BEING A BY-LAW to amend
Zoning By-law No. 2213-78, as amended
(15372 Yonge Street)
WHEREAS section 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended,
provides that the councils of local municipalities may pass zoning by-laws;
AND WHEREAS the Council of The Corporation of the Town of Aurora (hereinafter
the "Town") enacted By-law Number 2213-78, including amendments thereto
(hereinafter the "Zoning By-law");
AND WHEREAS the Council of the Town deems it necessary and expedient to
further amend the Zoning By-law;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF
AURORA HEREBY ENACTS AS FOLLOWS:
1. THAT the Zoning By-law be and is hereby amended to replace the "Special
Mixed Density Residential (R5) Zone" and "Environmental Protection (EP)
Zone" zoning categories applying to the lands shown in hatching and shading
on Schedule "A" attached hereto and forming part of this By-law with
"Institutional (1-25) Exception Zone" and "Environmental Protection (EP-5)
Exception Zone".
2. THAT the Zoning By-law be and is hereby amended to add the site plan for
the lands as shown on Schedule "B" attached hereto and forming part of this
By-law.
3. THAT the Zoning By-law be and is hereby amended to add the following:
"SECTION 28.24 INSTITUTIONAL (1-25) EXCEPTION ZONE
28.24.1 Uses Permitted
— Auditoria or Meeting Halls
— Museum
— Government Buildings including offices
— Banquet Halls
28.24.1.1 Definitions
Notwithstanding any provisions to the contrary, for the purposes
of the lands zoned 1-25, the following definition shall apply:
Museum:
Means the premises used for the exhibition of objects of
cultural, historical or scientific interest, and which may include
the collection or preservation of such objects, primarily for the
recreation or cultural education of the public.
28.24.2 Zone Requirements
Notwithstanding the provisions of Section 28.2, all existing
structures located on Schedule "B" to By-law Number 5420-12
shall be deemed to comply as of the date of passing of By-law
Number 5420-12.

28.24.2.1 Parking
Notwithstanding the provisions of Section 6.26.1.7, a minimum
of eight (8) parking spaces shall be provided in accordance with
Schedule "B" to By-law Number 5420-12.
28.24.2.2 Manoeuvring
Notwithstanding the provisions of Section 6.26, the minimum
manoeuvring space for 90 degree parking stalls shall be a
minimum of 6.7 metres.
28.24.2.3 Surface Treatment
In accordance with Section 6.27.1, with the exception that a
gravel surface for a parking lot is permitted.
28.24.2.4 Curbing
Parking spaces shall be curbed with 15 centimetre high
concrete.
28.24.2.5 Ingress and Egress
Notwithstanding the provisions of Section 6.27.8(a), the
minimum driveway width shall be a minimum of 3.5 metres.
28.24.2.6 Buffer Strip
The buffer strip requirement of Section 6.31 shall not apply."
4. THAT all other terms, provisions, and existing amendments of the Zoning By-
law remain the same.
5. THAT this By-law shall come into full force subject to compliance with the
provisions of the Planning Act, R.S.O. 1990, c. P. 13, as amended, and
subject to compliance with such provisions, this By-law will take effect from
the date of final passage thereof.

Explanatory Note
Re: Zoning By-law Number 5420-12
By-law Number 5420-12 has the following purpose and effect:
To amend By-law Number 2213-78, as amended, being the Zoning By-law in effect
in the Town of Aurora, to rezone the subject lands from "Special Mixed Density
Residential (R5) Zone" and "Environmental Protection (EP) Zone" to 'Institutional (I-
25) Exception Zone" and "Environmental Protection (EP-5) Exception Zone".
The rezoning will permit the use of the existing structures consisting of the
historically designated Hillary House and accessory frame barn for the purposes of a
museum; auditoria or meeting hall; government building or banquet hall; as well as
to allow the establishment of a parking lot within the Environmental Protection Zone.
The site specific Institutional Zone recognizes existing development standard
deficiencies and permits a minimum of 8 parking spaces on a gravel surface parking
lot with concrete curbing. Other development standards include the reduction of
minimum manoeuvring requirement for 90 degree parking spaces and ingress and
egress of the driveway, and the elimination of the buffer requirement.
