BYLAW - OPA #27 - 19840220 - 264784BY-LAW NUMBER 264;7-84 OF THE MUNICIPAL CORPORATION OF THE TOWN OF AURORA Being a By-law to adopt Amendment No. 27 to the Official Plan of the Aurora Planning Area. The Council of the Corporation of the Tbwn of Aurora in accordance with the provisions of Sectibn 17(1) of The Planning Act enacts as follows: 1. Amendment No. 27 to.the Official Plan of the Aurora Planning Area, consisting of the attached explanatory text, is hereby adopted. 2. That the Municipal Corporation of the Town of Aurora make application to the Ministry of Housing for approval of said Amendment. 3. The Clerk is hereby authorized and empowered to make or cause to be made on behalf of this! This Amendment to the Official Plan of the Aurora Plan- ning Area which has been adopted by the Council of the Town of Aurora is hereby approved in accordance with Section 17 of The Planning Act, as Amendment No. 27 to the Official Plan of the Aurora Planning Area. AMENDMENT NO. 27 TO THE OFFICIAL PLAN OF THE AURORA PLANNING AREA PART I: THE PREAMBLE 1. TITLE AND COMPONENTS This amendment comprising the tex~ and schedule shall be known as Amendment 27 to the Official Plan of the Aurora Planning Area. 2. THE PURPOSES The purpose of this amendment is to: (i) Change the land use categoryiapplying to the subject lands as follows: a) from 'Suburban Residential' to 'Urban Residential - Area "A"'; b) c) from 'Rural' to 'Urban Residential -Area "B"' ; ' from 'Rural' to 'Suburb~n Residential' and 'Major Open Space Area •:,•en' as shown on Schedule 'A' attached hereto and forming part of this amendment. (ii) To provide policies. 3. LOCATION The subject lands are part of Lots 76 and 77, Concession 1, W. Y. S. as shown on Schedule 1 A 1 • · 4. BASIS OF THE AMENDMENT This amendment has been enacted in response to the following: (i) In 1978 and 1979 Council car~ied out a Secondary Plan for the 'Aurora West' area. The text and parts of the schedule to the !plan were approved by the Ontario Municipal Board py its order dated May 24th, 1979. The subject lands were designated as 'Suburban Residential' on the Aurora West Secondary Plan. The applicants have nqw carried out a detailed review of the subject site in support of the requested designations. j \ (ii) (iii) The original servicing conce~t for land in the Suburban Residential category was municipal water supply and private waste dis~osal systems. The Medical Officer of Health has opposed the wide scale use of this combination because of the poor soil conditions in the area. Because full services will be supplied to the site; the applicants have now requested that Area A be !designated 'Urban Residential'. The area is not tree covered. Area 'B' is proposed for 'Urban Residential' lots although because there are some extreme grades in the area larger than normal lots will be required. The more northerly part of this area is treed. The large lot urban style development forms a transition between the proposed urban residential to the south and the suburban residential to the north. (iv) Area 'C' is proposed for 'Suburban Residential' uses although again because of topographic and soil constraints considerably larger lots than the minimum . 2 hectare size will :be required in some instances. · The applicants propose to ser;vice this area with municipal water supply in most instances and private disposal systems. Wetlls may be used where approved by the Medical Offic~r of Health. (v) The westerly edgeof the subj$ct site will be 'Suburban Residential' which is considered to be compatible with.the Rural Land Uses of King Township. Where the area lS open, lands9aping and berming will be required. ! (vi) There is a low area along the'! most northerly part of the property which is being designated Major Open Space. · AMENDMENT NO. !27 TO THE OFFICIAL PLAN OF THE AURORA PLAN~ING AREA PART III: THE AMENDMENT STATEMENT OF PRINCIPLES :AND POLICIES GOVERNING AMENDMENT NO. 27 The Official Plan is amended as follows: 1. Schedule 'A' to the Official Plan of the Aurora Planning Area is amended by changing the land use categories from 'Sur bur ban Residential' to 'Urb.im Residential' , (Area A) from 'Rural' to 'Urban Residential' (Area B) and from 'Rural' to 'Suburban Residential' and 'Major Open Space' (Area C) as shown on Schedule 'A' to this amendment. 2. Section 4(4)b.A is hereby amendediby adding the following after the last sentence in the Section.
