DELEGATIONS
Helen Knowles re: Trinity Anglican Church – Parking on Metcalfe Street
Ms. Helen Knowles, a resident of 41 Metcalfe Street informed Council that on May 9th, a
vehicle owned by a patron of Trinity Anglican Church had blocked her driveway by
approximately 5ft to 7ft., preventing her from exiting her driveway. She informed the
Police and was told that they do have the authority to tag or tow the vehicle. Eventually,
the owner removed the car after an hour, but as a result, she was unable to attend her
own church. Ms. Knowles indicated that it is her right as a taxpayer to have free and
clear access of her driveway anytime. She requested Council to impose a By-law to
prohibit parking on both sides of Metcalfe Street between Victoria Street and Wells
Street and to allow only residents of the area to park there.

Residents of Metcalfe Street and Surrounding Area re: PL99-024-079
Proposed Zoning By-law Amendment, Trinity Anglican Church
Lots 1, 2 & 3, Plan 68, D14-25-98
Ms. Susan Morton-Leonard spoke on behalf of residents of Metcalfe Street and
surrounding area regarding the Proposed Zoning By-law Amendment for Trinity
Anglican Church. She advised that they had requested that this meeting be deferred
due to the Provincial elections and inadequate notice of the meeting. Ms. Morton-
Leonard proceeded to inform Council that Trinity Anglican Church was in violation of the
present Zoning By-law for the permitted uses for the rectory and requested Council to
take actions to rectify the situation before third reading of the By-law. Concerns were
expressed with the correspondence from Trinity Anglican Church with respect to the
rationale for this meeting. Ms. Morton-Leonard then introduced Mr. Geoff Knowles and
Mr. Angelo Greco to address site plan issues related to the project.
Mr. Geoff Knowles a resident of 41 Metcalfe Street addressed the issues of lighting and
condensing units at the Trinity Anglican Church. He requested that the number of
lighting standards be reduced from 12 – 12 foot standards to 8 and a reduction in the
watts per square foot of lighting from approximately 1.5 to 1 watt or less, and that the
light bulbs specified which produce a bright white light be changed to a softer yellow
light. He also requested that the sign to be erected on the new driveway island be non-
illuminated at any time. With respect to the condensers, Mr. Knowles asked that the 4 –
5 ton Condenser units located on the south wall be relocated back to the original
location in the north parking area. This would reduce the noise level adjacent to the
homes on Metcalfe Street. He inquired about the option of using a heat pump. Mr.
Knowles also asked that if the ground source heat pump is not feasible that acoustical
sound baffling be installed inside the fencing to further reduce the noise of the
condensers. Mr. Knowles concluded by requesting Council’s consideration of these
concerns.
Mr. Angelo Greco a resident of 43 Metcalfe Street addressed the issues of landscaping,
fencing and parking lot for the proposal. He expressed concerns that the landscaping
plans for the project are not done to scale and as a result, his observations were that
the proposed beds of trees which would screen the parking lot and the entrance of the
driveway from Metcalfe Street would not provide sufficient visual barriers. Mr. Greco
asked Council to consider the addition of proper fencing along the north laneway and
the northeast corner of the developing lands for the safety of school children. He
requested that the driveway off Metcalfe Street be considered as entrance only and that
the Victoria Street north laneway be exit only. Concerns were also expressed with the
concrete pathway adjacent to the driveway. Mr. Greco indicated that his house is on
the market for sale and questioned the protection of his investment.

Ms. Morton-Leonard then expressed concerns respecting the uses permitted for the
rectory in By-law 4060-99.D, section 28.11.1. She advised that the residents supported
the growth of the church facility, but they believed that if Trinity Church were permitted
to offer business space to the public, this would change the neighbourhood. She urged
Council not to proceed with third reading of By-law 4060-99.D and that the Planning
Department submit a By-law that is a fair and equitable plan that supports the needs of
all who reside in the neighbourhood.

Trinity Anglican Church re: Proposed Zoning By-law Amendment and
Site Plan Applications, Trinity Anglican Church
Reverend Poole on behalf of Trinity Anglican Church apologized to Ms. Knowles for the
parking incident on May 9th and advised that the Church would do their best to ensure
that this would not be a future issue.
Reverend Poole thanked staff for their assistance in this project. He expressed his
disappointment that a proposal to build a building, which seeks to serve the community
at large, had caused such agitation within the neighbourhood. Reverend Poole
informed Council that over the past few months they have listened to and endured
numbers of criticisms from the press and residents and that he would like to set the
record straight. He stated that the Church is seeking a good relationship with the
neighbours and is committed to that end. The role of the church in the community was
outlined. He informed Council that the Church has housed the Aurora Nursery School
for 41 years and clarified that they are not abandoning that responsibility. It is their
intention to endeavour to accommodate the school in their new facility. With respect to
the concerns of the neighbours, Reverend Poole stated that since December 1998 the
church had met 5 times with the residents and has changed their proposal as a result of
their concerns. These changes include a reduction in their parking spaces; a reduction
in the entrances off Metcalfe Street from 2 to 1; the addition of a north driveway onto
Victoria Street; significant landscaping enhancement; and a change in the lighting
proposal in the parking lot. He also advised that the church had attempted to
successfully abide by the Town’s standards in this project. He indicated that the church
accepted in principle the Site Plan Agreement tabled tonight. With respect to the
proposed Zoning By-law, Reverend Poole advised that they are presently housing the
church offices in the rectory. This decision was taken in an effort to contain the total
cost of the project, to avoid the unnecessary renting of office space off site and to keep
staff close to the church building project. But if this is a concern with the neighbours,
they would move their offices from the rectory. Reverend Poole indicated that they
have reduced the number of uses from the original By-law and it is their intention to
maintain the rectory for a clergy family. However, economics may require the church to
use the rectory to produce some revenue. Reverend Poole further stated that the uses
of the rectory are within the uses allowed in the current By-law, the costs incurred to
stay on this site are very significant and the highest and best use of the property is to
maintain an Anglican presence in Aurora. Reverend Poole advised that they have
accommodated the concerns of the residents and the Town and respectfully requested
Council’s concurrence with the project and urged Council to give final reading to the
Zoning By-law and grant approval to enter into a Site Plan Agreement.
In response to questions by Council regarding the lighting and condensers, Mr. Walter
Moffat, Architect for the project indicated that they would change the type of lighting to
the softer version sought by the neighbours. He also advised that an acoustic liner
would be added to the fencing and the cedar hedge to be installed will help reduce the
noise from the condensers. Mr. Moffat also advised that if the condensers were located
to the original location, the condensing fluid would not travel that distance effectively.

In response to landscaping concerns expressed, he advised that the illuminated sign
has been removed from the plan and the landscaping would be illuminated with 150
watt lights. He also stated that the trees proposed would mature to provide a solid
visual buffer.

THAT Council give third reading to implementing By-law 4060-99.D,
incorporating changes as noted within the staff report and adding religious
activities to the permitted uses in the rectory;
THAT, subject to the submission of all fees and securities, and By-law
4060-99.D coming into force, Council authorize the Mayor and Clerk to
enter into a site plan agreement with Trinity Anglican Church and the
Town of Aurora to permit the construction of a building expansion and
associated parking incorporating 58 spaces, along with other servicing
and landscaping works on the subject lands;
THAT Council provide three readings to Bill No. 4063-99.D, being a By-law
to deem certain lots on Plan 68 to no longer be separate lots on a registered
plan of subdivision; and,
THAT staff be required to provide notice of the enactment of the deeming
By-law in accordance with the provisions of the Planning Act.
