MINUTES - Special Council - 20020227 TOWN OF AURORA SPECIAL COUNCIL - PUBLIC PLANNING MEETING MINUTES NO. 02-06 Council Chambers Aurora Town Hall Wednesday, February 27, 2002 ATTENDANCE COUNCIL MEMBERS Mayor Jones in the Chair; Councillors Griffith, Kean, Pedersen, Timpson and Wallace. Councillors MacEachern, Vrancic and West were absent. STAFF MEMBERS Deputy Town Clerk, Director of Planning, Long Range Planner, Public Works Technical Assistant and Council/Committee Secretary. I DECLARATIONS OF INTEREST There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. II APPROVAL OF AGENDA Moved by Councillor Griffith Seconded by Councillor Timpson THAT the content of the Agenda be approved as presented. CARRIED III PLANNING APPLICATIONS 1. PL02-015 - Zoning By-law Amendment Heathwood Homes Part of Lot 80, Concession 1 EYS Plan 65M-3461 D14-01-02 Planning Staff The Long Range Planner, advised that this application has been brought forward by the Town of Aurora, therefore the Town is the proponent and he gave a description of the application summarising the contents of Planning Report No. PL02-015. Mr. Kyle indicated that due to staff concerns regarding the double car driveways in front of duplex homes, potentially causing a limitation of on street parking as well as snow removal difficulty, a by-law was enacted in 1999 to enforce "tapered" driveways throughout the development. Mr. Kyle advised that subsequently there have been parking restrictions imposed to certain locations within the development, resulting in staff's recommendation to amend the by-law, removing the taper requirement from certain homes within the subject lands located in no-parking zones or in locations where fire hydrants or curbs prevent parking. Aurora Special Council – Public Planning Minutes No. 02-06 Page 2 Wednesday, February 27, 2002 Public Comments Michelle Maitre of 127 Millcliffe Circle advised that she had circulated a letter to affected residents in the area, all in protest of this amending by-law. The affected residents' request that the taper requirement be removed from all homes within the affected area, not just the selected properties proposed. Ms Maitre provided a number letters signed by various residents for Council's consideration. Comments were made from various members of the public who were in opposition of the application for a number of reasons including; discrimination between homeowners located in no parking zones who will have straight driveways and homeowners in parking zones who will be forced to have tapered driveways; the opinion that the tapering will be unsightly and potentially reduce the value of the properties; possible safety hazard due to difficulty parking and backing out of the tapered driveways as well as the potential reduction of parking space on the affected homeowners' properties. The residents indicated a desire for a consistent, common appearance to all properties within the affected area. The public portion of the meeting closed at 7:30 p.m. and Council’s deliberations began. Moved by Councillor Griffith Seconded by Councillor Wallace THAT, Staff be authorized to complete the required zoning by-law amendment to remove the driveway tapering requirement for all double driveways on the subject lands and present it to the next available Council meeting for adoption.
