OF THE MUNICIPAL CORPORATION OF THE TOWN OF AURORA
A BY-LAW TO ESTABLISH A MUNICIPAL RECREATION COMMITTEE AS AUTHORIZED
BY REGULATIONS ISSUED UNDER THE DEPARTMENT OF EDUCATION ACT.
1. There is hereby established for the Municipality of Aurora a
Municipal Recreation Conunittee which shall be responsible for the
development of a programme of recreation for the inhabitants of that
municipality in accordance with Regulations issued unier the Department
of Education Act.
2. The said collllilittee shall be known as the "AURORA RECREATION
COlVIlVIITTEE.
3. The Aurora Recreation Committee shall consist of twelve members
appointed by resolution of council, two of whom shall be members of
the municipal council l.md ten of whom shall be residents of the
municipality.·
4.· The term of office of the members of the Municipal Recreation
Committee shall be determined by resolution of the Municipal Council.\
5. Duties of Recreation Committee:
(1) The Committee shall conduct or encourage and assist the
programmes of recreation which will meet the needs and interests of the
inhabitants of the Municipality of Aurora.' Such programmes shall
include the social, cultural and physical aspects of recreation as
applied to each age group,. both male and female.'
( 2) When advisable.,. the Committee may appoint area recreation
committees and authorize such area committees to establish and operate
area community programmes of recreation, and the Committee shall provide
such services as it deems necessary to assist these area committees in
carryi!lg on their activities.'
(3) The Committee shall assist in the co-ordination of community
recreation activities.'
(4) The Committee shall assist, encourage and provide advisory
services on request to all groups, organizations, or persons carrying
on recreation activities in the li\Unicipali ty of Aurora.
(5) The Collllllittee shall at all times keep the inhabitants of the
Municipality of Aurora aware of the recreation opportunities
which are available and will continually interpret to the public the
total conununity programme of recreation.
(6) The Conunittee shall be responsible for all policies, rules
and regulations relating to the administration of the community
programme of recreation which are conducted directly by that committee
or its employees and it shall have the powers to adopt by-laws, rules
and regulations pertaining to the proper conduct of such community
programme of recreation.'
(7) The MUnicipal Recreation Committee may recommend to the
Municipal Council the appointment of a properly trained and qualified
Municipal Recreation Director.· Such Mmicipal Recreation Director
shall be employed full-time and shall be directly responsible to the
Municipal Recreation Committee.

(8) The Committee may appoint recreation workers either part-time
or full time and shall be responsible for assigning the duties and
responsibilities of such employees.;' Where a Municipal Rec~ation
Director is employed such appointments should be subject to his
recommendation.'!
(9) The Committee shall conduct and supervise organized public
recreation activities and is authorized to work jointly with other
municipal departments to provide and establish,: operate, conduct and
maintain a supervised recreation system and to operate,. improve
and maintain property,. both real and personal,: for parks,. playgrounds'
recreation centres, and other recreation facilities and activities.' ·
(10) The Committee may solicit or receive any gifts or bequests of
money or services or any donations to be applied p;rincipal or
income for either the temporary or permanent use~"~facilities,
~quipment ,. programme or other recreational pm•po selil'~!
( 11 ) Annually,. the Committee shall submit and interpret to the
Council a budget for its approval and shall make to the Council
full and complete annual and other reports as required.'!
( 12) In carrying out the provisions of this by-law,. the Committee
shall at all times be the agent of the Mimicipality of Aurora and
while acting bona fide within the limits of the authority of this
by-law neither the Commitee nor any member thereof shall incur any
liability by reason of anytming done or left undone by the
committee; provided however,. that nothing in this paragraph
contained shall authorize or empower the Committee to incur any
debt,. liability or obligation for which the Municipality of
Aurora shall become liable without having previously obtained
the consent of the council;!
By-laws number 100Q1 1020,. 1462 are hereby repealed/
