ATTENDANCE
COMMITTEE MEMBERS Mayor Jones in the Chair; Councillors Griffith, Hinder,
Hartwell West, McKenzie, and Morris.
Councillors Hogg and Healy were absent.
OTHER ATTENDEES Chief Administrative Officer, Director of Corporate
Services/Town Clerk, Director of Planning, Director of
Building Administration, Director of Public Works,
Treasurer and Council/Committee Secretary.
The Mayor called the meeting to order at 9:00 p.m.
I DECLARATIONS OF INTEREST
There were no declarations of interest under the Municipal Conflict of Interest
Act.
II APPROVAL OF AGENDA
Moved by Councillor Griffith Seconded by Councillor West
THAT the content of the Agenda be approved as presented.

Donald Hill, Resident re: PL00-101 - Zoning By-law Amendment
Whitwell Developments Limited, Whitwell Developments (II) Limited
and 1295720 Ontario Inc.
Wellington Street East and Leslie Street.
Part of Lot 21 and 22, Concession 3
D14-21-99
Mr. Hill expressed his strong opposition to the proposed By-law and the ten
storey building. Mr. Hill felt that the building will not be compatible with the
surrounding rural landscape. He felt Council should consider a more appropriate
structure such as the Magna buildings which appears more suitable for the area.
Moved by Councillor Hartwell Seconded by Councillor McKenzie

Ralph Brunner, Resident re: PL00-101 - Zoning By-law Amendment
Whitwell Developments Limited, Whitwell Developments (II) Limited
and 1295720 Ontario Inc.
Wellington Street East and Leslie Street.
Part of Lot 21 and 22, Concession 3

Mr. Brunner expressed his disappointment with the proposal especially the
Industrial use section of the By-law and reminded Council of the many problems
the Town of Newmarket had with the paint factory in a residential area. He
voiced his concerns regarding the quality of the water and air supply if this type
of Industrial use were to be initiated. Mr. Brunner stated that his reason for
moving to Aurora was for its country atmosphere which would be ruined if they
were to pass this By-law.
Moved by Councillor West Seconded by Councillor Griffith
THAT the comments of the delegates be received.

THAT report PL00-101 be received and approved and that staff bring back
to Council a report to address the issue regarding measures to prevent
obnoxious uses in the industrial zone as outlined in the By-law.

THAT the following by-law be given 1st, 2nd and 3rd readings, and enacted:
4213-00.D Being a By-law to amend 2213-78
(160 Wellington St. E. - D14-17-00).
On a recorded vote, the By-law was CARRIED

comprehensive Zoning By-Law
Number 2213-78, by adding a
new Business Park (BP) zone and
by rezoning lands north of Wellington
Street between Leslie Street and
Highway 404 from Rural (RU) and
Rural Residential (R) to “Business Park
(BP) Zone”; “Business Park (H)BP-1
Exception Zone”; Major Open
Space(O-9) Exception Zone” and
“Environmental Protection (EP) Zone”.
On a recorded vote, the motion was CARRIED
