
core area appears good. These findings were reconfirmed in the more
recent Municipal Housing Statement produced for Aurora in November of
1984. The Housing Statement determined that there is a decreasing stock
of multiple-family rental accommodation in Aurora and a growing demand for
rental units.
Goal I of Aurora's Official Plan states:
"An orderly and efficient distribution of land uses for desirable
growth in the municipality."
Two of the objectives relating to this goal with respect to residential
development in Aurora are relevant to this Amendment. They are:
"(a) residential.
"2. Encouragement be given for the provision of a variety of housing
densities and types to provide a diverse housing stock within the
Town within the financial capabilities of the municipality.
"4. Medium and high-density residential development should be
encouraged to take place around the central area or where
commercial and cultural facilities are within walking distance."
In an attempt to achieve these objectives, Council feels that
residential uses should be permitted to locate on the upper storeys above
business uses in the core area. Council has already passed site specific
zoning amendments for certain properties in the core area to permit
apartment units on the upper floors above businesses. Requests for more
similar amendments demonstrate that there is a demand for this type of
development on the part of building owners, as well as a demand for
addi tiona! rental stock. Council now feels that all commercial properties in
the Central Business District should be afforded the opportunity to rent
space above businesses for residential purposes. The main thrust of this
Amendment is to provide Official Plan policies which will give adequate
guidance for the development of residential uses above business uses in the
Central Business District.

PART II -THE AMENDMENT
All of this part of the document entitled Part II -The Amendment,
consisting of the following text and attached map de signa ted Schedule
'A' (Land Use Plan) consitutues Amendment No. 32 to the Official Plan
for the Town of Aurora.
The Official Plan of the Aurora Planning Area is hereby amended as
follows:
Item (!): The area indica ted on the attached Schedule 'A' of the
Official Plan is hereby de signa ted the Central Business
District.
