Mayor Jones called the meeting to order at 7:00 p.m.

There were no declarations of pecuniary interest under the Municipal Conflict of
Interest Act.
II APPROVAL OF AGENDA

THAT the content of the Agenda as circulated by the Corporate Services

III DELEGATIONS
Dora Robinson, resident of 244 Stone Road, Re: Item #1 PL03-112 -
Implementation Phase: Provincially Mandated Oak Ridges Moraine Official
Plan and Zoning By-law Conformity Exercise
Ms Dora Robinson expressed concern with regard to the amount of development
scheduled to take place within the Oak Ridges Moraine lands, and questioned
the feasibility of allowing this to take place when those lands are supposed to be
protected under the Oak Ridges Moraine Conservation Plan. Ms Robinson
indicated that she has particular concerns with the prospect of upholding the
approval of development at Bayview Avenue and Vandorf Sideroad, which was
originally designated as countryside. Ms Robinson advised that a
comprehensive public transit system would be integral to the planning of
development and requested that further consideration be given to both of these
matters.

Homer Farsad, resident of 247 Stone Road, Re: Item #1 PL03-112 -
Implementation Phase: Provincially Mandated Oak Ridges Moraine Official
Plan and Zoning By-law Conformity Exercise
Mr. Farsad, resident of 247 Stone Road, advised that he has read through the
documents being considered at this meeting and would like to suggest that the
Town reject By-laws 4468-03.D and 4469-03.D. Mr. Farsad expressed concern
with regard to various inconsistencies and inaccuracies observed by the Ministry
of Municipal Affairs in August of 2003, between the Town’s proposed Official
Plan Amendment #48 and Zoning Amendment By-laws in comparison with the
legislated requirements from the Ministry of Municipal Affairs. Mr. Farsad
expressed the opinion that this would be the most reasonable course of action to
uphold the preservation of the Oak Ridges Moraine, and he expressed the
opinion that there would be minimal repercussions to the Town for choosing this
course of action.

John Green, Board Member of R.A.Y.S. (Ratepayers of Aurora Yonge Street
South) Re: Item #1 PL03-112 - Implementation Phase: Provincially Mandated
Oak Ridges Moraine Official Plan and Zoning By-law Conformity Exercise
Mr. John Green, Board Member of R.A.Y.S. (Ratepayers of Aurora Yonge Street
South) Expressed concern and disappointment with the Ontario Municipal Board’s
decision to allow development for OPA #20. Mr. Green requested that the current and
future Councils uphold OPA #34 and adopt the Oak Ridges Moraine Conservation
Plan as an umbrella to protect these areas of the Town.

Ben Kestein, resident of 90 Old Yonge Street Re: Item #1 PL03-112 -
Implementation Phase: Provincially Mandated Oak Ridges Moraine Official
Plan and Zoning By-law Conformity Exercise
Mr. Ben Kestein advised that he was speaking on behalf of P.A.R.K.S. (People
Against Restructuring Known Sanctuaries). Mr. Kestein expressed concerns
about the protection of the Oak Ridges Moraine and the impact of development
on the current and future residents in Aurora.

Brenda Hogg, Regional Councillor for the Town of Richmond Hill Re: Item
#1 PL03-112 - Implementation Phase: Provincially Mandated Oak Ridges

It was noted by the Chair that the delegate was not in attendance and therefore
the item was withdrawn.
Phyllis Morris, resident of 10 Timpson Drive Re: Item #1 PL03-112 -
Implementation Phase: Provincially Mandated Oak Ridges Moraine Official
Plan and Zoning By-law Conformity Exercise
Mrs. Phyllis Morris, resident of 10 Timpson Drive, expressed her appreciation to
the staff at the Town of Aurora for all of the work that they have done in the
constrained time frame given by the Province, noting that there are still a few
areas of concern. Mrs. Morris urged Council to take this opportunity to do
something positive and uphold the purpose behind the Oak Ridges Moraine
Conservation Plan without diffusing it.

IV CONSIDERATION OF ITEMS REQUIRING SEPARATE DISCUSSION
1. PL03-112 - Implementation Phase: Provincially Mandated
Oak Ridges Moraine Official Plan and
Zoning By-law Conformity Exercise
Moved by Councillor MacEachern Seconded by Councillor Vrancic
THAT Planning Report PL03-112 dated October 21, 2003 regarding the
Aurora Oak Ridges Moraine Official Plan and Zoning By-law Conformity
Exercise be received; and
THAT Council approve the proposed Official Plan Amendment
Number 48 attached hereto as Appendix No. 1, implementing the
necessary changes to the proposed amendment, to reflect the
following amendments:
THAT the “Salog” Lands OPA #38 and the lands within OPA #20,
OPA #30 and OPA #34 (except for the lands formerly known as OPA
#39), NOT be exempted from the Oak Ridges Moraine Conservation
Plan; and

THAT staff ensure that the concerns raised in a letter from Mr. David
Sit, dated August 27, 2003, have been addressed; and
THAT the features shown on Schedule “K” match the features shown
on the corresponding maps provided by the Ministry of Municipal
Affairs and Housing; and
THAT there be no further discussion on this motion for purposes
other than clarification by staff.

By-law Amendment with the proposed revisions, for consideration by
Council.
