MINUTES - Special Council - 20030129 TOWN OF AURORA SPECIAL COUNCIL - PUBLIC PLANNING MEETING MINUTES NO. 03-03 Council Chambers Aurora Town Hall Wednesday, January 29, 2003 ATTENDANCE COUNCIL MEMBERS Mayor Jones in the Chair; Councillors Griffith, Pedersen, Timpson and Wallace. Councillors Kean, MacEachern, Vrancic and West were absent. STAFF MEMBERS Town Clerk, Administrative Co-ordinator, Director of Planning, Acting Planner and Council/Committee Secretary. The Mayor called the meeting to order at 7:00 p.m. I DECLARATIONS OF INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. II APPROVAL OF AGENDA Moved by Councillor Griffith Seconded by Councillor Timpson THAT the content of the Agenda be approved as presented. CARRIED III PLANNING APPLICATIONS Mayor Jones outlined the procedures that would be followed in the conduct of the public meeting. The Town Clerk confirmed that appropriate notice had been given and that signs had been posted on the subject properties in accordance with the relevant provisions of the Planning Act. 1. PL03-007 - Zoning By-law Amendment Application 750179 Ontario Limited Lots 16 to 21, Plan 19T-88031 Part of Lot 79, Concession 1, W.Y.S. Deerhorn Crescent Aurora Special Council – Public Planning Minutes No. 03-04 Page 2 Wednesday, March 26, 2003 Planning Staff The Acting Planner gave a description of the application and summarized the contents of the Planning Report No. PL03-007. The Acting Planner indicated that staff has no objections in principle to the application but indicated that issues, such as appropriate approvals from the Lake Simcoe Region Conservation Authority regarding limitations that exist with respect to buildings and structures permitted in the Flood Plain, still require discussion. Applicant/Agent Ms Lucy Tantalo of Brookfield Homes provided Council with some additional information with regard to the construction of walkout decks from the second floor, pools and fencing and advised that any construction of this type would need the approval of the Lake Simcoe Region Conservation Authority and that each purchaser would be thoroughly advised of these restrictions prior to purchasing the property. Public Comments Dr. Ronald Hine, resident of 279 Murray Drive, addressed a concern regarding the preservation of the trees located at the back of these lots. Dr. Hine also had some concerns with the wording that will be provided within the restrictive covenants and suggested that they be worded in a negative directive. The public portion of the meeting closed at 7:15 p.m. and Council’s deliberations began. Moved by Councillor Griffith Seconded by Councillor Wallace THAT report PL03-007 be received as information; and THAT Council supports the application in principle and that it be referred back to staff to work with the applicant and the Lake Simcoe Region Conservation Authority to prepare a Zoning By-law with appropriate phrasing regarding the limitations respecting the construction of pools, decks and fencing, and take into consideration the public comments received tonight.
