Barristers & Solicitors Re: Starline Entertainment Centre Inc. Request to Relocate Bingo Hall Mr. Friedman spoke on behalf of his client, 1032131 Ontario Inc., the purchaser of the building located at 215 Edward Street. He indicated that the tenant, Starline Entertaimnent Centre Inc., has been provided with a termination of lease. His client intends to be in possession of the premises and to be in possession of a license from the Ministry to operate lotteries at the bingo hall by October 21, 1993. He noted that there is a moratorium which prohibits the opening of new bingo halls. Thus, the tenant, Starline, cannot relocate without applying to the Ministry of Consumer and Commercial Relations and providing the Ministry with an undertaking signed by the owner of the existing bingo hall indicating that the existing bingo hall will not continue to operate lotteries. Since his client fully intends to continue to operate lotteries from the hall, he requested Council not to endorse an application by Starline to relocate. #546. Re: Request to Relocate Bingo Hall Page 2 Mr. John Chalmers spoke as solicitor on behalf of Star line Entertainment Inc. to request Council's support of its efforts to relocate its business as a gaming supplier in the Town of Aurora. He confirmed that his client's lease has been terminated and that the moratorium prohibits relocation except in two circumstances. One is where the Ministry receives municipal consent and the owner of the former hall undertakes not to continue in business. The other circumstance involves Starline operating bingos on a limited basis from permitted location, such as the Legion. This solution would only benefit Starline if the Town did not continue to license bingos at the 215 Edward Street location. In the very near future, Mr. Chalmers expects a third alternative to open up, since the Ministry proposes to lift the moratorium. Once this occurs, any "new" bingo hall would require Council's approval to open and the applicant would have to submit detailed market studies to obtain such approval. Noting Starline's years of business in Town and handing out a petition indicating the level of support for Starline amongst sponsors, he requested Council to support Starline's efforts to continue in business as the Town's bingo hall. #547. Moved by Councillor Weller Seconded by Councillor Pedersen THAT the Ministry of Consumer and Commercial Relations be advised Council has no opposition to the efforts of Starline Entertainment Centre Inc. to relocate their existing Bingo Hall subject to compliance with the balance of the criteria imposed by the Ministry and confirmation by Staff that the site ultimately selected complies with the provisions of the Town's Zoning By-law.
