TR96-015-099 -Public Meeting under Section 4 of the
Development Charges Act
The Treasurer advised that the meeting was called to obtain public input into the
proposal, originally generated by the BDC, to amend the Town's Development Charges
By-law to provide a one year moratorium on a portion of the development charges for
industrial additions. Gary Scandian of C.N. Watson and Associates Ltd. indicated that
the draft Bill would amend By-law 3516-94. The proposal would provide a one year
moratorium from April 25, 1996 to April 24, 1997. The moratorium would be on a
one time only basis and would be limited to exempting an additional fifty percent of
an existing building area. To qualify, an applicant must have had at least 3 years prior
occupancy. The moratorium would be triggered by issuance of a building permit, but
where applications had been received before March 1, 1997, a three month grace

period for issuance of the building permit would be permitted. Mr. Scandian noted that
"industrial use" was defined in the proposed By-law, which excluded retail sales, and
that the enactment of Bill 20 .would prescribe an alternate notice process, if Council
wished to delay the proposed By-law until later this year.
Mayor Jones noted that there was only one member of public present and. that no
persons wished to provide public comment on the proposed By-law. Accordingly, the
public portion of the meeting was closed and Council's deliberations began.

THAT Bill No. 3729-96.F, being a By-law to provide for a one year
moratorium on imposing charges on industrial additions, be considered for
three readings at the Council meeting scheduled this evening.
