to the
Official Plan for the
Aurora Planning Area
This amendment to the Official Plan for the Aurora
Planning Area, which has been adopted by the Council
of the Corporation of the Town of Aurora, is hereby
approved in accordance with Section 17 of the Planning
Act as Amendment No. 18 to the Official Plan for
the Aurora Planning Area.

OF THE AURORA PLANNING AREA
PART III: THE AMENDMENT
STATEMENT OF PRINCIPLES AND POLICIES
GOVERNING THE AMENDMENT NO. !.8_
1. PURPOSE
The purpose of thls Amendment is to redesignate the
subject lands shown on Schedule 'A' from Rural to
Estate Residential.
2. POLICIES
i) The policies of Section 4.8 "Subdivision Design
Criteria" and the policies of Section 4.11 "Environ-
mental Protection Area" will apply to the subject
lands.
ii) In addition to the above noted policies the
following policy will apply to the subject lands.
iii)
"Sufficient screening and landscaping will be
carried out along the H.E.P.C. and Bloomington
Sideroad in accordance with the detailed landscape
analysis."
This Amendment will not allow any vehicle access
to Bayview Avenue.
3. IMPLEMENTATION
This Official Plan Amendment shall be implemented as·
follows:

New development .in the Amendment. area shall occur
by means of a plan of subdivision under Section 33
of 1~e Planning Act.
Registration of such a plan of stibdivision shall
be in accordance with the provision·s determined by
Council.
A restricted area (zoning) by-law shall be passed
to implement the provisions of this Amendment as
and when considered appropriate in conjunction
with an approved j:>lan of subdivision.

The land has little value for agriculture since
most of the property has limitations due to soil
characteristics,. drainage or steep topography.
The site is predbminately characterized by classes
4-7 for agriculture, The "Estate Residential
Guidelines'' for the Town of Aurora considers
estate residen~ial development in areas of classes
4-7 agricultural lands. The wooded areas will be
maintained in their natural state as much as
possible preserving the scenic quality of the
site. ·
The development of this site for estate residential
purposes will result in the removal of the existing
auto wrecking yard which is a non-conforming use.

PART II: THE PREAMBLE
1. TITLE AND COMPONENTS
This amendment comprising the text and schedule shall
be known as Amendment Number 1.fi to the Official Plan of
the Aurora Planning area.
2. PURPOSE OF THE AMENDMENT
The purpose of this .Amendment is to redesignate· the
subject lands (shown on Schedule 'A') from Rural to
Estate Residential.
3. BASIS OF THE AMENDMENT
This Amendment has been enacted by Council ln response
to the following:
(1) The site has physical attrlbutes which make it
sUitable for estate residential development.
(2) The applicant has submitted a landscape analysis,
soils analysis and engineering report in support
of the applicatiori.
(3) On the basis of these analyses a site design and
lot lay-out has been prepared. The site design
proposes screen plantings in strategic locations
to shield the house siteS from Bloomington Road
and from the.east and on some lot line within the
subdivision .to provide maximum privacy within the
subdivision. In addition, areas where grading
should be prohibited and areas where both grading
and clearing should be prohibited are proposed.
These areas have the effect of providing natural
screening along Bayview Avenue and the northern
boundary of the site as well as protecting sensitive
areas of the site.
It would be Council's intention to include these
site design recommendations as requirements of the
subdivision agreement in order to ensure that the
site is suitably screened.

Being a By-law to adopt Amendment No. I 8 to the Official
Plan of the Aurora. Planning Area.
The Council of the .corporation of the Town of Aurora in
accordance with the provisions 'of Section 17 (l) of The
Planning Act enacts as follows:
l. Amendment No. 18 to the Official Plan of the Aurora
Planning Area, consisting of the attached explanatory
text, is hereby adopted.
2. That the Municipal Corporation of the Town of Aurora
make application to the Ministry of Housing for approval
of said Amendment.
3. The Clerk is hereby authorized and empowered to make or
cause to be made on behalf of this Corporation such
application as may be necessary to the Ministry of
Housing for approval of said Amendment and to execute
under the Corporate Seal such documents as may be
required for the above purposes.

AMENDMENT NO .17

OF THE AURORA PLANNING AREA
PART II: 'l'HE PREAMBLE
1. Title
This amendment shall be known as Amendment No.l7to the
Official Plan of the Aurora Planning Area.
2. Purpose of the Amendment
The purpose of this amendment is to amend Section 4.5.d
"Shopping Centre Commercial Uses" to permit a combined
residential, commercial shopping centre use on the
lands shown on Schedule "A".
3. Location
The lands affected by the policies of this amendment
are comprised of part of lot l, Registered Plan 246
which lS bounded by Yonge Street to the east, Orchard
Heights Boulevard to the south, the existing residential
area to the west and St. Andrew's College to the north.
4. Basis of the Amendment
This amendment is being enacted by Council in response
to the following:
i. The subject ~ands have been designated commercial
in the official plan and zoned for shopping centre
commercial uses for some years. Various owners
over that time have unsuccessfully attempted to
develop the site for the originally planned 19,000
square metre (.204,000 square feet) indoor mall.
The present owner has proposed a "theme mall"
concept which would provide locations to specialty
shops in a setting based on a design theme such as
an old english village.
The applicant has carried out a retail analysis of
the area which supports the concept.
