APPROVAL OF AGENDA
#61. Moved by Councillor Sorley Seconded by Councillor Ochalski
THAT the content of the Agenda be approved as outlined herein, with the
addition of the correspondence from the Association of Municipalities of
Ontario.

MATTERS FOR CONSIDERATION
Memorandum from Treasurer re: Estimated Impact to
the Town of Aurora-Provincial Disentanglement Initiative
The Treasurer provided an overview of the estimated impact to the Town of Aurora
resulting from the recent Provincial Disentanglement Initiative, as detailed in her
Memorandum dated February 7, 1997. The estimates followed the same general
format of the Provincial Governance Simulated Impact released on January 16, 1 997,
and were based upon the most current figures available that may be subject to
amendment as further information was available. The bottom line at the present time
of the simulated Provincial impact was an adjusted net benefit to Aurora in the
amount of $4,353,644 representing a projected savings based upon preliminary
numbers. The Treasurer explained the method of analysis and that estimates based
on Region wide cost estimates for some services are allocated under the Town of
Aurora's current apportionment of 5.053% of the Region of York's tax levy.

The Treasurer also discussed other potential impacts not directly addressed in the
Simulation, including the discontinuation of business taxes, proposed Development
Charges legislation, and pooling of program funding.
The Chief Administrative Officer further substantiated the municipal impact analysis
for the Provincial disentanglement initiative made by the Treasurer and attributed the
preliminary estimated net savings in part to costs for policing services by York Region
and lower costs for social services. He advised that consideration should be given to
other potential impacts such as development charges and pooling social services in this
regard. The Chief Administrative Officer concluded that the Town of Aurora may be
in a better position compared to other municipalities based on Provincial
disentanglement and what has been downloaded at this time, and that it is anticipated
that any future Actual Value Assessment might not have a negative impact to the
municipality.

PRESENTATION
Memorandum from Mayor Jones re: Town of Aurora
Vision for a Greater Toronto Services Board
Mayor Jones made a special presentation to Council regarding the proposed Town of
Aurora Vision for a Greater Toronto Services Board. The Mayor addressed various
governance scenarios as a result of the Greater Toronto Services Board initiative and
its impact on local municipalities. He proposed that Scenario "A" would result if the
Greater Toronto Services Board became a full services provider, replacing the existing
Regions and leaving local governments to respond most effectively to local issues.
Alternatively, Scenario "B" would arise if the Greater Toronto. Services Board became
merely a coordinating function. Regionai/"Mega" Cities would arise and local
municipalities would disappear. The Mayor asked Council to endorse Scenario "A" as
the preferred option to provide less government, lower costs, pooling potential for
programs and services, more effective service delivery, and more responsiveness to
local matters through existing or reconfigured local municipal governments.
The Mayor continued his presentation for the vision of a Greater Toronto Services
Board and further addressed matters including the degree of authority and services,
representation, timing, management, and service delivery related to his proposal. The
Mayor requested that the suggested recommendations be endorsed on this initiative
and that representation on this position be made at the upcoming Regional/Municipal
Governance Meetings.
Council members engaged in a thorough discussion of the proposed Vision, addressing
7 issues previously discussed at the January 15, 1997 Council Meeting on the matter.
These included how the proposed Vision would impact upon duplication of services,
the cost of providing services, service levels, responses to continued downloading of
services if necessary, the impact on the sense of local community and the degree of
representation achieved through locally elected government.

THAT the Town of Aurora GTSB position be presented to Mr. Milt Farrow
upon his visit to Aurora on February 17, 1997; and
THAT following . the presentation to Mr. Farrow, copies of the
presentation be forwarded to all GT A Mayors and Regional Chairs, the
Minister of Municipal Affairs and Housing, and the Premier of Ontario.
On a recorded vote, the resolution was CARRIED
