By-Law to provide for the carrying on of a colllllllllli ty programme of training in
.physical fitness and recreation.
WBEllEAS, the Municipal Act R.s.o. 1937, Ohapter 266, section 404,
2 Ia) authorizes ths Councils o:f Towns to pass by-laws for carrying on a COillllltUlity
prograJIII!le of training iil physical fitness within the ll!laning of the regulations.

AliD WHEREAS it is deemed expedient .to pass such a By-Law.
THEREFORE THE MUNICIPAL COUNCIL OF THE CORPORATION OF THE TOWN
OF AURORA enacts as :follows:
1. That a col1llllUZli ty programme of training in physical :fitness and recreation
o:f persons in the community be carried on in .the Town o:f Aurora within the meaning
o:f the regulations under The: Department of .Education Act.
2. !f'hat a local collllllittee to be !mown as Aurora &creation OOllllllission (hereina:fter ¥}'

Aurora Legion and Aurora Home and School Association. The member o:f each o:f these
organizations shall be !iiPPOinted by Resolution o:f .the Aurora To.wn Council, two of mom
shall hold office until December 31st, 1948, or until their successor shall have been
appointed, and two o:f whom shall hold office until December 31st, 1949, or until their
successor shall have been aP.Pointed. All persons appointed to the commission after
December 31st, 1948, shall hold of:fice for. a period of two years.
A member of the Collllllission whose term of office has expiredshall be eligibie
for re-appointment.
4. · Tl!Ei Town Council shall, as often as the office of a member of the Oollllllission
becomes vacant, either by resignation, death or removal .from the Town, appoint a
successor thereto, who shall hold o:t'fioe for the remainder of the une:lq?ired term of the
said member who has resigned, died or removed from the Town.

5, The duties of the Commission shall. be to carry on in the Town of Aurora,
a cO!lllllunity programme of training in physical fitness and, recreation of persons in
the community, and, without. limiting the generality of the foregoing, the Commission
is authorized and empowered: ~
(a) To appoint officers from amongst its members, to enaot by-laws
for its owu govenmeut, and 1n alter, modify,. l'epeal and re-enact the
same; provided that the COmmission may elect a secretary-treasurer$,
who may or ma;v not be one of its members.
(b) To hire, pa;y and discharge staff, and to fix their duties and
responsibilities.
(c) To purchase, hire, make or provide, and to re-sell or dispoee of
furniture, furnishings, fixture;:, sports, recreational entertainment
and maintenance equipmfi!nt uece.ssa.ry 'ttl' achieve .the objects Of the Commission.

(d) TO take any gift of property in conformity with the objects of the
commission;
tel To conduct campaigns or appeals to the pablic for the purpose of
procuring funds to assist the Commission in carrying out its purposes;
(f) To apply to and receive financial ,assistance from any goverllllBnt
or other authority.
(g) To control its own separate moueys and to pay its .own operating
expenses;
(h) To operate its own bank account or bank accounts and to conduct its
uecessary banking busiuess.
(i) To enter into contracts in its own name for the purpose of its bus-
iness.
(j) To print and :pUblish any paper, periodical, book or leaflet it may
deem desirable for the promotion of its objects and to advertise its
affairs, activities and undertakings by any means it may be throughfad-
visable. ,
(k) To do all such other lawful things as are incidental or conductive
to the achievement of its objects.
.Notwithstanding anything to the cnntra.ry hereinbefore contained, all by-
laws, rules, regu.lations and programne of training and ll:'ecreation geJJBrally shall
be subject to the approval of the council of the Corporation of the Town of Aurora.
7. Iu carrying out the provisions of this E.f-law the Commission shall at all
times be the agent of the Corporation of the Town of Aurora, and while acting bona

:fide within the limits of the authority of this by-law, neither the Commi13sion --
nor any member thereof shall incur any liability by reason of anything done or
left undone by the Gommi&sion; provided, however, that nothing in this paragraph

ll. The duties of the Aurora Community Recreation~ shell be of an ad-
visory character, to study and consider the requirements of the CO!lllllUUity with
regard to training in physical :fitness and recreation of persons within the ne aning
of the Regulations under ~'he Depa ·tment of Education Act and to make recommendation
to the commission.
12. Meetings of the Aurora Community Recreation~ mey be called at
any time, by written notice, by either it,s Cha!nn_an or by the Chairman of the

Commission.
