The Chair called the meeting to order at 9:07 a.m.
1. DECLARATION OF PECUNIARY INTEREST AND GENERAL NATURE
THEREOF
There were no declarations of pecuniary interest under the Municipal Conflict of
Interest Act.
2. APPROVAL OF THE AGENDA
Moved by Councillor Abel Seconded by Councillor Pirri
THAT the agenda as circulated by the Customer and Legislative Services
Department, with the following addition, be approved:

THAT the 48-hour notice of meeting requirement, Section 2.10 of Council’s

3. CONSIDERATION OF ITEMS

Re: Green for Life (GFL)
Moved by Mayor Dawe Seconded by Councillor Pirri
WHEREAS The Town of Aurora recently experienced a severe ice storm on
Sunday, December 22, 2013, the effects of which continued until late
December, 2013; and
WHEREAS the extreme weather conditions impacted waste collection, to the
point of being delayed and/or missed altogether; and
WHEREAS GFL reported delays and missed collection due to weather
conditions, worker injury and vehicle breakdown; and
WHEREAS GFL is still struggling to have the Town of Aurora back on their
regular collection schedule; and
WHEREAS over the past several months, prior to the ice storm, residents
have reported several missed collections by GFL; and
WHEREAS this is an unacceptable practice that must be addressed.
NOW THEREFORE BE IT HEREBY RESOLVED THAT staff undertake an
immediate review of the GFL contract to determine if they are meeting the
terms and if not, to recommend immediate corrective actions and report back
to Council; and
BE IT FURTHER RESOLVED THAT a copy of this resolution be forwarded to
the other N6 Municipal Councils.

Re: Ontario Disaster Relief Assistance Program
Moved by Mayor Dawe Seconded by Councillor Pirri
WHEREAS the Town of Aurora, as well as other municipalities in the Greater
Toronto Area (“GTA”), recently experienced a severe ice storm on Sunday,
December 22, 2013, the effects of which continued until late December, 2013
and resulted in substantial damage to municipal property and infrastructure;
and
WHEREAS the Ministry of Municipal Affairs and Housing have established
January 14, 2014 as the last date to make application to the Minister for a
declaration of a disaster area in connection with this ice storm.

NOW THEREFORE BE IT HEREBY RESOLVED THAT the Council of the
Town of Aurora hereby requests the Minister of Municipal Affairs and Housing
to declare the whole geographic area of the Town of Aurora a “disaster area”
for purposes of the public component of the Ontario Disaster Relief
Assistance Program (“ODRAP”); and
BE IT FURTHER RESOLVED THAT the Town of Aurora seek consideration
for any other Federal or Provincial funding program made available to assist
municipalities with the costs of response to this weather event, whether in
addition to or as an alternative to funding available through the ODRAP.

THAT the following confirming by-law be given first, second, and third
readings and enacted:

from Special Council Meeting on January 11, 2014
